    Project Manager – DARIS WACAN

    Strategic Project Management, Coordination & Compliance

    • Provide overall leadership, management and guidance in the development and implementation of the project to ensure compliance.
    • Ensure that the project is implemented according to the project management cycle while ensuring all activities are implemented on time target and budget and in compliance with the donor requirements and OSDA Standards.
    • Ensure all operations, planning and budgeting processes are aligned with OSDA requirements and standards.
    • Ensure 100% implementation of audit recommendations and presence of risk management plan/document to guide operations.
    • Monitor Budget Utilization in line with planned Detailed Implementation Plan (DIP) as per OSDA Financial Standards and donor requirements.
    • Ensure inclusion of cross cutting themes including gender, youth, disability and social inclusion.
    • Ensure integration between the project activities and other OSDA livelihoods and resilience development programs in the County.
    • Review, evaluate and prioritize project staff activities on an ongoing basis and undertake field visits to perform oversight function.
    • Support the technical visits, donor missions to the Project sites for resource mobilization, marketing and communication.

    Design, Monitoring, Evaluation and Reporting

    • Facilitate effective monitoring, documentation and reporting in compliance with IOM and OSDA standards
    • Guide staff in the development of Detailed Implementation Plan (DIP) for the project
    • Work closely with the MEAL team to effectively support the project to carry out all measurements and assessments – baselines, assessments, designs, monitoring and evaluations in accordance with donor requirements and OSDA established standards, policies and procedures
    • In liaison with the MEAL team, ensure that appropriate controls, monitoring and evaluation tools are in place and being utilized in a timely manner.
    • Review quantitative and qualitative data with other senior staff on an ongoing basis to evaluate performance of the project and provide guidance to the implementing team
    • Participate in field monitoring visits to review progress and gather stories of change.
    • Take responsibility of reporting official and appropriate progress documents to the donors.
    • Ensure timely submission of reports.

    Engagement, Networking & Collaboration

    • Represent OSDA at all the project relevant county and sub-county stakeholders’ meetings and events.
    • Identify and build strategic linkages, relations, collaborations and networks with partners and other stakeholders in planning and implementation.
    • Establish good working relationships with County sectoral leads in WASH & Livelihoods.
    • Participate in sectoral Technical Working Groups, County Steering Group and public forums/events as appropriate.
    • Actively participate in project meetings as appropriate.

    Finance management

    • Ensure the timely preparation and submission of disbursement requests.
    • Monitor and assess key risks affecting project implementation to avoid the
    • underspending and overspending without special circumstances.
    • Ensure that project finances and assets are managed in line with OSDA policy and IOM requirements.

    Performance management and supervision

    • Manage and coordinate the project team ensuring competent and motivated staff as well as evaluate staff performance, monitor workloads and encourage on-the-job coaching, identify and address learning and training needs and opportunities.

    Other

    • Perform other duties as may be assigned by the line manager.

    QUALIFICATIONS AND EXPERIENCE

    • Bachelor’s degree in a relevant field such as Development Studies, Water Resource Management, Agriculture, Public Health). A master’s degree is an added advantage.
    • At least 5 years of experience managing WASH and livelihood projects, preferably in -border settings.
    • Strong understanding of community-based approaches and resilience-building strategies.
    • Excellent project management skills, including budget management and reporting.
    • Strong budgetary and financial management skills, organizational skills, communicationand interpersonal skills.
    • Ability to use a computer and software to develop or maintain spreadsheets and databases.
    • Strong organizational skills and an ability to work with diverse teams across the organization.
    • Proven ability to work in multicultural environments and with diverse stakeholders.
    • Excellent written and verbal communication skills in English.
    • Willingness to travel to the field as and when needed.
    • Experience in working in insecure environment and ability to strictly adhere to OSDA’s security operating procedures.

