    Consultant – Data Manager

    Purpose of consultancy

    To contribute to data collection, data analysis and visualization, digital platforms and databases’ management, electronic tools design, virtual learning projects and products design. 

    Deliverables: 

    Deliverable 1 – Contribute to RSS benchmarking activities/missions: 

    • Collect and manage benchmarking data; historical data analyzed and visualized in infographics; provide technical expertise to RSS benchmarking activities, to the team of assessors or during self-benchmarking workshops, capacity building events, RSS workshops and projects.
    • Restructure, maintain and keep the RSS SharePoint sites up to date including creation of new sites with permission levels and controlled access, ensure nationals and/or experts’ requests for access are timely addressed.

    Deliverable 2 - Data management and visualization: 

    • Draft RSS data management standard operating procedures (SOPs); establish and document RSS-related quality data collection techniques; collect, analyze and visualize countries’ data profiles data; update RSS databases; report on PIP countries performance.
    • Migrate current global benchmarking tool (GBT) data files into the newest version of the computerized global benchmarking tool (cGBT); streamline and update the GBT database, using the GBT Admin-module, generate new country files; design and maintain the next generation of the cGBT online training, incorporate the translation in various languages.
    • Update the National Regulatory Authority (NRA) / National Control Laboratory (NCL) contact list.

    Deliverable 3 - Virtual learning projects and products: 

    • Maintain/update the WHO Academy’s and the open WHO platform’s online course on Marketing Authorization. 
    • Facilitate major RSS training workshops and capacity building events.
    • Improve and maintain the emergency preparedness and readiness computerized simulation exercise.

    Qualifications, experience, skills and languages.

    Educational Qualifications:

    Essential:

    • First university degree in Social Science; Statistics, Data Management, Data visualization.  

    Desirable: 

    • Advanced university degree in Health Economics.

    Experience

    Essential:

    • Up to 5 years of relevant experience working in the area of data management, database planning and navigation and health technology assessment at global level.
    • 3 to 5 years relevant experience in creating reports, relevant data visualization and computer-based trainings design.

    Skills

    • Good knowledge and understanding of information and communications technology including WHO NRA assessment/benchmarking and GBT tools.
    • Good skills in capturing, analyzing, managing, retrieving and disseminating information effectively using appropriate information systems.
    • Good skills in developing a training curriculum through consultations with team members.
    • Good skills in developing a variety of written materials for audiences with different levels of understanding of the materials or subject matters presented.
    • Knowledge of population-relevant health and economic global indicators.
    • Knowledge of content management systems for creating computerized trainings and advanced data visualization software (articulate story-line).
    • Ability to facilitating country visits, workshops, trainings, and other regulatory capacity building activities.
    • Advanced ability to prepare data visualization for reports, presentations, and other documents.
    • Excellent ability to communicate and work in diverse cultural settings.
    • Excellent computer skills including developing graphics for presentation materials, particularly office environment (Excel, Word, PowerPoint, Power-BI).

    Consultant – Health Policy and Systems Research (HSR)

    Purpose of consultancy

    To provide technical and facilitation support to the Alliance Secretariat in undertaking a health policy and systems research programme on the role of digital interventions in health systems in low- and middle-income countries.  

    Deliverables: 

    • Organizing and facilitating, along with the AHPSR secretariat, a framework harmonization workshop for selected teams. The aim of the workshop will be to develop collective agreement on which core themes and questions will be addressed in each of the research proposals. A framework will be developed in which common questions to be addressed across all research protocols will be identified, context specific questions that are unique to particular contexts will be enlisted, and standards for direct and analytic generalizability of findings will be established. 
    • Contributing to the development and application of the conceptual framework for the research, providing in depth feedback to the research teams, supporting grantees to develop a draft protocol and research plan with timelines for each study, supporting the research teams in finalising their research protocols and data collection instruments, monitoring and providing remote technical support to the grantees in the conduct of the research.

    Qualifications, experience, skills and languages.

    Educational Qualifications:

    Essential:

    • Advanced university degree in public health, health policy, or health systems.

    Desirable: 

    • A doctorate in public health, health policy, or health systems.

    Experience

    Essential:

    • Over ten years of relevant experience in global health research, including experience in the field of health policy and systems research with relevance to low- and middle-income countries. 
    • Track record of scientific articles relevant to the field of health policy and systems research, including in high-impact peer-reviewed journals. 
    • Experience in capacity building and mentoring in the field of health policy and systems research, and in organizing international research workshops and meetings.
    • Experience in advancing and developing health policy and systems research, with a minimum of 10 publications in peer-reviewed journals. 
    • Demonstrated experience at the international level.

