    Finance Assistant

    About the Job

    • The Finance Assistant is mainly responsible for the accounting of financial transactions to ensure all incomes are correctly recorded, payments and transferred to implementing partner and country offices are promptly made, and global bank accounts are properly managed. Moreover, the globally spread HelpAge team has an effective mechanism to have access to funds for their activities and settle their advances promptly.

    Key areas for impact/influence and responsibilities

    • Help in smooth implementing of the programme and other activities by prompt disbursement of funds across the world to implementing partners, country office and globally spread team. Key relationships include all staff globally, banks, external auditors, suppliers etc

    Main responsibilities: -

    • With the Help of IT team develop and manage digital payments and processing system with an auditable trail is in place for globally spread programme work and team.
    • Processing of all payments into the internal banking system and onto our accounting system (Sun Accounts), maintaining all Bank Accounts and undertake monthly reconciliations and liaise with bankers.
    • Ensure funds from strategic donors (unrestricted funds) are received in a timely manner. In consultation with Finance Business Partners, Portfolio Leads, Global
    • Impact and Business Development teams, ensure income against restricted projects is properly recorded to the relevant project and donor.
    • Develop and manage funds disbursement system to ensure a globally spread
    • HelpAge team have a safe and secure system to access funds for their activities. The issuing of travel advances, the payment of all expenses and reconciliations and manage all receivables from the HelpAge global team.
    • Managing petty cash accounts, processing cash transfers to International Offices
    • Ensuring that funds are available to cover these transfers.
    • Ensure that all asset and liability accounts are reconciled on a monthly basis.
    • Prepare Business Support team budget monitoring reports and advise Budget Holders with key issues highlighted.
    • Manage payroll entry and reconciliation and ensure that Fixed Asset Register is maintained and up-to-date, Prepare VAT return and submit to HMRC.
    • Support the year-end procedures including posting Accruals and prepayments.
    • Work closely with Finance and Business Partners, Finance Analysist/System Accountant and Finance Business partners in maintaining, updating and preparation of cash books, trial balance reconciliation and assist Head of Finance to prepare Management Accounts.

    You will be someone with:

    • Experience of working with bank systems and SUN accounting system. AAT or Relevant accounting experience.

    Consultancy: Supporting the Full Operationalization of the Digital MEAL System (DMS)

    Scope of work
    To fully operationalize and leverage this new system, HelpAge is seeking a consultant to assist with the following:

    • Ensure the complete upload of all M&E data for current and active projects in the DMS
    • Support the generation of the 2023/24 results using a mixed approach
    • Set up the 2024/25 indicators and targets in the DMS for a fully automated process
    • Liaise with the design team for HelpAge’s CRM
    • Create a training program for key user groups, with supporting material
    • Identify and socialize a menu of common indicators for all future HelpAge initiatives
    • Lead on internal communication on the DMS
    • Review uploaded M&E data in DMS and support user groups in making it comprehensive and accurate
    • In this, the Consultant will be supported by the Digital MIS Officer (consultant).
    • He is responsible for the technical aspects of the DMS.

    Key relationships

    • The Consultant will be managed by the Head of Transformation.
    • The Consultant will be part of a DMS Task Team involving the Head of Transformation (lead), Digital MIS Officer and Transformation Advisor. The group will meet on a weekly basis.
    • The Consultant will work closely with the Digital MIS Officer on technical aspects of the database and system.
    • The Consultant will support the primary user group – MEAL focal points.

    Level of effort

    • The level of effort is estimated to be 20-24 hours per week. For a 3 months period (mid-February to mid-May).
    • The consultant would work with teams across different time zones.
    • Working times are flexible, although the Consultant needs to be available for the regular DMS Task Team meeting and meetings that target key user groups and stakeholders.

    Requirements
    HelpAge seeks to contract a consultant for the above task with the following skills and experiences:

    • Excellent project management skills and experience in working with a globally distributed organization
    • Strong experiences in Monitoring, Evaluation, Accountability and Learning (MEAL) practices, tools, systems
    • Excellent communication, training and support skills
    • Familiar and comfortable with remote working and ability to support teams many locations and time zones
    • Familiarity with digital MEAL platforms, including DevResults
    • Ability to plan and execute tasks independently, and coordinate and collaborate where needed

    Consultancy: Evaluation and Learning of AFFORD Programme

    Purpose of the Learning and Evaluation activity

    • The purpose of the exercise is to evaluate the effectiveness, sustainability and learnings of the Exit Fund AFFORD Programme in contributing to the development of inclusive, effective and rights-based social protection systems in Ethiopia, Malawi, Mozambique and Tanzania.

    Evaluation Objectives

    • To assess if the programme was effective in achieving its intended objectives and identify factors that may have contributed to its successes and challenges.
    • To assess whether, and to what extent, benefits generated by the programme, and activities initiated, are likely to continue after the end of this programme.
    • To document lessons learnt from the programme implementation, successful approaches, key challenges and recommendations for future work on social protection (including shock-responsive social protection) and accountability to older people.

    Evaluation Questions
    Effectiveness

    • To what extent have the expected outputs and outcomes been achieved or are likely to be achieved in relation to programme objectives and its results framework?
    • How effective have Older People Associations (OPAs) and Older Citizen Monitoring
    • Groups (OPMGs) been in improving accountability/access to social protection/promoting older peoples’ voices? Were they particularly effective in a specific contexts/for particular groups/or vis-à-vis specific social protection systems?
    • Were there similarities/variations of performance across countries?
    • In which areas (geographic, components, gender, disability and other issues) does the programme have the greatest achievements? Why and what have been the supporting factors?
    • How well have resources and inputs (funds, expertise, time, etc.) been allocated or used strategically to achieve the expected results?

    Sustainability

    • To what extent are the programme interventions likely to be maintained or even scaled-up and replicated by partners and/or other organisations (including government) after major assistance has been completed?
    • To what extent did the programme build the capacity of local partners?
    • How are OPAs/OPMGs likely to continue working after the completion of the programme?
    • To what extent has the programme developed scalable and replicable models that can be used for future programming?
    • To what extent are the results of the intervention likely to have a long term, sustainable positive impact on older men and women and their communities?

    Qualifications and Experience Required

    • Post-graduate degree in Social Sciences, Development Studies, Statistics, Public Engagement, Communication or related fields.
    • Strong background and experience in qualitative and quantitative data collection and analysis.
    • Proven experience in undertaking multi-country programme evaluation/research or leading evaluation/research teams, with outstanding skills in qualitative and quantitative research and data analysis using relevant software such as STATA, CSPro or SPSS.
    • Technical expertise in evaluating social protection, social accountability, advocacy and rights programmes, and ability to draw strong and valid conclusions.
    • Excellent communication and report-writing skills.
    • Ability to travel to the target countries.
