ABOUT THE ROLE
Plan Kenya’s redefined strategy represents a strategic shift in focus; the Business Development Manager leads in ensuring optimal resourcing of the strategy and is responsible for identifying multiple and diverse sources of funding locally and internationally. As a member of the Plan Kenya extended Country Management Team, the Business Development Manager will help formulate, review and revise country business plans, as well as organisational strategies and priorities. S/he leads in the development of new business opportunities in order to generate resources for programme development. S/he will develop and/or review and steward the implementation of the Resource Mobilisation Strategy and ensure PIK’s strategic positioning with Plan International National Offices, partners and donors and maximise opportunities in line with the country strategy. S/he will represent Plan International Kenya at relevant forums and networks whenever appropriate as well and collaborate with colleagues to foster innovation and new product development for resourcing. The position holder will stay abreast of international development policies and best practices with particular attention to issues pertaining to climate change, gender equality, children and young people. S/he will work closely with the Director of Program Design and Business Development in identifying, nurturing and strengthening strategic partnerships with donors so as to advance our purpose in Kenya through resourcing of our Country Strategy.
ACCOUNTABILITIES AND MAIN WORK ACTIVITIES
Strategic Leadership (15%)
- Provide leadership in the design and implementation of the Resource Mobilisation strategy and drive the delivery of related key performance indicators;
- Provide overall strategic Business Development oversight in aligning Plan Kenya’s Grants Funding Portfolio with programmes based on the Global Strategy and Plan Kenya’s five-year strategy (FY2022-FY2026);
- Develop briefings to the Country Director and/or Country leadership team on potential business opportunities and with a view to making informed decisions on “go: no go” and briefings on resource mobilisation efforts;
- Lead the review and implementation of the Business Development strategy, with a strong focus on funding diversification and priorities in line with the Country Strategy through regular and clear engagements with relevant parties;
Strategic Engagement and Prepositioning with in-country Private Sector Companies, Corporate & Philanthropic Foundations for purposes of Resource Mobilisation (20%)
- Lead the phased roll out of the Local Fundraising Strategy with a priority focus on Corporates and Corporate Foundations.
- Develop, in collaboration with the Technical Leads business cases and funding propositions to private sector
- Engage selected private sector companies for relationship building and BD pursuits and target to have engagement MoUs with at least 3 for FY25
- Support the Director of Program Design and Business Development and the team in strategic partnerships engagement targeted at prepositioning PIK as a GO-TO Agency for the Private Sector in Girl child and youth focused programming (Child Protection, Health -SRHR, Resilience and Youth Employability & Entrepreneurship).
- Manage end-to – end business development processes (mapping, pitching ideas, bid development and project start up) for Private Sector Companies, Major Donors, Corporate and Philanthropic and other non-institutional funders.
Delivering a Healthy Funding Pipeline (20%)
- Explore and diversify new business opportunities from institutional donors, corporates, and non-institutional donors by conducting donor analysis needed for business plan and contribute to Plan Kenya’s growth in line with the Country strategic plan;
- Develop, review and regularly update Plan Kenya’s institutional donor opportunities and non-institutional donors mapping by theme, geographical coverage and priorities;
- Work closely with relevant staff members in in the field and engage with the donors to further explore and negotiate on grants funding opportunities;
- Lead the Country office in making informed decisions on ‘go’ or ‘no-go’ for emerging funding opportunities, as part of PIK Bid Pursuit and Capture Processes;
- Drive the diversification of PIK’s funding portfolio whilst ensuring alignment with PIK’s five-year strategy.
- Create and sustain relationships building and engagement all mapped NOs for entry into their markets for Mission Driven Private Sector Engagement supported by Products, Business Cases, Ideation and Co-creation mechanisms
- Provide strategic blueprint for the development and implementation of partnerships with potential donors
- Engage in and lead high-level representational role with the government, donors, partners and other stakeholders for overall organizational growth and sustainability;
- Develop and maintain high quality working relationships with donors and counterparts from different parts of Plan and its partner organizations;
Bid Development (20%)
- Play a coordinating role for the design of the Expression of Interests, concept notes and/or proposals as necessary, based on agreed actions with key stakeholders, including Plan Kenya Country Management Team, donors, Plan National offices,
- Collaborate and participate in new programme development initiatives in collaboration with the Program development directorate and support readiness for market;
- Provide strategic leadership to Senior Business Development Coordinators in development of concept notes and some full proposals based on capabilities and agreed actions and increase conversion rates through adoption of smart techniques that assure quality, strategic partnerships, positioning, etc.;
- Lead in the development, writing and packaging of successful grant applications in different stages of grants development process, as necessary;
- Ensure the implementation of relevant business development business processes to ensure streamlined bid development processes, including identifying related process gaps and mitigating accordingly;
- Contribute to institutional learning by thoroughly documenting and sharing practices and sharing fitting practices on bid management, including leading on learnings from bids won and/or lost;
Capability Building and People Management (5%)
- Provide overall vision, direction and coaching to the Business Development Team and enable collaboration, coordination, planning, prioritization;
- Ensure the Business Development team is operating as a high-performing team and have clear accountability lines and Business processes;
- Conduct performance management processes of direct reports on a continuous basis;
- Model our value-based leadership framework underpinned by our feminist leadership principles;
- In collaboration with other members of CMT and Technical team develop and implement initiatives/programs that enhance internal capacity to generate new business at both country office and field level.
