    Technical Officer- Social Protection

    REF: CHS/HR/STP/DTOSP/02/2023

    Overall Job Function

    Reporting to the DREAMS Technical Lead, the DREAMS Technical Officer -Social Protection will provide technical oversight, planning, implementation and monitoring/evaluation support for the delivery of high-quality DREAMS interventions. He/she will work closely with and establish linkages between families, communities, other partners and agencies to ensure sustainable social protection interventions and economic empowerment. He/she will provide technical support to DREAMS service providers to implement socio-economic strengthening interventions in the county while overseeing other evidenced-based DREAMS interventions like social asset Building and high impact biomedical interventions in supported wards.

    Key Responsibilities

    • Provide technical oversight, and strategic direction on combined socio-economic approaches across all wards
    • Oversee Entrepreneurship program, vocational trainings, education subsidy and business startup in collaboration with the Combined Socio-Economic Lead and the ward case managers
    • Coordinate Social Protection interventions including Financial Capability, entrepreneurship and VSLA, market surveys, gender-specific trainings as well as TVET career modelling interventions among the targeted population
    • Oversee identification, selection and prioritization of eligible AGYW for Social Protection as outlined in the SOPs
    • Coordinate follow-up of subsidy payments, academic progress reports, receipts and business follow-ups
    • Ensure proper documentation of subsidy and business startup processes
    • Coordinate availability and distribution of other education support supplies like uniforms, dignity packs and stationery
    • Support mentorship to AGYW on choosing economic interventions that match their interest, talents and/or possessed knowledge and skills.
    • Offer guidance on business plans, saving groups, group formations and other economic activities
    • Support the site teams in the development of daily/weekly/monthly work plans to facilitate the execution of social protection activities and ensure timely reporting for all social protection activities at the safe spaces
    • Prepare monthly social protection progress reports, share with supervisor and SI team for review and provide support for the utilization of social protection data for decision making.
    • Ensure timely and accurate data collection and updating into the DREAMS database. This includes data cleanup and validation activities.
    • Collaborate with public-private partners, including government agencies, ministries, businesses, private institutions and other civil societies to synergize the sustainable impact of Social Protection.
    • Conduct site-level support supervision and mentorship to ensure SP interventions are being implemented according to Standard Operating Procedures (SOP) and quality service provision
    • Coordinate all Evidence Based Interventions and offer day to day mentorship to build the knowledge and capacity of ward case managers in assigned wards, CSEA Lead and Entrepreneurship Program facilitators
    • Ensure structured layering and graduation from the program
    • In collaboration with the SI team, support data management to ensure regular and timely collection, entry and accurate reporting in the DREAMS data base
    • Ensure availability and utilization of work plans, SOPs, tools and guidelines
    • Identify best practices, document, implement, and disseminate effective and innovative while ensuring the implementation of quality improvement projects
    • Prepare relevant technical reports and recommendations to improve program performance
    • Any other duty as may be assigned by your supervisor.

    Person Specification

    • Bachelor’s degree in a related course; entrepreneurship, project management, community health, social studies or its equivalent from a recognized university
    • Minimum of three years’ experience in programming for AGYW(DREAMS)
    • Supervisory knowledge, skills and understanding of the National and PEPFAR HIV agenda
    • Demonstrated expertise in DREAMS Programming and a good understanding of DREAMS evidence-based PEPFAR HIV/AIDS programming.
    • Strong track record of DREAMS programming and proven ability to produce demonstrable technical and program results
    • Familiarity with donor-funded HIV program implementation, documentation and reporting.

    Required Competencies and Skills

    • Strong organization, communication and program management skills
    • Strong interpersonal skills and ability to maintain good relationships with project staff, donors, and other partners
    • Demonstrated excellent Computer skills (Microsoft Word, Excel, Power Point)
    • Ability to identify problems, design interventions and oversee their implementation
