    Grants Management Coordinator

    Overall purpose of the role: 
    The Grants Management Coordinator role has a country focus and ensures compliance to DRC procedures and guidelines within the country. The role contributes to the development of country strategies, which are translated into action plans and day-to-day tasks. The role provides support and/or technical guidance to country operations while overseeing country activities. 
    Specifically related to grant management are:

    • Ensure compliance with donor and internal DRC rules and regulations, donor reporting, information/tranche management, and grants management
    • Responsible for ensuring project files are up to date 
    • Provide continuous support and guidance to project cycle management

    Duties & Responsibilities: Responsibilities: 

    Grants Management

    • Oversee and refine grants and contract management systems and processes
    • Update, streamline, and disseminate grants management tools and resources
    • Develop and maintain up-to-date and in-depth knowledge of donor and government policies and support implementing teams to ensure full compliance
    • Draft, review and provide support in the negotiation of project agreements, including sub-agreements, teaming agreements and memoranda of understanding
    • Lead contract revision as needed
    • Serve as key focal point for communication efforts with internal and external stakeholders, along with the HoP and PDQ Manager
    • Lead donor reporting processes by coordinating, compiling, editing and providing feedback to ensure the development of high-quality narratives and timely submissions. Keep a regular update of DRC’s reporting timelines and share with teams. 
    • Maintain and update DRC’s online Grants Management System platforms and trackers
    • Along with PMs, ensure project files are kept up to date

    Project Cycle Management

    • Organize and facilitate grants kickoff, review, and closing meetings with all DRC business areas
    • Serve as key focal point for ensuring that project teams meet standards for project cycle management, including supporting with trainings and capacity support
    • With the Head of Programme, lead monthly program review meetings to proactively review any challenges or delays in project target or spend
    • Keep the Head of Programme informed of any projected inabilities to meet contractual obligations, report submission and spend rates/significant budget variances. Be able to actively mitigate risks through proposing remedial solutions. 
    • Serve as project coordinator for specific grants or contracts, as needed

    External relations

    • Prepare necessary documentation, such as reports, presentations and organizational documentation, to share with DRC stakeholders, including briefings for DRC staff and external entities requesting information on DRC’s programmes
    • Serve as the primary focal point for donors and partners on all grants related issues

    Experience and technical competencies: 

    • Minimum 3-5 years of relevant work experience with an NGO
    • Experience in writing high quality proposals for large donors, such as EU, ECHO, BHA, Scandinavian donors, UNHCR, and other UN agencies
    • Knowledge of donor rules and regulations
    • Demonstrated ability to prioritize large workloads, to consistently meet deadlines and adapt in a complex and challenging work environment
    • Ability to work effectively and efficiently both independently and in teams

    Education

    • Degree (Master's degree) in political science, international development, economics or other relevant field

    Monitoring Evaluation Learning and Accountability Assistant

    Overall purpose of the role: 

    • The MEAL Assistant will be responsible for conducting Monitoring & Evaluation activities as per the work plan. This role has program focus and ensures compliance with DRC MEAL procedures and guidelines within the program locations. The role contributes to program quality assurance and data management, which are translated into action plans and day-to-day tasks. The role provides MEAL technical support and/or guidance to field operations.  The role will be responsible for ensuring effective MEAL systems and tools are in place, and are adopted by field teams, partners and other implementing agencies. The incumbent will work closely with MEAL Officer, all the DRC program staff, & staff from partner agencies.

