    Mid Term Review (MTR) of Fairtrade Africa 2021-2025 Strategy

    Specific Outputs 

    • The MTRs findings and recommendations will be thoroughly discussed at FTA. The Consultants will complete and submit a draft final report in soft copy at the end of the assignment. Key stakeholders 
    • (Program Team representatives, MEL Team and the FTA Leadership Team) will provide comments on the Draft Final Report, based on which The Consultants will finalize the report. 
    • The consultant is expected to deliver:
    • An Inception report that articulates the overall requirements of the TOR including proposed  methodology, work plan with clear timelines, and division of labour where necessary;
    • Draft report on the implementation of the tasks defined in the TOR recommendations;
    • A validation workshop (virtual);
    • Mid-Term Evaluation Report;
    • A Power-Point presentation with the preliminary findings and recommendations.

    Duration and time frame

    • The mid-term evaluation shall be expected to be completed within 3 months from the start date from mid-April to end July 2023.

    Consultancy Competencies, Experience and Skill Requirements:

    • It is expected that this task will be conducted by a firm or a consortium of consultants combining 
    • international and local experts (see MTR Scope) with different skill sets and experiences including 
    • complex programme management, monitoring and evaluation, economics, agriculture, social science, or related fields. Demonstrate capacity to deliver MTRs in complex programmes implemented across countries in Africa including the 4 regions where FTA works. The Team with the following will have an added advantageexperience in ethical trade and sustainability, smallholder farmers and their organisations, workers’ rights in hired labour set ups, various export oriented agricultural value chainsand members with fluency in French.

    The Application Process 

    • Interested parties should submit a Technical and Financial Proposal. The Technical Proposal will focus on the consultant’s interpretation of the TOR, sharing of their relevant experience and the qualifications and experience of the proposed team members. It will also cover the proposed methodology, sampling frame and a draft workplan to deliver the task.
    • The proposal should be accompanied by a cover letter and include Two (2) references from organizations with whom similar scope and value proposed in this assignment has been undertaken. 
    • The Financial Proposal will focus on the cost to deliver the entire task including logistics and presented in Euros.

    Operations Manager- ECAN

    KEY PERFORMANCE AREAS
    Finance and Grant Management

    • Ensure effective planning and budget management and compliance to FTA and donor standards and procedures.
    • Monitoring income and workwith Programme Managers to review expenditure against budget.
    • Ensure compliance with all FTA and donor policies and procedures for financial, grant management and reporting.
    • Lead on regional risk management, identifying emerging risks and monitoring existing risks and identifying and implementing agreed mitigation strategies. 
    • Undertake compliance checks and ensure all relevant policies and procedures are implemented effectively across all operations and programmes. 
    • Monitor day‐to‐day financial management including banking, reconciliation, invoicing, debtor management, bookkeeping, retirements and petty cash.
    • Engage, support and when designated manage compliance initiatives and audits as prioritized by the Region and Secretariat.

    Programme and Funding Support

    • Ensure reporting systems and deadlines are in place and met to organizational and donor standards.
    • Initiate and monitor, MoU’s contracts and agreements with external suppliers/partners as well as manage supplier/partner relationships to ensure effective delivery of contractual commitments forproducers.
    • Ensure that funders are kept informed as required about activities, deliverables, and service outputs.
    • Build strong collaborative relationships and links with external agencies maximising the potential for increased partnership working resources and funding.
    • Explore new funding options, including tendering opportunities and lead or assist in the preparation of grant applications and bid writing for tenders.

    Membership and Communications

    1. Develop the membership strategy and marketing campaigns, materials, activities, and events to expand regional membership while supporting new and existing members.
    2. Ensure maximum member retention through effective membership processes and lead on annual membership renewals.
    3. Support to HoR in preparation and presentation of regional board and producer meetings. 
    4. Ensure the development and implementation of national and regional communication strategies and plans.
    5. Facilitate the identification of issues for regional and country advocacy initiatives.Monitoring and Evaluation 
    6. Engage in the development of M&E systems and ensure compliance with reporting requirements. 
    7. Ensure the evaluation of FTA’s regional impact, overseeing the analysis of data and reflection of trends, patterns, and organizational learnings.

    General Management 

    1. Ensure the management of premises and facilities, procurement, communication and IT systems, logistics and office supplies. 

    Qualifications

    • Bachelor’s degree in Business Administration, or related field.

    Experience and Knowledge

    • At least 5 years’ operational management experience, including budget management, supplier and contract management and M&E.
    • Experience in managing individuals and teams. 
    • Understanding of the NGO sector and related HR and legal requirements
    • Understanding and experience of institutional fundraising

    Skills

    • Excellent interpersonal and communications skills
    • Ability to prioritize and plan work activities, coping with a large and varied workload.
    • Demonstrable strategic thinking and leadership ability
