    Consular Investigations Assistant (2 positions)

    Duties

    • The Consular Investigations Assistant is part of the Consular Section and specifically the Fraud Prevention Unit (FPU). They work under the direct supervision of the Fraud Prevention Local Employed Staff Supervisor. The incumbent conducts sensitive, routine, and complex investigations of counterfeit/forged travel documents, human trafficking/smuggling, and identity/nationality questions amongst other types. The incumbent will also be responsible for completing the resultant detailed and timely written reports and independently managing the program’s fraud caseload.
    • To facilitate these investigations, the incumbent builds relationships with contacts of all levels, throughout the region, to include, but not limited to, relationships with the Kenyan government agencies, education institutions, and businesses as well as U.S. counterpart agencies and institutions.
    • The incumbent will develop and execute anti-fraud programs for internal and external parties locally, regionally, and internationally. These presentations will include, but are not limited to, document analysis and interview skills that support the above listed investigations.

    Qualifications and Evaluations

    Requirements:

    EXPERIENCE:  

    • At least 3 years' experience conducting sensitive investigations in some capacity is required.

    JOB KNOWLEDGE: 

    •  The incumbent is expected to have in-depth knowledge of Kenyan and Somali identity and citizenship documentation and processes.

    Education Requirements:

    • University Degree in Criminal justice, international relations, law, political science or other related field is required.

    Evaluations:

    LANGUAGE:  

    • English: Level 4 - Fluent; written/spoken, including the ability to translate.
    • Kiswahili: Level 3 - Good working knowledge; written & spoken.

    SKILLS AND ABILITIES: 

    • Ability to conduct sensitive investigations and work independently to manage a large case load. Ability to conduct presentations for a wide range of audiences. Proficiency in Microsoft office suite and other software platforms (i.e. Adobe, etc.) is required to support development of Fraud Prevention Unit products, reports and presentation materials.

    Storekeeper

    Duties

    • The incumbent serves as one of three (3) storekeepers and is responsible for overseeing receipt, storage issuance and inventory of expendable and non-expendable supplies and equipment in the storerooms and warehouse. The incumbent will rotate through multiple sections within the warehouse as directed by the Supervisor, for varying periods depending on warehouse needs. Supervision is provided by the Deputy Warehouse Supervisor, which may be delegated to one of three Supply Supervisors, and under the overall general supervision of the Warehouse Supervisor.

    Qualifications and Evaluations

    Requirements:

    EXPERIENCE: 

    • Two years of supply responsibilities in warehouse operations is required.
    • One year experience on the safe use and operation of Material Handling Equipment is required

    JOB KNOWLEDGE:  

    • Good working knowledge of department of state property management policies and procedures and associated agencies property record keeping is required.

    Education Requirements:

    • Completion of Secondary School is required.

    Evaluations:

    LANGUAGE: Level III English (Good working knowledge, writing/reading/speaking) is required. (This may be tested) Level II Kiswahili (Limited Knowledge, writing/reading/speaking) is required.  

    SKILLS AND ABILITIES 

    • Must have ability to manage stock and organize placement of property safety sequence; must disburse property according to embassy rules and safe keep property from being misplaced, damaged or stolen.
    • Must be capable of performing light lifting of expendable and non-expendable items (approx. 20 kgs). 
    • Numerical skills for manipulating property data is required.  Must have a valid driver’s license.

    Contracting Specialist

    Duties

    • The Contracting Specialist prepares formal complex contracts (some valued as high as $14M USD) and construction contracts with written scopes of work using Office of the Procurement Executive (A/OPE) models in accordance with complex regulations contained in the Federal Acquisition Regulations (FAR) and Department of State Acquisition Regulations Manual (DOSAM).  Utilizes the Integrated Logistics Management System (ILMS) ARIBA Contracting Module to prepare, execute, and monitor contracts.  Liaises with Contracting Officer’s Representatives (COR) on issues pertaining to contracts and contracts maintenance.  Serves as Contracting Agent responsible for providing a full range of contracting and procurement services and is the Mission's de facto expert on commercial items contracts, Indefinite Delivery/Indefinite Quantity (IDIQ), and Information Technology (IT) contracts.

    Qualifications and Evaluations

    Requirements:

    EXPERIENCE: 

    • Must have at least five (5) years of formal contracting or acquisition management and construction contracting experience, including at least five years’ experience in contract administration, conflict resolution, and contract law interpretation for complex contracts valued at least $250,000.

    JOB KNOWLEDGE: 

    • Must have highly detailed knowledge of public and private sector procurement best practices.
    • Must have detailed knowledge of local business practices, market prices, goods, and services.
    • Must have detailed knowledge of commerce within the country, to include local contractual requirements, customs, and case law as they relate to leasing and contracting is required.

    Education Requirements:

    • Bachelor’s degree in business administration, law, procurement, logistics is required.