    Duties & Responsibilities:

    Designing, planning & implementation of strategies for data collection & storage, analysis & sharing:

    • Responsible for all projects database. She/he will work closely with the MEAL officer to support in designing databases on project activities/beneficiaries and assist in updating regularly the database according to the project requirements.
    • In collaboration with the MEAL Officer make recommendations about the methods the projects should use to collect, analyze and manage data to improve data quality and the efficiency of data systems.
    • Support DRC local partners in all MEAL requirements including capacity building, assessments, and reporting
    • Manage the Gender Based Violence Information Management System (GBVIMS) by ensuring accurate data entry into the incident recorder, clean up, storage and system maintenance including troubleshooting.
    • Ensure accurate data entry of new information into the beneficiary database and regularly update, maintain existing database system records
    • Strengthen and maintain networks with other Protection partners in Dadaab by attending GBV and GBVIMS working group meetings to help analyze GBV trends, findings and best practices.
    • Ensure timely sharing of GBVIMS line data on a monthly basis to the Protection TL and UNHCR focal point for consolidation.
    • Ensure all program data (GBV survivors’ data, NFI distribution data, persons reached in various activities) is AGD (Age, Gender and Diversity) disaggregated, is entered into the GBVIMS/beneficiary database and safely stored.
    • Support in conducting assessments and community visits as needed, facilitate focus groups and other qualitative data collection exercises.
    • Conduct all field data collection through mobile data collection for quantitative data and paper forms for qualitative data. - ensure tablets and phones to be used for assessments are charged before commencement of assessment exercises. 
    • Assist the MEAL officer in conducting data analysis and providing inputs, information and statistics for monthly, quarterly, annual and other reports for all projects to the supervisor.

    Design and Implementation of Monitoring, Evaluation, Accountability & Learning Plans:

    • Participate in the baseline, mid-term and end of term evaluations of program activities in accordance with the LEAP framework
    • In close liaison with the MEAL Officer, support in short-term M&E evaluators, consultants and experts as required.
    • Under the direction of the MEAL Officer, support research and study activities on M&E related issues.
    • Conduct community visits, focus group discussions with beneficiaries and non-beneficiaries to receive feedback on project activities
    • Maintain the Complains and feedback received and ensure a timely and appropriate follow-up or referral if needed

    Report Writing & Documentation:

    • Assist in ensuring the Indicator performance tracking tool is updated monthly for all projects by the project team.
    • Assist in compiling and submitting monthly program reports to the MEAL officer
    • Assist in the preparation of the sector’s operation plans/work plans & reviews
    • Assist in preparing relevant reports as needed
    • Assist to maintaining a clear and transparent filing system 
    • Undertake any other duties and responsibilities as assigned by the supervisor

    Experience and technical competencies: 

    • Minimum of 2 years of work experience within the field of monitoring and evaluation; 
    • Working knowledge in Garissa County (Dadaab & Fafi Sub-Counties) or ASAL areas
    • Working in the field of Livelihoods/Self- reliance, Protection, SGBV, Social Work, Child Protection preferred
    • Experience in working with protection information management systems such as GBVIMS, CPIMS
    • Experience in participatory assessments and community-based monitoring approaches; 
    • Clear understanding of Core Humanitarian Standards (CHS);
    • Experience with capacity building of staff, and in convening and facilitating trainings and workshops 
    • Excellent knowledge of MS Office Word, Excel Power Point, and other Statistical software
    • Excellent analytical and report writing skills (English) 
    • Time management and organizational skills.
    • Previous work experience in hardship areas or emergency setting.

    Education

    • A Bachelor’s Degree in Statistics/Information management Sciences and a background in Protection/GBV M & E
    • Fluency in written and spoken English is essential

    NRG Coordinator (Chief of Party)

    About the job

    • The NRG Coordinator (Chief of Party) coordinates the action of the NRG and represents the NRG in all inter-agency and governmental planning mechanisms related to humanitarian and development planning for refugees, and the operationalization of the Refugee Act and the Shirika Plan. He/she reports to the Steering Committee of the NRG, which oversees the NRG’s work, closely coordinates with him/her on key activities and holds him/her accountable. Key areas of focus are: Coordinating the technical, strategic and advocacy activities of the NRG in close collaboration with the steering committee and Representing the NRG externally and putting forward its opinions and propositions.