    WASH Project Officer – DARIS WACAN

    Project Implementation:

    • Conduct assessments to identify WASH needs and gaps in targeted communities.
    • Oversee the design, construction, and rehabilitation of water and sanitation infrastructure.
    • Facilitate community-led initiatives to promote hygiene practices and improve sanitation.
    • Facilitate timely and quality implementation of Water, sanitation and Hygiene projects, other construction infrastructures and multiple use of water initiatives.
    • Provide effective, innovative and WASH technical support to other programs ensuring effective integration for synergies, efficiencies and greater impact.
    • Capacity Building of CBOs and Water Users Committees to be able to effectively manage
    • WASH facilities in scenario where there is no regulated water service provider to take over.
    • Ensure that processes, standards and guidelines related to WASH and Construction initiatives are effectively applied in project implementation.
    • Carry out feasibility studies, water resource mapping, EIA support, Technical Design of
    • WASH and Construction projects as need arises.
    • Support development of technically sound funding proposals through provision of information & data and review in collaboration with the Project Manager, other sector
    • Managers. Preparation of the tender documents (Technical Specifications, Drawings, Bills of quantities and Terms of Reference).
    • Facilitates Topographical Surveys and GIS activities.
    • Capacity building of communities in programming and implementation of WASH and construction projects for sustainability.
    • Conduct training for water Users Associations to empower them to run their own water supply systems in line with the approved rural water management models for improved governance and sustainability.
    • Support preparation and conducting hygiene and sanitation promotion training sessions.
    • Community Engagement and Capacity Building:
    • Conduct participatory consultations to involve communities in designing and implementing WASH activities.
    • Support the formation and training of water management committees and other local structures.
    • Deliver training sessions on hygiene promotion, and sanitation to community members.

    Monitoring, Evaluation, Reporting and Compliance:

    • Collaborate with the MEAL team to monitor the effectiveness of WASH interventions.
    • Collect and analyze data on WASH indicators to inform project planning and decisionmaking. Prepare and submit timely, detailed reports on WASH activities to the Project Manager.
    • Ensure adherence to EU and IOM standards in all WASH programming.

    Coordination and Partnerships:

    • Liaise with government agencies, NGOs, and other partners to align WASH activities with national and regional strategies.
    • Represent OSDA in WASH-related coordination forums and working groups in liaison with the Project Manager.

    Other

    • Perform other duties as may be assigned by the line manager.

    QUALIFICATIONS AND EXPERIENCE

    • Bachelor’s degree in civil engineering/water engineering, environmental health, Water Resource Management, Public Health, or a related field.
    • At least 3 years of experience in WASH programming, including water infrastructure development and hygiene programming and implementation models.
    • Proven experience in working/programming in either relief or development including managing a large scale Community based water project with evidence of successful implementation of similar projects.
    • Ability to conduct community WASH needs assessment, program planning, implementation, monitoring and evaluation of WASH activities.
    • Good understanding of water supply – improved operational efficiency, smart metering,
    • O&M and water supply sustainable models for rural water management.
    • Expertise in collaboration and partnership agreement with development partners, county governments and community in WASH related interventions.
    • Proven experience in working with cross-border or marginalized communities.
    • Excellent communication and report-writing skills in English.
    • Experience with EU-funded projects or IOM frameworks is an advantage.

    Monitoring, Evaluation, Accountability & Learning Officer – DARIS WACAN

    Monitoring and Evaluation:

    • Assist in the development and/or finalization of the project Work Plan and keep it updated in accordance with project activities and timeframes as relevant.
    • Develop the overall framework, for project M&E, for example mid-term project review, impact assessment, final evaluation, develop project Performance Monitoring Plan with relevant data collection systems.
    • Regularly collect, analyze, and report on project performance indicators.
    • Conduct baseline, midline, and endline assessments and contribute to impact evaluations.
    • Review the quality of existing data in the project subject areas, the methods of collecting it, and the degree to which it will provide good baseline statistics for impact evaluation.

    Accountability and Learning:

    • Establish and maintain mechanisms to capture beneficiary feedback, ensuring that project implementation is responsive to community needs.
    • Ensure compliance with accountability standards and promote transparency in project activities.
    • Document lessons learned, best practices, and success stories for internal and external sharing.
    • Facilitate regular learning sessions with project staff to inform adaptive project management.

