Terms of Reference (TOR) - DMDP Scoping Study (Re-advertisement) at CARE

Application process.

Prospective individual consultant or consulting firm are expected to submit technical and financial proposals in English, including the following:

• Profile of consultant/consulting firm, a clear demonstration of previous experience in organization capacity building.
• Expression of Interest (EOI) outlining how the consultant meets the selection criteria and their understanding of the TORs. Proposed activities of schedule/ work plan with timelines
• Financial proposals including consultant fees and field costs
• Short cover letter stating interest and availability
• Professional CV / Resume of the consultant(s) who will undertake the evaluation
• Three Professional References
• Two recent examples of similar consultancy undertaken by the applicant.
• Submission of at least one (1) previous report from one of these consultancies should be included in the submission
• Statutory compliance documents.

Consultant’s Qualifications

• A master’s degree in statistics, econometrics, or equivalence from a recognized university with experience of at least 5 years in a similar discipline.
• Demonstrable experience in conducting evaluations including KAP surveys.
• Strong background in statistics and data analysis of qualitative and quantitative methodology and use of mobile data collection tools.
• Good communication and inter-personal skills.
• Previous work experience with Agricultural Projects, especially in testing new approaches, technologies and methods. Experience and knowledge of the use of gender lever in delivery of agricutural projects will be an added advantage.
• Excellent report writing and presentation skills.
