    Temporary Program Officer

    Overall job function

    Reporting to the Service Delivery Advisor, Care and Treatment, the temporary Program officer will be the technical lead, comprehensive HIV programing (HTS, PMTCT, Care & treatment and M&E) for the USAID/Jamii Tekelezi Program (JTP) in Nyandarua County.

    The overall function of this position is to ensure effective coordination and implementation of the comprehensive UJTP work plan in close partnership with the County department of health and in compliance with the donor regulations. He/she will lead the county mentors in delivery of project targets, training, on-site technical supportive supervision, mentorship, coaching and regular updates to service providers, project reporting, as well as stakeholder management.  

    Key responsibilities

    • Provide technical support to health workers in all aspects of planning and implementation of HIV services (HTS, care and treatment, TB/HIV, and PMTCT & HIV continuum of care) to ensure that patients receive the full complement of prevention, treatment and care in accordance with MoH guidelines.
    • Provide technical support through training and on-site mentorship to facility multidisciplinary teams in management of HIV, TB, and related diseases as per the recommended national guidelines, including cervical cancer screening and management.
    • Promote the CHAK model; County Mentorship and Transition (CMaT) and walk the sub-counties on the journey to self-reliance.
    • Provide on-going supervision of UJTP-supported HIV prevention, care and treatment activities in assigned sites including scheduled joint supportive supervision with county and sub-county level MoH staff.
    • Ensure understanding and compliance with National guidelines, policies, procedures, structures and systems regarding program management and implementation, and any other relevant aspects of operations in UJTP-supported health facilities.
    • Assist in program monitoring and evaluation with reporting through national HMIS tools and other tools in use by UJTP and its funding partners.
    • Routinely monitor program quality through CQI approaches as well as elements of operations research, identification and documentation of best practices to ensure high-quality HIV/TB service provision.
    • Support scale-up and sustenance of Differentiated Service delivery at CCC and PMTCT setups.
    • Actively participate in strengthening linkages between testing points and care clinics in all project supported sites.
    • Track and ensure real-time documentation of patients’ information in the EMR in sites implementing EMR Point of Care.
    • Work closely with the MEL team to ensure timely quarterly and annual reporting of HTS, PMTCT, TB/HIV care and treatment achievements.
    • Participate and contribute to the county and sub county Technical Working Groups (PMTCT/TB/HIV Care and Treatment).

    Required qualifications/experience

    • Bachelor’s degree in clinical medicine or nursing
    • Master’s degree in a relevant health related field will be an added advantage.
    • At least seven years of HIV programs implementation experience is required.
    • Registration with the relevant professional bodies and an active practice licence
    • Should have training in HIV/AIDS, TB comprehensive care and support, preferably a trainer of trainers in HIV management.
    • Advanced training in antiretroviral management is an added advantage
    • Demonstrable expertise in KenyaEMR
    • Good understanding of HIV/AIDS clinical care and antiretroviral therapy (ART), including patient-centered management and family support.
    • Excellent management abilities within a multi-disciplinary team, support, training and mentoring.
    • Understanding of the Kenya Health system and experience working with government institutions, counties, and local partners
    • Ability to anticipate, prioritize and manage multiple tasks with keen attention to detail and follow through and meet deadlines.
    • Good communication and interpersonal skills.
    • Good use of MS Office packages and office automation solutions.