    Duties & Responsibilities:
    Under the supervision of and in close coordination with the NRG Steering Committee, the NRG Coordinator oversees:

    Representation, Advocacy and Communication 

    • Representing the best interests of the NRG and its members externally at key stakeholder meetings, including with the UN and the Government of Kenya
    • Ensuring that all relevant parties are kept informed of NRG activities
    • Working towards NRG representation on all key panels and consultative bodies related to policies and funding related to refugees & asylum seekers in Kenya.
    • Regularly engaging with and meet key stakeholders within the Government of Kenya, including DRS.
    • Developing active networking and partnership building with refugee-led organizations.
    • Facilitating the development of NRG governance and strategy documents, including an advocacy strategy
    • Networking and conducting outreach to key stakeholders to the benefits of the NRG
    • Ensuring increased NRG member engagement through increased consultation with members and representing their perspectives in stakeholder meetings
    • Supporting the production of advocacy and communications products, including authoring briefings, letters and talking points ahead of key advocacy moments.
    • Supporting the development of common positioning on key policy, operational and funding issues, through providing members with the most updated information gathered from meetings with various stakeholders, sectors and working groups.
    • Liaising with Regional Durable Solutions Secretariat (ReDSS) to align the advocacy of the NRG with their ongoing work.
    • Briefing the NRG on progress in relation to advocacy topics on at least a monthly basis. Convening additional meetings of interested members of the NRWG on specific advocacy topics as appropriate.
    • Establish a criteria of membership to the group for civil society organizations including Refugee Led Organizations. 

    Internal Coordination 

    • Scheduling and facilitating NRG general meetings and sub-working group meetings.
    • In coordination with the Steering Committee, streamlining communication and ensuring that key documents, minutes etc. are shared with the NRG membership as appropriate.
    • Providing an accessible first point of contact for general inquiries regarding the NRWG and its work.
    • Maintaining membership lists and databases.
    • Advising the Steering committee on Membership issues and other matters regarding the structure of the NRG.
    • Preparing a workplan to be approved by Steering committee.
    • Implementing of the workplan and agreeing on modifications with the Steering committee

    Experience and technical competencies:  

    • Minimum bachelor’s degree in law, social sciences, international development, or other relevant field.
    • A degree in a related field, such as international relations, migration, human rights, law, or social sciences;
    • A minimum of 10 years’ experience working in the international humanitarian aid with at least five years’ experience in a similar role or at the level of Country Representative, Country Director, Deputy Chief of Party, Team Lead, Group representative.
    • Substantial experience in representation and advocacy with senior-level UN and Government stakeholders
    • Experience in development of governance and advocacy strategy documents
    • Demonstrated experience in developing active networking and partnership building with refugee-led organizations.
    • Robust analytical and strategic planning skills;
    • Highly diplomatic with excellent political awareness and understanding;
    • High-level communications and interpersonal skills;
    • A demonstrated ability to build and maintain relationships with host governments, donors, partners, local organizations, and other stakeholders;
    • Full professional proficiency in English

    Operations Director - East Africa and Great Lakes Region

    Overall purpose of the role

    • Reporting to the Executive Director and working closely with their Regional Senior Management Team counterparts, the Operations Director ensures sound management of country operations through day-to-day performance oversight and ensures clear, timely and effective support is provided to Country Directors of following countries: DR Congo, Kenya, Tanzania/Burundi and Uganda. In close dialogue with the Executive Director and in line with the strategic direction from other Regional Senior Management Team members, you will provide guidance, define and agree on objectives for each Country Operations and provide oversight in implementation to ensure success of country operations and achievement of their strategic objectives.

