    Monitoring, Evaluation, and Learning / Collaboration, Learning, and Adaptation Lead, USAID/Kenya and East Africa Scaling Inclusive Food Systems

    This Opportunity:  

    The purpose of this Activity is to promote inclusive agricultural-led growth, with a focus on climate-smart approaches that leverage private sector resources and catalyze investment in the agricultural sector; strengthen the resilience of people and systems; and improve nutrition, especially among women and children.  

    Primary Duties and Responsibilities:   

    The Monitoring, Evaluation, and Learning/Collaboration, Learning, and Adaptation (MEL/CLA( Lead will manage all MEL and CLA activities on the project. This will include implementing both qualitative and quantitative data collection and methodologies. This position will also be required to develop activity work-plans, budgets, managing implementation, staff, and short-term technical assistance. They will also be responsible for integrating CLA approaches across the Activity, identifying opportunities to pause and reflect, and share broader learnings and approaches with stakeholders. 

    Key Competencies Required:  

    • At least 8 years managing complex monitoring, evaluation and learning teams and/or projects in Kenya or the region 
    • Must have at least five years’ experience implementing both qualitative and quantitative data collection approaches and methodologies. 
    • Must provide links to at least two examples that may include any of the following:
      • a research methodology design, qualitative and quantitative that s/he developed or led;
      • at least one technical report that s/he has written or led;
      • examples of at least two performance indicator definitions of outcome and output (indicator level);
      • example of a MEL plan s/he has written or led; and
      • executive public report or success story (for public consumption, non-technical language) from a project s/he has led. 
    • Proven skills in integrating private sector, gender and/or youth considerations in activities; and reporting on the outcomes. 
    • Minimum 5 years’ experience in developing activity work-plans, budgets, managing implementation, staff, and short-term technical assistance. 
    • Excellent written and oral communication skills in English

    Inclusive Growth Lead, USAID/Kenya and East Africa Scaling Inclusive Food Systems

    This Opportunity:  

    The purpose of this Activity is to promote inclusive agricultural-led growth, with a focus on climate-smart approaches that leverage private sector resources and catalyze investment in the agricultural sector; strengthen the resilience of people and systems; and improve nutrition, especially among women and children.  

    Primary Duties and Responsibilities:   

    The Inclusive Growth Lead is responsible for developing and leading implementation of inclusive development strategies to increase incomes, assets, and jobs for smallholders, women, and youth. They work closely with the Resilience and Nutrition Leads to integrates community and household resilience and nutrition-sensitive approaches across strategies. They will collaborate with communities, private sector, and stakeholders to facilitate expanded access to finance, inputs, and markets.  

    Key Competencies Required:  

    • 5 – 7 years experience in leading private-sector led inclusive growth initiatives in the agricultural sector in Kenya or the region 
    • Demonstrated experience in senior management positions for USAID programs  
    • Strong analytical skills and problem solving, including demonstrated ability to effectively communicate strategies or plans to stakeholders and co-workers 
    • Strong leadership, communication, and interpersonal skills, including ability to develop and communicate a common vision and foster collaboration across an interdisciplinary team 
    • Demonstrated experience coordinating and collaborating with stakeholders 
    • Experience in monitoring and documenting project activities and outcomes 
    • Excellent communications, organizational, and interpersonal skills 
    • Strong supervision skills managing teams

    Grants and Subcontracts Manager USAID/Kenya and East Africa, Scaling Inclusive Food Systems Activity

    This Opportunity:  

    The purpose of this Activity is to promote inclusive agricultural-led growth, with a focus on climate-smart approaches that leverage private sector resources and catalyze investment in the agricultural sector; strengthen the resilience of people and systems; and improve nutrition, especially among women and children.  

    Primary Duties and Responsibilities:   

    The Grants Manager will be responsible for leading the design, implementation, and management of all the Activity grants and subcontracts operations for the USAID-funded Activity.