Financial Responsibility (5%)
- Contribute to the coordination in the BD departmental budget preparation, consolidation, analysis and timely submission
- Actively participate in new grants inception/launch and closeout workshops/meetings.
- Provide support for timely project expenditures that are aligned to the budget (within permissible variance limits) and participate in budget reforecasting and reallocation exercises as required.
Supporting YODA roll out (5%)
- Actively participate in and support the roll out of YODA
- Exercise oversight over YODA specific functions which include but are not limited to; creation of projects and grants in D365; tracking the funding gap in D365, generating grant reports and supporting the D365-PMERL integration for projects and grants.
- Any other responsibilities that may emerge after full rollover to YODA
Safeguarding Children and Young People (Safeguarding) and Gender Equality and Inclusion (GEI) 5%

- 7 years of relevant experience especially in the INGO Sector with at least 3-5 in Business Development within the INGO or the Private sector;

- Demonstrated track record of proposal writing with a proven fundraising record;

ABOUT THE ROLE
The Monitoring, Evaluation, Research and Learning (MERL) Officer will ensure the effectiveness, efficiency, and sustainability of MERL functions within the organization. From maintaining business continuity to providing technical support and facilitating capacity building, the MERL officer's contributions are essential for achieving meaningful impact and promoting organizational excellence in MERL practices. The role has an assignment to drive project Data Quality Assurance and specific data requirements for projects and programmes as well as tracking and reporting on impact of interventions. Will be part of the country program project design team, with the role to support quality and effective program monitoring and evaluation by ensuring that projects and programs incorporate key monitoring frameworks and learning.
ACCOUNTABILITIES AND MAIN WORK ACTIVITIES
Monitoring, Evaluation and Research– 40%
- Provides leadership in the conduct and management of original investigations undertaken to gain knowledge and understand about issues critical to Plan International, from conceptualisation through to use including specific ethics processes.
- Provide MERL technical guidance during the design, planning, collection, analysis and use of numerical information that can be transformed into statistics for analysis of trends, frequencies and correlation, to test objective hypothesis.
- Provide MERL support during the design, planning, collection, analysis and use of non-numerical data (transcripts, reports, stories, discussions, pictures, recordings etc.) to explore meaning, perceptions, opinions and perspectives from individuals or groups, to uncover the deeper meaning and significance of human behaviour and experience, including contradictory beliefs, behaviours and emotions.
- Apply MERL processes and concepts to conflict affected context, protracted and rapid emergencies and refugees where relevant.
- Support the development of Monitoring, Evaluation, Research and Learning (MERL) framework for all Country projects and programs.
- Support the development of relevant data collection tools, data collection, analysis and utilization across all programs.
- Develop and maintain updated database of completed interventions and periodically carry out meta-analysis of the information.
Reporting – 25%
- Responsible for the MERL system is utilized to monitor the implementation of the MERL framework and provide support in bi-annual and annual reporting against the Country core outcome indicators.
- Ensure that all completed MERL reports meet the highest quality and are duly signed off before they are shared.
Documentation, Learning and Knowledge management - 20%
- In liaison with the LKM specialist, track the utilization of LKM strategy to institutionalize and mainstream Knowledge Management as a key driver to enhancing efficiency and impact evidence.
- Reviews M&E findings and best practices and disseminates information to stakeholders to facilitate evidence-based planning, learning and informed decision-making
- Supports the program implementation team to engage key stakeholders in periodic program reviews to validate implementation strategies; jointly define a pathway to change; analyse performance trends along the program indicators and articulate necessary course corrections.
- Promotes individual and organisational learning through systematic reflection processes, documentation, dissemination and knowledge management.

ABOUT THE ROLE
This role will provide professional services as follows: -
Fleet - deliver fleet clerical and management services that expedite, maintain and support motor vehicle and motorcycles operations services to staff to ensure, efficiency and excellent customer service.
Liaison – Act as Protocol officer, liaising with various Government departments and agencies (Immigration, KRA Customs, NGO Board, NTSA and others) to process various permits and documents (work permits, special passes and visas, dependant passes, student passes, Alien cards, passports, vehicle Logbooks, filming permits) to support Plan International activities.
As Senior Driver, offer supervision to drivers and perform selected transportation services in a safe, courteous and timely manner.