    Responsibilities:

    Ensure sound management of and support to COs

    • Lead, manage, coach and provide advice to Country Directors, and uphold and inspire DRC leadership based on the DRC leadership principle: Freedom of action with responsibility.
    • In dialogue with the Executive Director and other Regional Senior Management Team members, ensuring country operations are fit for purpose: strong leadership, well managed, properly resourced/ financially viable and aligned with DRC's principles and interests.
    • Ensuring sound articulation of DRC business model into country operations and that countries, in turn, have a sound business plan to ensure impactful, effective and efficient DRC presence.
    • Ensure that Country Operations operate in line with global and regional priorities and in accordance with global policies, standards and procedures.
    • Support and advise Country Directors in establishing appropriate Senior Management Teams and structures and ensure CD conducts rightsizing of the country programs, ensure the DRC is fit for purpose in the Region.
    • Provide coordination and leadership on crisis and risk management in close cooperation with the Executive Director, Regional Senior Management Team members and relevant global units.
    • Coordinate closely with the counterpart EAGL ODR ensuring streamlined support to Country programmes.
    • Keep the wider organization abreast of operational trends, changes, capacity challenges and programmatic shifts both globally and within the region.

    Support oversight on strategic and programmatic delivery

    • In close dialogue with the RHOP, ensure that systems are in place for strategic implementation, including that that country programs develop accountabilities/KPIs corresponding to the strategic documents and ensure that they deliver on the KPIs and provide support where the country programs need the support.
    • In close dialogue with the RHOP, coordinate support to country programmes to enable them to deliver the programs on time and with adequate quality, assist in troubleshooting and any issues by coordinating resources from the RHOP, RHOSS and other technical leads in the region and the HQ.

    Financial oversight

    • Support the Regional Head of Support Services so that country programs undergo realistic annual budgeting prognosis and trimestral prognosis process and that CO report these to the RHoSS for review for ED approvals.
    • Monitor the execution of approved annual budgets and ensure country programs perform according to the prognosis and coordinate with the RHOP and RHOSS for support required to address any discrepancies.

    Risk and compliance management

    • Ensure that Country Operations operate in line with global and regional priorities and in accordance with global policies, standards and procedures.
    • Be accountable for the risk and compliance management of the country programs. Oversee that compliance processes are established and maintained at country level. Coordinate closely with other Regional Senior Management Team members and HQ/Global units to ensure effective support is provided to country operations.
    • Be the custodian of the risk register, in close coordination with the HQ Operations department ensure countries identify the risks on a regular basis, review them and develop mitigation and address plans, plan and conduct risk meetings as per the global risk calendar.
    • Lead on managing the risks elevated to the Region and the HQ timely, ensuring technical support is available to the COs from the RO and the HQ, and that management decisions are made by relevant directors.
    • Is responsible for issue handling and supporting relevant issue handlers accordingly.

    Crisis Management & Duty of Care

    • Lead respective regional Crisis Management Team structures as required, in collaboration with Regional Safety Advisor.
    • Support the Regional Safety Advisor in ensuring Safety and Duty of Care for Country Operations.

    Donor Engagement & External Representation

    • Donor Engagement and External representation in a case-by-case basis as delegated by the Executive Director.

    • Inclusive, inspiring and facilitating leadership style, always striving to empower, motivate, and develop your team while also seeking inspiration from others and consulting with colleagues.
    • Extensive experience with developing and implementing programme responses in displacement contexts and with programme innovation.

    • Experience with translating technical requirements and programmatic complexity into programming that is efficient, delivers results and convenes locally driven and sustainable solutions.

    • Comprehensive humanitarian experience both operationally and from a policy perspective, and with a strong network within the sector. Understanding and experience working within the humanitarian coordination architecture.
    • Practical experience with several of DRC’s five core sectors and belief in the value of reaching results through multi sector integrated programming and via multi stakeholder engagement.
    • Strong in triple nexus programming, the Core Humanitarian Standard, and the normative and legal frameworks relevant for our displacement mandate.
    • Strong communicator capable of communicating technical complexity in an easy-to-understand way.

    Education

    • University bachelor's and master's Degree in relevant field of education.

    Languages:

    • English-professional Competency
    • Fluency in French is highly preferred.