    Evaluations:

    • Post may choose to add the phrase “This may be tested” after a language, skill, and/or ability.  Review the VA template for specific information.

    LANGUAGE

    • English: Level 4 - Fluent; speaking/reading/writing, may include the ability to translate.

    Consular Assistant

    Duties

    • The incumbent provides U.S citizens for Kenya and Somalia in accordance with U.S Department of State and Post policies and procedures. The incumbent is responsible for the full range of emergency and non-emergency services, including welfare and whereabouts services, repatriations, citizenship renunciations, births, deaths, arrests, processing passports and citizenship services, federal benefit payments and translation. The incumbent regularly develops contacts and communicates with both Somali host government officials, immigration officials, police prison and mortuary associates, as needed, to be able to extend aid and support to U.S. citizens in crisis or times of emergency. The incumbent is rated by the ACS LE Supervisor and reviewed by the ACS Chief.

    Qualifications and Evaluations

    Requirements

    EXPERIENCE:  Minimum of four years of progressively responsible work involving public contact, customer service and application of regulatory is required.

    JOB KNOWLEDGE:  The employee should have an understanding of local (Kenyan and /or Somalia ) laws and resources concerning immigration, crime, marriage/divorce, etc. The employee must possess knowledge of budget and fiscal matters and understand the procedure for execution of an OCS trust or repatriation loan in order to assist a U.S citizen in need. Must know how to process all special citizen services cases to completion per regulations in ACS+ software.

    Education Requirements

    • Completion of Secondary School is required.
    • Two years of College/ University studies is required.

    Evaluations:

    LANGUAGE:  English Level IV (Fluent, reading/speaking/writing) is required. (This may be tested). Somali or Kiswahili Level III (Good working Knowledge, reading/speaking/writing) is required.

    SKILLS AND ABILITIES: Strong oral and written communication skills are required to develop and maintain effective, sustainable working relationships with government officials and services providers. Must exercise tact and good judgement when dealing with U.S citizens during personal or large-scale emergencies. Proficiency in Word, Excel and outlook required. Requires strong keyboard and highly accurate data entry skills. Must have the ability to understand regulatory documents including 7 and 8 Fam and the citizenship sections of immigration and Nationality Act.

    Senior Public Health Specialist (Surveillance)

    Duties

    • The job holder serves as a Senior Public Health Specialist supporting Global Health Program activities and is responsible for planning, formulating, analyzing, evaluating, and/or implementing policies for CDC’s public health programs for respiratory and other pathogen surveillance, prevention and control activities. This job holder will provide comprehensive public health disease and surveillance advice, research and assistance directed to the development and readiness to detect, respond, and manage outbreaks and other emerging infectious diseases in Kenya and the region. The job holder will work with partners to establish surveillance to monitor the circulation and impact of pathogens and improve laboratory support for surveillance and outbreak response. The position holder will also be involved in partner contact that includes senior and mid-level officials at the ministry of health and a wide variety of implementing partners. The position will report to the Senior Public Health Specialist (Global Health Protection) (FSN 12 - C89023) in Kenya.

    Qualifications and Evaluations

    Requirements:

    EXPERIENCE:  

    • Three years of mid-to-senior level public health experience in developing, implementing and evaluating public health programs or other relevant public health programs that involve coordination with an international agency or implementing partner is required. One additional year of experience at the managerial level with multiple staff is required.

    JOB KNOWLEDGE:  

    • Technical knowledge of the epidemiology of the range of respiratory and non-respiratory pathogens and infectious disease programs, policies, regulations is required. Must be conversant with survey design and questionnaire development, data management programs and working knowledge of statistical analysis methods. Detailed knowledge of the Kenyan health care system and structures including familiarity with Ministry of Health (MOH) policies, program priorities and regulations is required. Familiarity with the Kenya Global Health Protection programs is highly desirable. In-depth specialist knowledge of USG infectious disease public health programs, strategies, methods, processes and techniques used to plan, develop, implement and evaluate results of prevention programs is required. Good working knowledge of team management techniques to plan, organize and direct multi-disciplinary project teams and activities is required. Good working knowledge of overall administrative requirements, budgeting and fiscal management in support of contracts/cooperative agreements/grants/purchase requisitions is required.     Education Requirements:

    • Doctoral level degree (Doctor of Public Health (DrPH), Doctor of Medicine (MD) or Doctor of Philosophy (PhD) or host country equivalent degree in medicine, public health, health policy, epidemiology, psychology, behavioral, counseling or social work is required.

    SKILLS AND ABILITIES: 

    • Strong oral and written communications skills are required. Ability to lead project teams and workgroups and to develop effective working relationships with national and international working partners is required. The incumbent will be expected to exercise considerable ingenuity and tack in applying guidelines to unique and different settings, as the work is highly complex. Incumbent will be required to develop innovative methods to collect data more effectively and efficiently using new technology. Training and experience with MS Office and working knowledge and application of statistical analysis software such as SAS, STATA or R is required.
