    Consultant – Communication with Specialization in Writing and Storytelling

    Purpose of consultancy

    • To propose and develop ways to document the work of the clinical care pillar, for communications and donor-facing platforms.
    • To propose and develop stories, and identify communications opportunities, to highlight the issue of post COVID-19 condition and WHO’s response to it.
    • To contribute to the development of stories locally and gathering of materials locally.

    Deliverables

    • Deliverable 1: Mapping relevant stories published on WHO sites in past year, becoming familiar with area of work and key documents. 
      Expected by 3rd week of April
    • Deliverable 2: List of story and other communications ideas, on clinical care and on emergency preparedness. 
      Expected by last week of April
    • Deliverable 3: Strategy for highlighting WHO’s work in clinical care, including in particular oxygen, post-COVID condition, Cholera and Ebola. Provide input to overall strategy on highlighting preparedness work.
      Expected by 1st week of May
    • Deliverable 4: Story on one of the subjects above. Plan for gathering audiovisual content on subjects in strategy.
      Expected by 3rd week of May
    • Deliverable 5: Facilitate organizing one media seminar on subject above. 
      Expected by mid-May.
    • Deliverable 6: Contribute to the preparation for briefing media, such as at UN Palais or media interviews on clinical topics. 
    • Deliverable 7: One story per month produced from HQ, and one developed by country office with support of HQ. These should also include suggested key messages for promotion on social media.
      Expected every month.  

    Qualifications, experience, skills and languages

    Educational Qualifications:

    Essential:

    • University degree in a relevant field such as journalism, literature or public health.

    Desirable: 

    • Certifications in applied social and behavioural research and/or project management.
    • PhD in a related field.  

    Experience

    Essential:

    • At least 7 years of relevant experience in writing and publishing stories highlighting public health issues and developing communications strategies in relevant area. 
    • At least 5 years working experience in multicultural environment, supporting teams in disperse locations. 

    Desirable:

    • Working experience with UN agencies or other organizations. 
    • Working experience in commissioning or coordinating audiovisual storytelling. 

    Skills/Knowledge:

    Essential:

    • Very good writing and communication skills.
    • Good knowledge of public health. 
    • Familiarity with donor priorities.
    • Knowledge of clinical care and different media supports.

    Consultants - Knowledge Translation

    Purpose of consultancy

    To provide technical and methodological input to advance the normative work in knowledge translation, contribute to the development of a WHO Global Knowledge Translation Research Agenda, and the operationalization of the WHO Coalition of Partners on Evidence to Policy and the Action Plan of the WHO Evidence-informed Policy Network (EVIPNet).

    Deliverables

    Specific deliverables will be pre-defined for each consultancy. The consultant is expected to perform a variety of tasks, including but not limited to the following:

    • Provide technical input and methodological guidance to the development and application of new knowledge translation norms, tools and standards, including conducting evidence syntheses and expanding the portfolio of WHO E2P tools accessible in the WHO EIDM repository of tools.
    • Conceptualize, plan and contribute to the development of a WHO Global Knowledge Translation Research Agenda, including:
      • Finalize the methodological approach and contribute to its implementation.
      • Organize and facilitate a series of stakeholder consultations.
      • Conduct web-based surveys and other consensus-building methods.
      • Ensure close engagement and involvement of the three levels of the Organization.
      • Incorporate findings into a summary document. 
    • Conceptualize, plan, and organize high-level ERP events, including a WHO Global Evidence-to-Policy Summit at the three levels of the Organization, in August 2023. 
    • Develop and contribute to the implementation and monitoring of plans aimed at continued engagement, outreach and operationalization of the WHO Coalition of Partners on Evidence to Policy and the related Action Plan of the WHO Evidence-informed Policy Network (EVIPNet).
    • Provide technical expertise and guidance to strengthen Member States’ capacity to identify, generate, translate and use evidence for policy, including the provision of country trainings and the review of knowledge translation products produced by national stakeholders.
    • Provide input and/or develop short-term and medium-term operational and strategic plans to implement WHO Evidence to Policy work at the three levels of the Organization. 

