    Women's Empowerment Manager

    • This is a key role driving the strategic direction of Trócaire’s women’s and girls’ voice, leadership and protection programming and key responsibilities include:

    Management, strategic leadership & coordination

    • Lead, coordinate and support the application of appropriate frameworks to deliver a comprehensive and ambitious approach to supporting women’s and girls’ empowerment (liaising with programme advisors, country teams, partners, and the Humanitarian team).
    • Together with the Head of Programmes & the Climate Justice Manager develop the vision/rationale for strategies and operations, including ways or working within the team & ways of supporting country portfolios to maximise the learning and opportunities for funding and innovation.
    • Provide coordination, in conjunction with the Head of Programmes & programme advisors, to ensure strategic consistent technical support to country offices and liaise with humanitarian team to support streamlined and efficient support to countries.
    • Provide strategic leadership, guidance and coordination in the application of learning methods and spaces on key priority areas identified to drive the women’s empowerment agenda and work forward within Trócaire.
    • Ensure the effective planning, management, identification and utilisation of operational resources, ensuring that women’s empowerment programmes are well resourced and managed, meet minimum quality standards and are delivered in a timely and accountable manner.
    • Providing strategic leadership and coordination support to the climate change and gender portfolio countries (CCAG), by jointly managing with the Climate Justice Manager quarterly meetings with CCAG programme teams & technical advisors, and in partnership with others, developing and promoting a learning agenda related to integrating work streams (climate & gender).
    • Ensure senior-level decision makers are provided with strategic and relevant information and knowledge to facilitate timely and accountable decision-making in relation to strategic and programme directions.
    • Provide backstopping and/or deputise for the Head of Programmes when required.

    Operational Management & high-quality technical support

    • Guide the design, development and implementation of high-quality country programmes based on a sound technical knowledge, application of outcome frameworks and a thorough understanding of best practice in this area.
    • Guide and support donor proposal development and assist in the identification of opportunities for donor funding for women’s empowerment and setting of targets.
    • Support learning and skills building among global teams and partner staff, through the provision of tailored training and learning interventions and through ongoing close support and accompaniment.
    • Promote adaptable, flexible and contextual leadership and guidance - ensuring that strategies and support are evolved, are continually informed by needs and realities on the ground.
    • Coordination and Management of Women’s Empowerment across programme countries
    • Working in collaboration with the target country teams and global technical advisors, oversee the establishment and implementation of a learning programme to continuously, and collectively, test assumptions regarding our pathways
    • and generate new knowledge and skills with regard to project activities and approaches, and ensure this learning is implemented by adapting programming in a timely and responsive manner.
    • Develop strong coordination structures and ensure effective communication and collaboration across advisers and across the target countries, including through face-to-face workshops, regular online meetings with country focal points, HQ advisors and periodic project learning reviews, etc.

    Managing an effective and well-integrated team

    • Effectively lead and coordinate a team of at least 3 professionals, to ensure quality technical support to country programmes, development and roll out of guidance and tools, establishment and facilitation of shared learning platforms, participation in research and innovation, engagement with external networks & supporting processes that assure the growth and quality of women’s empowerment programmes (related to institutional funding, learning, etc).
    • Support and provide individual line management to the Programme Advisors, to enable them to reach their potential in the areas mentioned above.
    • Develop and promote a culture of high performance and mutual support in the broader team.
    • Foster a collaborative approach with other team members and teams in Trócaire to deliver organisational goals on women’s voice, leadership and protection, in particular the humanitarian and localisation and partnership teams.

    Strategic Relationships and Representation

    • Identify and explore opportunities to represent Trócaire’s women’s empowerment work in international networks and spaces.
    • Represent Trócaire’s work on women’s empowerment at networks and in relevant internal and external forums including conferences to ensure that learning is shared and the work of Trócaire and partners is profiled and informs sectoral thinking.
    • Support the identification and the development of strategic relationships with key donors including Irish Aid, EU,
    • USAID, etc and ensure Trocaire is strategically positioned to avail of funding opportunities.
    • Any other relevant tasks as identified by management, in line with the scope and focus of the role.

    Essential Requirements
    Experience

    • Strong leadership skills and demonstrated leadership of development processes.
    • At least 8 years’ experience of working in the area of gender equality, women’s empowerment, women’s leadership and/or gender-based violence, including in programme/project delivery in an international development context in Africa, Asia or Central America.
    • Extensive knowledge and expertise on women’s participation in decision-making, leadership, GBV programming, social norms change, and application of gender transformative approaches.
    • Knowledge of the sector, including main stakeholders, particularly donors.
    • Proven capacity and experience in the use of programmatic approaches - design, monitoring systems, implementation.
    • Excellent analytical and written skills and demonstrable record of writing strategic and technical documents.
    • Expertise and experience in facilitating learning and reflection and creating a culture of self-reflection, learning and growth.
    • Experience in the application of learning, monitoring and evaluation tools and approaches.
    • Experience of supporting research and learning in programmes.
    • Qualifications: A post-graduate qualification in a relevant related field
