    Technical Officer - Biomedical interventions

    REF: CHS/HR/STP/DTOBI/01/2023

    Overall Job Function

    Reporting to the DREAMS Technical Lead, the DREAMS Technical Officer (biomedical) will provide technical oversight, planning coordination, implementation, and capacity enhancement and monitoring/evaluation in delivering high-quality DREAMS interventions. He/she will offer technical support to DREAMS service providers to implement high-quality biomedical interventions in the county while overseeing other evidenced-based DREAMS interventions, social Asset Building and socio-economic strengthening interventions in assigned wards.

    Key Responsibilities

    • Provide technical oversight and strategic direction and ensure appropriate support for the implementation of DREAMS programming with strengthened linkages to HIV clinical care
    • Provide strategic direction for providing comprehensive biomedical interventions, including HIV testing services, Reproductive Health products, Post Rape Care services, male partner services, and PrEP to Adolescent girls and young women in DREAMS program.
    • Offer day-to-day mentorship to build the knowledge and capacity of ward case managers on HTS, Biomedical Officers, facilitators and mentors on HIV prevention, testing, treatment and linkage to other services.
    • In coordination with the Technical Lead and ward case managers, design structural interventions to prevent HIV, including addressing gender inequalities, stigma and discrimination and economic barriers.
    • Lead, coordinate and implement all HIV prevention program activities in assigned wards
    • Support identification and enrollment of eligible AGYW and ensure structured layering and graduation from the program
    • In collaboration with the SI team, support data management to ensure regular and timely collection, entry and accurate reporting in the DREAMS database
    • Ensure adolescent girls and young women (AGYW) in Safe Spaces (in the community) are empowered through sensitization and uptake of biomedical interventions.
    • Conduct site-level support supervision and monitoring to ensure biomedical service interventions are being implemented per intervention SOPs and guidelines
    • Support in guidance of documentation while ensuring data is properly captured and accurately reported
    • Work with other program leads and health facilities to ensure commodity availability and accountability.
    • Oversee service continuity and case management of enrolled AGYW in the DREAMS program
    • Ensure availability and utilization of work plans, SOPs, tools and guidelines
    • Support the field team in conducting male sexual partner characterization for eligible AGYW and offer appropriate interventions to the male partners
    • Identify best practices, document, implement, and disseminate effective and innovative while ensuring the implementation of quality improvement projects.
    • Prepare relevant technical reports and recommendations to improve program performance.
    • Any other duty as may be assigned by your supervisor.

    Person Specification

    • Bachelor’s degree in Health-related course (Medicine, Nursing, Clinical medicine or community health)
    • A clinical background will be an added advantage.
    • A minimum of five years of progressive experience in HIV programming is required, three in the DREAMS program.
    • Supervisory knowledge, skills and understanding of the National and PEPFAR HIV agenda
    • Demonstrated expertise in the substantive area of work and a good understanding of DREAMS evidence-based PEPFAR HIV/AIDS programming.
    • Strong track record of DREAMS programming, and proven ability to produce demonstrable technical and program results
    • Familiarity with donor funded HIV program implementation, documentation and reporting.

    Required Competencies and Skills

    • Strong organization, communication and program management skills
    • Strong interpersonal skills and ability maintain good relationships with project staff, donors, and other partners
    • Demonstrated excellent Computer skills (Microsoft Word, Excel, Power Point)
    • Ability to identify problems, design interventions and oversee their implementation