    Qualifications, experience, skills and languages

    Educational Qualifications:

    Essential:

    • Advanced university degree in public health or health policy, epidemiology, political or social sciences, international relations, public affairs or communications.

    Desirable:

    • Advanced university degree (PhD level) in any of the above-mentioned disciplines.

    Experience

    Essential:

    • At least seven years of relevant experience performing systematic evidence reviews.
    • Demonstrated technical experience in the development of complex research questions and reviewing the associated literature with high efficiency to develop evidence review briefing reports to leadership.

    Desirable:

    • Experience working with WHO.
    • Solid list of research publications with a focus on health policy, health policy analysis, knowledge translation, monitoring and evaluation, including the publication of tools promoting evidence-informed decision-making.

    Skills/Knowledge:

    • Strong conceptual and analytical skills. 
    • Adapts readily and efficiently to changing priorities and demands. 
    • Excellent written and verbal communication skills.
    • Demonstrated advanced skills in knowledge translation and evidence-to-policy/action processes, including in production of evidence syntheses.
    • Demonstrated skills in working with multisectoral and -disciplinary teams across a wide range of content topics.
    • Working knowledge of WHO technical units and processes.
    • Written and verbal communication skills in presenting evidence and information on complex health topics, with ability to tailor the presentation to specific audiences.

    Consultant – Food Insecurity and Health

    Purpose of consultancy

    To update, publish and provide technical support to countries to operationalize the Food Insecurity and Health Readiness and Response Strategic Framework (the Framework), and identify key bottlenecks. 

    Deliverables

    Deliverable 1 – Strategic Framework.     

    • Produce an updated Strategic Framework (incorporating experience/feedback from countries currently implementing activities based on the Framework, development of an M and E framework, edit and organize the clearance process for publication).
    • Produce related products, including reports and technical guidance, to facilitate capitalization of experience, lessons learned and evaluation of the implementation of the Strategic Framework.
    • Organize and contribute to meetings of the Food Insecurity and Health Working Group with updates, analysis, reporting from Country Offices, about status of implementation of the Strategic Framework in the selected countries. 
    • Expected deliverable: Finalized Strategic Framework and associated products. Ongoing follow-up through progress reports. 

    Deliverable 2 – Technical Support to Countries (Selected countries, Horn of Africa and elsewhere).     

    • Provide technical guidance to WHO Country Offices and Regional Offices related to food insecurity and support WHO/health actor participation in country level IPC processes.
    • Produce situational analysis for selected countries related to food insecurity and health. 
    • Produce analysis related to capacities and vulnerabilities and identify key actions. 
    • In cooperation with Country/Regional offices (as relevant) develop Strategic Preparedness and Response Plans (including costing) in line with the Framework, on-site as needed, and provide support on their implementation. 
    • Organize and contribute to regular meetings with selected countries and monitor implementation of the Framework at country level – including collection/analysis of data, reporting, information management components. 
    • Undertake technical review/development of proposals for resource mobilization related to food insecurity.
    • Expected deliverable: Ongoing throughout the consultancy, follow-up through progress reports. 

    Deliverable 3 – Technical Briefing/Review/Documentation.     

    • Prepare and contribute to advocacy messaging, briefing notes, analysis products, including for external communication and for higher management.
    • Develop documentation, including manuscripts for peer-reviewed publication, related to health and food insecurity response to selected countries.  
    • Expected deliverable: Ongoing throughout the consultancy, follow-up through progress reports. 

    Qualifications, experience, skills and languages

    Educational Qualifications:

    Essential:

    • Advanced university degree in public health, economic or any related relevant field.

    Experience

    Essential:

    • At least seven years of relevant experience in public health, with focus on emergencies, out of which some international experience as well as experience in nutrition.

    Desirable:

    • Field experience in complex emergencies. 
    • Experience working with WHO/UN.

    Skills/Knowledge:

    Essential:

    • Demonstrated knowledge in IPC and nutrition. 
    • Good interpersonal and communication skills.
    • Good writing skills. 
    • Independent organizational skills.
    • Good knowledge of MS Office software applications.
