    Lead- Treaty Bodies and Criminal Justice Reforms

    Job Purpose

    Lead in coordinating IMLU’s engagement with regional and international treaty bodies and national criminal justice reform, to deliver on the institutional goals and results in accordance with our strategic plan.

    Main Responsibilities Of The Jobs

    Managerial / Supervisory/ Operational Responsibilities or roles:

    • Coordination of all treaty body activities at the community, national, regional and international levels
    • Lead policy and research work for legislative, policy and institutional and implementation campaigns to advance criminal justice reforms
    • Identify, prioritise, and refine policy targets and language and work with the communications team for dissemination
    • Track legislation and policy and evolving political dynamics and identify the gaps and opportunities
    • Create and oversee strategic communications, research, and legislative products to support campaign the criminal justice reforms work
    • Work closely with other like-minded organizations (including PRWG-K) and government agencies to prioritize high-impact work
    • Identifying and leading public interest litigation that informs policy and jurisprudence;
    • Lead in developing reports for submission to treaty bodies.
    • Identifying spaces within treaty body mechanisms for IMLU’s participation and influencing, including representing IMLU at relevant treaty body formal sessions and CSOs platforms.
    • Any other duty assigned from time to time.

    Knowledge, Skills And Experience

    • Minimum level of academic qualification required to perform effectively in the role:
    • Bachelor’s Degree in Law (LLB) with a bias in international human rights law
    • Bachelor’s Degree in social sciences with training on international human rights law;
    • Knowledge and Skills required to perform effectively in the role:
    • Knowledge in international human rights law
    • Excellent communication, interpersonal and negotiation skills.
    • Excellent organisational and problem-solving skills
    • Knowledge of the project management cycle and public administration
    • Excellent IT skills, with working knowledge for the various packages.
    • Demonstrable experience and understanding of the roles of leading, managing, implementing and delivering envisaged change/results.

    Minimum level of professional qualification required to perform effectively in the role:

    • Diploma in project management or monitoring and evaluation

    Minimum level of personal and professional experience required to perform effectively in the role:

    • Demonstrable experience in advocacy on international human rights law and treaty body processes;
    • Demonstrable advocacy experience in criminal justice reform i.e. penal, judicial; policing;
    • Demonstrable experience in project design and M and E
    • Experience in grant management
    • Good communication skills
    • Strategic networking and building alliances

    Minimum months or years of experience required to have to be appointed to the position :

    • Minimum: At least 3 years’ relevant experience in mid-level management preferably in a reputable human rights NGO working in criminal justice reform or treaty body advocacy.

    Finance and Grants Manager

    Job Purpose

    Lead in grants management, financial management and in ensuring compliance to policies and procedures as well as team leadership.

    Main Responsibilities Of The Jobs

    Managerial / Supervisory/ Operational Responsibilities or roles:

    • Lead in the implementation of grants and financial policies and procedures in line with IMLU’s strategic goals and prescribed guidelines.
    • Consolidating and developing IMLU’s institutional and grants budget.
    • Monitor and ensure adherence to donor agreements including record maintenance and staff awareness on the same.
    • Timely and quality preparation and dissemination of the expenditure, donor and management reports for informed decision-making.
    • Coordinate the preparation of the annual institutional audits and grants audit.
    • Review internal financial controls and ensure compliance.
    • Maintain appropriate accounting records and ensure timely backup of digitalized accounting data.
    • Ensure prudent resource management by expenditure verification and ensure that budget and expenditure reports are timely disseminated to staff.
    • Any other duty assigned from time to time.

    • Finance accounting, management and Grants Management. Team leadership/human resource management. Performance management experience.

    Minimum months or years of experience required to have to be appointed to the position :

    • Minimum – 4 years
    • Desirable – 6 years’ experience in similar position

    Reparations Manager

    Job Purpose

    Overall in charge of the Reparations program: Leads in the formulation and implementation of strategies and interventions aimed at strengthening remedies and reparations for survivors of torture and other related violations in line with IMLU’s strategic plan.

    Main Responsibilities Of The Jobs

    Managerial / Supervisory/ Operational Responsibilities or roles:

    • Lead in the formulation and implementation of strategies and interventions that result in strengthening remedies and reparations for survivors of torture and other related violations in Kenya.
    • Provide leadership and strategic direction in the implementation of the programme’s work plan in line with IMLU’s strategic plan.
    • Advice IMLU’s senior management staff on legal, policy and administration gaps/opportunities in relation to reparations.
    • Provide overall leadership of the reparations programme’s human and financial resources through developing budgets, subject to donor funds, undertaking effective monitoring and advising on financial management of the programme’s resources.
    • Manage the development and maintenance of strong stakeholder relationships through effective communication, negotiation and other related initiatives to deliver effective remedies and reparations for survivors of torture and other related violations.
    • Utilize litigation and advocacy strategies to develop and implement national legal frameworks that deliver reparations to both individuals and communities who have undergone torture and other related violations in Kenya.
    • Undertake quality control for all programme material and documents developed to ensure that they are in line with IMLU’s strategic plan.
    • Monitor the compliance of IMLU’s policies and procedures regarding the reparation programme’s work to ensure that the mandate of the organization is achieved.
    • Lead in implementing influential international standards on reparations such as the UN Basic Principles on the Right to Remedy and Reparation and others.

    Head of Programmes

    Job Purpose

    To provide leadership in the execution of critical institutional functions under the Organisation’s Strategic Plan including leadership in program design, implementation, monitoring and evaluation, grant management, stakeholder liaison and human capital management.

    Main Responsibilities Of The Jobs

    Managerial / Supervisory/ Operational Responsibilities or roles:

    • Provide leadership in the development of innovative, creative and responsive programme strategies in line with the strategic plan;
    • Provide leadership in the development and implementation of annual work plans in line with the strategic plan;
    • Provide leadership in the development of the overall institutional monitoring, evaluation and learning system and its implementation;
    • Ensure the requisite monitoring, evaluation and learning tools and processes are developed and adhered to; annual work plans; programme strategies; activity reports; quarterly reports, grant reports, mid-year and end-of-year reviews;
    • Ensure the implementation of the work plan is on schedule through regular reviews and adherence to implementation schedules; monthly programme meetings; departmental strategy sessions;
    • Leadership on accountability for results in line with the institutional results framework and grant contracts;
    • Ensuring execution of action points and planning for, convening and chairing monthly program meetings.
    • Review and approve all concept notes, requisitions and expenditure plans to ensure they are in line with institutional requirements as per the concept notes checklist; the approved budgets/budget lines, donor contracts, link with institutional objectives, result area, the purpose of the activity, expected output before recommending for approval by the Executive Director. Overall leadership for donor and institutional annual reporting;
    • Leadership in the coordination of all programme interventions to ensure teamwork; synergy, coherence and complementarity in achieving institutional goals and results.

    • Diploma in monitoring and evaluation or programmes management
    • A minimum level of personal and professional experience is required to perform effectively in the role:
    • Strategic leadership experience
    • Programmes coordination
    • Demonstrable experience in fundraising/resource mobilisation and solid donor network
    • Experience in project design and M and E

    • Minimum: 4 years of demonstrable experience in mid-level programmes management
    • Desirable: 6 years experience in senior management related to programmes coordination
