    Director - Programmes

    As the Director – Programmes

    • You will manage programmatic/thematic strategists and provide leadership and strategic support to the programmes team;
    • Lead programme design, development and implementation and, take responsibility for ensuring minimum standards for programming are met.
    • Be responsible for growing the programme portfolio and in support of high quality programme implementation
    • Will ensure effective coordination and collaboration between campaigns, humanitarian and operations teams in country and the broader Confederation
    • Develop and support partnerships with national, regional and global civil society towards meeting the goals outlined in the Oxfam Country Strategy for Kenya

    You will have:

    • An Undergraduate/Post graduate in a development related field and/or at least 5 years experience in a similar senior programme management role.
    • Comprehensive knowledge and experience in development programs, humanitarian response and advocacy and campaigning.
    • Politically astute, with a good understanding of key external organisations, how they operate and make decisions, and the country development context.
    • Commitment to and knowledge of creating a partner-led operational environment, supporting partner organisations to achieve direct impact and results relating to Oxfam’s objectives.
    • Influencing experience in working with donors, fundraising and donor compliance and proven ability to develop organisational networks and associations.

    Program Advisor

    The role:

    The East Africa Extractive Industries Program Advisor will support Oxfam to develop programming on extractive industries in countries across the region as well as the neighbouring region (including links to civil society in countries, such as Mozambique, Zambia, Zimbabwe and South Africa and in Ghana, Nigeria).  The position will advise Oxfam country programs in Kenya, Uganda, Tanzania, South Sudan and DRC on strategies, program design and fundraising opportunities. The position will help Oxfam country staff implement and monitor programs, identify and overcome obstacles, facilitate technical and research assistance and help ensure consistency of messaging and approach. The position will help promote intra and cross-regional learning among affiliates to strengthen program implementation. 

     

    Responsibility:

    Work closely with country program staff in supporting the development of new Oxfam country programs on extractive industries in Kenya, Uganda, Tanzania, South Sudan and DRC – on a rotational basis.

    • Support the completion of extractives context analysis in countries where this does not exist, including stakeholder mapping, and analysis of the critical extractives issues. 
    • Assist country programs in campaigning and advocacy, including designing and executing technical assistance projects. Identify fundraising opportunities and support proposal development. Support the monitoring and execution of restricted funding projects.
    • Facilitate extractive industries program (including advocacy, campaigning and gender) capacity-building and training. Design and execute cross-program learning exchanges. Participate in monitoring and evaluation of emerging country extractive industries programs.
    • Represent Oxfam regionally on extractive industries issues, networking and relationship building with partners, allies, funders, ‘targets’, academics, researchers, civil society. Support regional influencing work at EAC, SADC and AU level, in coordination with regional policy leads.
    • Contribute to Oxfam’s ‘worldwide influencing network’ by connecting East African organisations working on extractive industries, including gender and extractive industries, into Oxfam programming (particularly influencing) work in Horn and East Africa and globally, particularly in Oxfam affiliate countries that are home to mining companies. 

     Person specification:

    • Relevant experience in advocacy, international development, human rights and/or environmental fields, with a strong knowledge specifically dedicated to program and/or advocacy work on extractive industries issues.
    • Demonstrated program (including advocacy and campaign) design (including M&E) and management experience, with experience of developing multi country/team work an advantage.
    • Well developed analytical, conceptual, research and writing skills.
    • A deep understanding of extractive industries issues and trends, globally and in East Africa, with existing relationships to global and regional extractive industries networks an advantage. 
    • Excellent advisory skills – good at listening, analysing, giving feedback in ways that build capacity and understanding.
    • Experience carrying out or contracting extractives industries program and influencing capacity building and training for civil society organisations a strong advantage.
    • Experience in policy dialogue, advocacy and lobbying with government and private sector actors.
    • Proven ability in social research and macro policy analysis, with a focus on extractive industries governance a strong advantage.

    Extractives Strategist

    • Have comprehensive knowledge and experience of implementing Extractive Industries or Governance programs and initiatives.
    • Have good knowledge of and experience in developing advocacy and campaign strategies and plans and successfully achieving external impact and change.
    • Have excellent knowledge of the Kenya socio-political and economic environment and issues, supported by personal exposure through having worked and lived there.