    Desirable: 

    • Experience in the field of digital health and health systems.
    • Peer reviewed publications on digital health and health systems. 

    Skills

    Essential:

    • Ability to develop and advance methods in health policy and systems research.
    • Good conceptual and practical understanding of health systems frameworks and their applicability to LMICs.
    • Organizational abilities including in the planning and execution of research workshops. 
    • Ability to guide and mentoring HPSR research teams and consortia, across diverse settings globally.
    • Excellent writing and editing skills.

    Consultant - Microbiology (Bacteriology) Laboratory

    Purpose of consultancy

    To develop high quality, proficient global laboratory networks for bacterial vaccine-preventable disease (VPD) surveillance.

    Deliverables: 

    • To perform routine screening of WHO documentation, published scientific literature and laboratory guidelines, and provide reports of needed updates and changes to ensure the WHO-coordinated bacterial VPD laboratory networks are consistent with global guidelines including maintaining standards for accreditation as well as external quality assurance.  
    • Facilitate implementation of the WHO laboratory testing guidelines across the global network laboratories.

    Expected by late 2023.

    • Evaluate newly developed rapid diagnostic tests (RDT) for typhoid and other bacterial diseases through:
      • landscape analysis of the diagnostic market.
      • developing target product profiles for each testing platform and each pathogen.
      • develop an expression of interest for manufacturers for kit performance evaluation according to WHO prequalification standards.
      • guide the actual kit evaluation.
      • facilitate the development of the report on the kit performance evaluation, and 
      • submit the final report for publishing.  
    • Prepare recommendations and guidelines for the RDT’s evaluation and use in the clinical laboratories. 
    • Develop Target Product Profiles (TPP) for Typhoid laboratory assays.
    • Develop and submit an Expression of Interest and conduct kit performance evaluation for Typhoid tests.
    • Contribute to developing guidelines and manuals for vaccine-preventable bacterial infections as well as capacity building of lab personnel and facilitating training and procurement of essential diagnostics to network laboratories. 

    Qualifications, experience, skills and languages.

    Educational Qualifications:

    Essential:

    • Advanced university degree in clinical microbiology or public health laboratory science or a related field. 

    Desirable:

    • PhD/Doctorate degree in bacteriology or microbiology laboratory sciences.
    • Training in epidemiology and data analysis.
    • Training in managing data and producing graphics.

    Experience

    Essential:

    • At least seven years of relevant experience working in laboratory-based surveillance or laboratory networks coordination and data analysis in the public health sector.
    • Demonstrated experience with the implementation of quality assurance and laboratory accreditation.

    Desirable:

    • Relevant experience working with countries and laboratories in low resource settings.
    • Experience in molecular data analysis including DNA sequence alignment and phylogeny.
    • Demonstrated experience in health sector programme coordination and implementation. 
    • Experience working in the UN system or other significant partner organization in the field of laboratory practices.
    • Demonstrated experience in developing and/or coordinating development of manuals for laboratory procedures including but not limited to standard operating procedures (SOP) for laboratories.
    • Extensive experience and knowledge in coordinating and managing laboratory scientific projects.

    Skills

    • Solid understanding of VPD laboratory and surveillance networks. 
    • Demonstrated knowledge of laboratory methods for diagnosis of bacterial VPD pathogens, quality assurance systems and managerial skills. 
    • Demonstrated knowledge of laboratory networks and laboratory methodology and quality assurance/quality control.
    • Demonstrated ability to coordinate VPD laboratory networks.
    • Demonstrated understanding of, and formulating effective responses to, the unique challenges of public health surveillance in the developing world
    • Strong analytical and writing skills to identify critical technical issues and prepare a variety of documents, able to present and explain complex ideas and information in a succinct, logical way that is easy to understand.
    • Excellent communication skills and demonstrated ability to clearly communicate information orally and in writing, to a diverse professional staff, regarding public health surveillance operations, laboratory procedures, requirements, standards, or special project activities and progress.
    • Ability to work as a member of a team in a multi-cultural environment and a partnership to achieve common goals, and to work and manage the networks independently.
    • Proven ability to work towards deadlines and within budget constraints, in collaboration with a diverse range of stakeholders.
    • Familiarity with the UN system, including knowledge of WHO country, regional and global functions.