    Role and Responsibilities 

    •  Responsible for overseeing grants and subcontracts and ensuring compliance with USAID requirements 
    • In accordance with Palladium’s USAID-approved GUC Manual, develop and execute all aspects of the GUC process 
    • Manage grant and subcontracts tracking systems to ensure the timely and compliant execution of all grant agreements 
    • Coordinate grants and subcontract management activities with home office project management unit  
    • Guide and advise grantees/subawardees on the interpretation of grant terms and conditions and client rules and regulations; provide training, guidance, and mentorship to grantee/sub-awardee counterparts 
    • Take initiative and provide creative solutions to complex contractual/compliance problems, working with Palladium team members on project-wide initiatives and issues 
    • Manage the grants/subawards procurement of goods and services including, but not limited to: 
    • Draft RFQs, RFPs, and RFAs solicitating concept papers, statements of qualifications, and grant sub-contract award proposals  
    • Manage the selection process during proposal evaluations including evaluation memos and selection justifications 
    • Facilitate negotiations with awardees 
    • Draft, review, and finalize the resulting grant/subaward document 
    •  Prepares, organizes, and maintains grant records and files documenting grant award, modification, performance and compliance 
    • Provide contract briefs to document new grant awards, modifications, and administrative changes
    • Participate in the implementation and monitoring of grants milestones, tracking grants deliverables and monitoring grants delivery against grants budget
    • Review and process request for payment invoices for milestone(s) achieved and verified
    • Maintain the grant portfolio database and project grant data on relevant grant database system and Project SharePoint site for all grants mechanisms, ensuring up to date records at all times
    • Manage the development and presentation of internal and external reporting (for example: Internal grants reviews, grants risk assessments, grants annual reviews, and grants deliverables) 

    Key Competencies Required:  

    • 5 to 7 years experience in international grants management, preferably managing large complex USAID grants  
    • Demonstrated background ensuring compliance on large complex donor funded programs and current knowledge of USAID rules and regulations 
    • Proven track record of working collaboratively with various stakeholders 
    • Strong interpersonal skills to maintain good relations with the relevant partners and counterparts 
    • Well organized, able to work independently, skilled in handling multiple tasks, able to adhere to deadlines 
    • Strong leadership, communication, and interpersonal skills, including ability to develop and communicate a common vision and foster collaboration across an interdisciplinary team 
    • Strong management skills to guide all project human, technical, and financial resources 
    • Strong interpersonal, writing, and oral presentation skills in English

    Deputy Chief of Party - USAID/Kenya and East Africa

    This Opportunity:

     Primary Duties and Responsibilities: 

    The Deputy Chief of Party (DCOP) shall provide support to the COP with strategic leadership and oversight of the Activity. They shall have depth and breadth of technical expertise and experience, a solid professional reputation, interpersonal skills, and professional relationships to fulfill the requirements of the activity description, and close working relationships with key stakeholders in Kenya. The DCOP must have experience managing large, complex activities and demonstrated experience working with and through the private sector. Primary duties and responsibilities include: 

    • Serve as a member of the senior leadership team of the program and support the Chief of Party in oversight of project staff and activities 
    • Co-lead and oversee programmatic functions, i.e., development of work plans, budgets, quarterly/annual reports, and ensure effective implementation of program strategy 
    • Maintain effective and open communication throughout the project with Chief of Party, USAID, Project Director, technical leads, project operations teams, and other relevant stakeholders 
    • Work with the Chief of Party and other project staff to continuously refine implementation processes by integrating lessons learned and best practices 
    • In collaboration with the local staff in-country, identify program opportunities and potential local partners as needed 
    • In collaboration with the M&E team, ensure relevant staff use, maintain and regularly upload data to the project M&E system 
    • With the MEL & CLA Specialist, identify project analysis and data needs to build and share evidence with the Kenyan government, donors, USAID, and other stakeholders 
    • Ensure interventions reflect high technical quality and are in line with the project's scope of work.  
    • Serve as Acting Chief of Party as needed   

     Key Competencies Required:  

    • At least 10 years’ experience managing large and complex activities, preferably in the Kenya or the region and preferably experience with market-led agricultural, resilience and/or natural resource programming. 
    • Must demonstrate commitment to market-led, private sector engagement approaches. 
    • Excellent managerial and operational experience, preferably in managing large donor projects involving coordination with multiple implementing partners or institutions in Kenya or the region, and sub-recipient / complex partnering relationships, preferably in Kenya. 
    • Minimum 3 years’ experience managing USG and/or other major donor-funded projects with a focus on knowledge and expertise in financial rules, regulations, and oversight at a senior level. 
    • Minimum 5 years’ experience in developing activity work-plans, budgets, managing implementation, staff, and short-term technical assistance. 
    • Excellent written and oral communication in English.