    Programme Funding Relationship Manager

    Join the team:

    And support the Director-Programmes, Country Director and other country program staff to grow Oxfam income and partnerships in Kenya in order to resource the country programme strategy. As Programme Funding Relationship Manager, you will be responsible for implementing resource mobilisation strategies, forging strategic partnerships between Oxfam and institutional donors, and identifying and developing new funding opportunities through effective and efficient contract management and communication and ensuring high quality reporting standards and compliance with systems.

     

    You will have:

    • A university degree or equivalent in Business Administration, Law, Economics, or International Development or other relevant experience.
    • Demonstrated ability to devise and implement resource mobilisation strategies
    • Have strong networking, representational, and negotiation skills.
    • Have sound knowledge of the funding context in Kenya including understanding of the socio-political and economic drivers of inequality in Kenya.
    • Demonstrable experience and success in engaging with bilateral and multilateral donors for an international agency like Oxfam.
    • Experience of collaborating with and leading technical teams to develop program proposals that are funded by institutional donors; contract management/donor compliance management

    Regional Business Development Manager

    TEAM PURPOSE/BACKGROUND

    Institutional income is increasingly important to Oxfam, of the confederation’s €947m global revenue in 2013-14 approximately 42% of this (€398m) came from institutional sources.

    Such institutional sources (including multilateral and bilateral agencies and donors) typically have decentralised operations, budgets and decision making structures throughout the world. To engage effectively with these organisations Oxfam has an established global architecture that mirrors its key institutional relationships, builds stronger partnerships and delivers greater impact and influence at country, regional and global levels. This operational architecture also enables Oxfam to more readily purse multi-country / regional opportunities that are increasingly offered by institutional donors to address transnational issues such as migration, climate change, natural disasters and conflicts. Humanitarian crises which often cross national borders also require standing capacity at regional levels to most effectively mobilise resources.

    Regional Media & Communications Advisor

    TEAM PURPOSE/BACKGROUND

    • To profile Oxfam’s work in national, regional and global media and in wider communications to support Oxfam’s public engagement including fundraising and campaign goals.
    • To work with national and affiliate press officers in the region (DRC, Ethiopia, Kenya, Tanzania, Sudan, South Sudan, Burundi, Rwanda, Somalia and Uganda) to deliver high-quality media projects and compelling story-gathering materials for national, regional and global media markets, and wider social media and communications needs.
    • To act as a conduit between national and global media colleagues to ensure that messages and quality are consistent, and to identify opportunities for collaboration.
    • To provide strategic media, communications and social media advice to senior-level staff at regional and country level on a day-to-day basis in the development of plans, matters of brand risk and to maximise communications impact
    • To lead or support Oxfam’s global media and communications response to a Cat 1 or Cat 2 humanitarian crisis response, under the management of the nominated Lead Media Affiliate.
    • To ensure the regional and country teams consistently implement the global Oxfam brand guidelines and related global corporate tools.
    • To coordinate between country teams and affiliates, Oxfam International or specific functional teams to enable access and provide support to the country program for content gathering (e.g. trips), for media, fundraising, marketing, campaigning and other forms of public engagement.

    Women's Rights Strategist

    Here is how:

    As the Women’s Rights Strategist, you will lead in the design of Women’s Rights programme and implementation - piloting innovative programme approaches, building partnerships, coalitions and networks and supporting partners to develop organisational capacity building to deliver high quality women’s rights programmes.     • Proven management experience and high impact influencing at a strategic level in a complex, dispersed organisation with evidence of leading, facilitating and integrating a specific area of expertise across a wide network
    • Providing clarity and focus of vision and impact, strategic planning and decision making and the delivery of agreed results. 
    • Have good knowledge of and experience in developing advocacy and campaign strategies and plans and successfully achieving external impact and change and, experience in donor funding environment with good financial management skills.

    OI Regional Logistics Coordinator

    TEAM PURPOSE/BACKGROUND

    As part of the new regional structure for Oxfam, the purpose of the Regional Logistics Coordinator is to support Oxfam and its partner organisations at country and regional level in creating and maintaining the Supply and Logistics capacity and capabilities required to fulfil Oxfam’s development and Humanitarian mandate in preparedness and response to emergencies and to ensure that, where necessary, additional support can be provided from Regional and/or Global level.
