    Deputy Commissioner - Policy, Quality Assurance & International Affairs

    Job Summary

    The jobholder shall be responsible for coordination, implementation, interpretation and review of customs laws, regulations, policies and procedures and departmental representation at national, regional and international forums/bodies.

    In addition, the role coordinates the departmental initiatives on Audits and QMS (Quality Management System) to ensure compliance with customs procedures. Further, the role is responsible for licensing of Customs bonded facilities, transit trucks and customs agents.

    Duties and Responsibilities

    • Oversee and directing the development, implementation, interpretation, application and advisory of Customs and tax legislations, policy guidelines & strategies in collaboration with relevant entities to enhance tax compliance and revenue collection.
    • Facilitate and coordinating the review and evaluation of existing customs and tax legislation and make recommendations for amendments.
    • Development and implementation of strategies, policies, standards, initiatives, innovations, automation and procedures of Policy, Quality Assurance & International Affairs.
    • Establish and maintaining linkages with relevant Government Agencies/ Departments, and local, regional and international stakeholders for effective Customs operations.
    • Oversee the national and regional fiscal budgeting process for the department, licensing of Customs agents, Customs bonded Facilities and Transit trucks.
    • Coordinate implementation on Customs audit recommendations and of Single Customs Territory.
    • Coordinate day-to-day operations, activities of departmental technical committee, implementing performance management systems, supervision and development of staff. 
    • Develop budgets, work plans, collection of revenue and ensuring efficient and effective utilization of resources
    • Foster positive corporate culture, ethics, change management and ensuring implementation of effective quality and risk management systems.

    Person specifications:
    For appointment to this job, the candidate must have:

    • A Bachelor’s degree in relevant social sciences, Business, Pure and Applied Sciences from a recognized and accredited institution.
    • A Master’s degree in a relevant field will be an added advantage.
    • Minimum of ten (10) years relevant experience, at least five (5) of which should be in senior and/or middle management levels.
    • Professional qualification and membership to a relevant professional body in good standing.
    • Meet the requirements of Chapter Six of the Constitution 2010.

    Deputy Commissioner, Revenue Monitoring

    Job Summary

    • This role is responsible for formulating and overseeing the implementation of policies, strategies and procedures for Customs revenue mobilization and administration within Nairobi & Other Regions.

    Duties and Responsibilities

    • Oversee the development and implementation of strategies, policies, standards, initiatives and procedures for revenue collection and mobilization within Nairobi & Other Regions including the Petroleum Monitoring portfolio.
    • Coordinate customs revenue collection activities in within Nairobi & Other Regions including the Petroleum monitoring portfolio.
    • Oversee waivers, refunds, auctions, warehousing, export processing and special economic zone functions.
    • Establish and maintain liaison and working relationships with local, regional and international stakeholders for effectiveness of revenue mobilization.
    • Design and implement tools for effective customs revenue monitoring and reporting.
    • Coordinate preparation of periodic statutory and revenue performance reports for the department.
    • Foster positive corporate culture and ensure implementation of effective quality and risk management systems.
    • Oversee and coordinate day-to-day operations, implementing performance management systems, supervision and development of staff.
    • Facilitate implementation of the work plans for the following corporate initiatives in the unit: Division: Audit, Integrity, QMS and Risk Management. 
    • Drive initiatives to improve ethics, culture and facilitate change management in the division.

    Deputy Commissioner, Cargo Scanning & Monitoring

    Job Summary

    • The jobholder shall be responsible for overseeing cargo scanning and monitoring operations, image analysis, rapid response units (RRUs), electronic cargo tracking, cargo reconciliation, and implementation of the National Integrated Scanner Solution within the Authority.

    Duties and Responsibilities

    • Oversee cargo scanning and monitoring operations, image analysis, cargo reconciliation and implementation of the National Integrated Scanner Solution within the Authority.
    • Coordinate acquisition, maintenance and decommissioning of scanners.
    • Coordinate Supervision of all Rapid response units (RRUs) and scanner filed operations.
    • Collaborate with relevant stakeholders on cargo scanning and monitoring.
    • Coordinate and implementing intelligence activities and reports.
    • Coordinate preparation of periodic statutory reports on Cargo Scanning & Monitoring.
    • Coordinate monitoring of all goods under Customs control which includes: issuance, maintenance, arming and disarming of seals.
    • Coordinate implementation of Regional Electronic Cargo Tracking System.
    • Coordinate day-to-day operations, implementing performance management systems, supervision and development of staff. 
    • Develop budgets, work plans, collection of revenue and ensuring efficient and effective utilization of resources.
    • Foster positive corporate culture, ethics, change management and ensuring implementation of effective quality and risk management systems