ACCOUNTABILITIES AND MAIN WORK ACTIVITIES
Fleet Management (35%)
- Prepare monthly Plan International Kenya fleet Tracking report
- Manage Plan International Kenya Fuel extranet system login and prepare monthly tracking reports
- Perform Countrywide Motor vehicles / motorcycle fleet tracking devices installations & maintenance
- Oversee countrywide motor vehicles / motorcycle security gadgets (multiblock, car identity and alarms) installations and maintenance.
- Organise countrywide motor vehicles / motorcycle branding with the input of the communications department.
- Review, analyse and extract transport information, advise management through supervisor
- Filing of all travel control sheets log sheet for all KCO Motor vehicle travels.
- With the input of the team, support to monitor and ensure timely and adequate insurance cover acquisitions and renewals for Plan International Kenya Motor vehicles and motorcycles
- In the event of vehicles and motorcycles accidents, promptly inform the insurance service provider, complete accident claims and follow-up on repairs.
- In collaboration with SCM, raise purchase requisitions for acquiring new motor vehicles and motorcycles, receive new motor vehicles and motorcycles on delivery, organise for primary delivery inspection (PDI) by the dealers, organise and follow-up on registration with NTSA and manage despatch to the various Plan International Kenya Office sites.
- Undertake motor vehicles and motorcycles disposal analysis, preparations of business case and advice.
- Manage the NTSA online platform login on behalf of Plan International Kenya for motor vehicles and motorcycles registration, process replacements lost logbooks and misplaced or faded motor vehicles and motorcycles number plates
- Organise and manage motor vehicles and motorcycles inspections with the NTSA, for both regular and accident cases.
- Manage fuelling cards requests and issuing to drivers; and support the rectification of any reported card faults or malfunction for countrywide motor vehicles.
- Login, Run and Manage the Total extra net online Fuelling system for motor vehicles and motorcycles and monitor fuel voucher accuracy and prepare country wide Fuel payments and report on any discrepancies.
- Maintain motor vehicles and Motorcycles Logbooks records and custody with the advice of SCM
- Maintain records and custody of motor vehicles spare keys in consultation with SCM
- Manage and advice motor vehicles annual interior cleaning and vehicle buffing logistics to maintain organisation branding and colours
- Receive alerts of motor vehicles and motorcycles policy violations from the automated tracking system installed in motor vehicles and motorcycles, analyse the alert and prepare action reports for management,
- Monitor and report on motor vehicles and motorcycles violations services compliance in accordance with transport policies and other corporate policies, and report for action.
- Ensure that motor vehicles and motorcycles are serviceable and in good condition by providing third opinion as needed.
- Analyse and advice of countrywide motor vehicle and motorcycles repair quotations and advice on value for money (VFM)
- Prepare purchase requisitions (PRs) on SAP for KCO Motor vehicle repair and maintenance services
Immigration processes / NGO Board / Work permits / Visas / Special & Dependants passes /Passports services support (30%)
- Build and maintain cordial relationship with various Government department by upholding Plan values and behaviours and negotiating and influencing whenever there are challenges and difficulties.
- Manage Kenya immigration electronic Foreign Nationals Services (eFNS) portal account on behalf of Plan International Kenya
- Manage various NGO Board applications for work permits, special pass and appeals, defence and follow-up where the applications are rejected.
- Work with HR, RESA Hub Executive Assistant and Director of Operations to maintain and ensure an accurate electronic database of International staff information on eFNS;
- update the filling system containing relevant information relating to work permits, special passes and visas etc for information quick retrieval and management
- Prepare, dispatch and follow up on work permits for Plan International Kenya expatriates staff.
- Advice International staff on the privileges and immunities as per the provisions of the Host country agreement to facilitate tax exemptions for personal vehicles, personal items etc
- Prepare, dispatch and follow-ups on Special passes, dependant passes, student passes and Alien cards for Plan International Kenya expatriates’ staff
- Assist Plan International Kenya staff and beneficiaries on acquiring Passports while assigned on official travel duties.
- Prepare, dispatch and follow up on International staff visa processes.
- Application, Dispatch, handling and follow up on visa issues and processes for various embassies.
- Regular direct consultations and feedback to HR, RESA Hub Executive Assistant and the Director of Operations on the status of various immigration department and NGO Board permits and other documents applications.
- Report on all challenges and issues pertaining to the immigration department and NGO Board permits and other documents applications for management resolution.
Transport duties (20%)
- Provide direct driving logistics for the Country Director (CD), RESA Hub senior managers and other Plan International Kenya senior managers and staff
- Provide driving logistic support for VIPs and international visitors
- Dispatch of office correspondences, letters and packages including sensitive ones.
- Office errands run efficiently and timely
Supervision duties (5%)
- Day to day supervision of the Kenya CO Drivers
- Objectives setting, appraisals and timesheet processing for the Kenya CO Drivers