    Capacity Building, Reporting and Compliance:

    • Train and support project staff and stakeholders in MEAL concepts, tools, and practices.
    • Build the capacity of local partners to enhance data collection, analysis, and reporting.
    • Prepare timely and accurate MEAL reports for internal use, donors, and stakeholders.
    • Ensure compliance with EU and IOM MEAL standards and guidelines.
    • Produce reports on M&E findings and prepare presentations based on M&E data as required.
    • Check that monitoring data are discussed in appropriate forum and in a timely fashion in terms of implications for future action. If necessary, create such discussions to fill any gap.

    Other

    • Perform other duties as may be assigned by the Project Manager and the Executive Director.

    QUALIFICATIONS AND EXPERIENCE

    • Bachelor’s degree in Monitoring and Evaluation, Social Sciences, Statistics,
    • Development Studies, or a related field. A master’s degree is an added advantage.
    • At least 3 years of experience in MEAL roles, preferably in WASH, livelihoods, or resilience-building projects.
    • Strong knowledge of MEAL methodologies, tools, and frameworks, including logical frameworks and result-based management.
    • Proficiency in data analysis software (e.g., SPSS, STATA, or Power BI) and advanced MS Excel skills.
    • Demonstrated ability to engage communities and implement accountability mechanisms.
    • Excellent communication and report-writing skills in English. Experience in developing and refining data collection tools.
    • Experience with data quality assessments and oversight.
    • Proven ability to work in multicultural environments and with diverse stakeholders.
    • Excellent written and verbal communication skills in English.
    • Willingness to travel to the field as and when needed.

    Food Security and Livelihood Officer – DARIS WACAN

    • The Food Security and Livelihood Officer will lead the implementation of food security and livelihood interventions under the DARIS WACAN project. The role involves designing, planning, and executing activities that enhance livelihoods, build resilience, and improve food security among cross-border communities. The FSL Officer will work closely with project stakeholders, including local communities, government agencies, and partners, to ensure effective delivery of project outcomes.

    KEY RESPONSIBILITIES:

    • Design and implement food security and livelihood activities, including capacity-building initiatives, and agricultural support interventions.
    • Identify and promote climate-resilient agricultural practices and sustainable livelihood opportunities.
    • Support community-based groups, cooperatives, and small-scale farmers to enhance their productivity and market access.
    • Provide training to community members on improved climate smart agriculture, value chain development, entrepreneurship and business skills.
    • Work closely with other project staff, local government line ministries and the communities in the planning and coordination of the project.
    • Provide regular report and updates to the Project Manager on progress of implementation of livelihood activities.
    • Ensure correct beneficiary selection procedure and criteria are followed.
    • Coordinate with the Project Manager, MEAL team, and the finance team, logistics and procurement in the planning of livelihood activities.
    • Prepare monthly, quarterly and annual activity plans, action plans for monitoring, review and quarterly and annual project reports and plans.
    • Facilitate participatory approaches to ensure community involvement in designing and implementing interventions.
    • Conduct regular community consultations to identify needs, gaps, and opportunities in food security and livelihoods.
    • Collaborate with the MEAL team to monitor the progress and impact of FSL activities.
    • Document lessons learned, best practices, and success stories, in liaison with the MEAL team, to inform adaptive programming and reporting.
    • Work closely with local governments, NGOs, and other stakeholders to foster partnerships and coordinate FSL activities.
    • Promote gender-sensitive and inclusive approaches in all project interventions.
    • Ensure compliance with donor guidelines and project objectives in all reporting and documentation.
    • Perform other duties as may be assigned by the line manager.

    QUALIFICATIONS AND EXPERIENCE

    • Bachelor’s degree social sciences, agriculture, Agribusiness, Development Studies, or other discipline relevant to rural livelihoods. A master’s degree is an added advantage.
    • At least 3 years of experience in implementing food security and livelihood projects, preferably in cross-border or resilience-building contexts.
    • Strong knowledge of climate-smart agriculture, value chain development, and sustainable livelihoods.
    • Proven ability to engage with communities and deliver participatory approaches.
    • Proven ability to work in multicultural environments and with diverse stakeholders.
    • Excellent written and verbal communication skills in English.
    • Willingness to travel to the field as and when needed.
    • Experience working with EU-funded projects or IOM frameworks is an advantage.
    • Experience in working in insecure environment and ability to strictly adhere to OSDA’s security operating procedures.
