    Logistics Assistants

    Programme support:

    • Provides logistical support for project activities, including spray operations, transport, events such as workshops and meetings, etc.
    • Assists in managing the inventory, storage and timely disposal of used and irreparable materials, under the direction of the Supply Chain Coordinator
    • Works closely with site coordinators to ensure vehicles daily use sheet is completed accurately by drivers.
    • Ensuring regular follow up of the hired project vehicles in the filed plan for any requirement for programme activities in liaison with the County Coordinator and Supply Chain Coordinator.
    • Oversee the collection of used insecticide sachets/bottles and PPEs and ensure sorting and storage of the same inCounty central stores.
    • Plan and organize daily and weekly projections of logistics needs and movement.
    • Ensure regular restocking of insecticides and other materials is done on time and before stock runs out.
    • Verify completeness, accuracy and authenticate the ledger books at the operations sites stores.
    • Ensures adherence to MOH and VL’s COVID 19 mitigation measures.

    Required qualifications and Experience:

    • Minimum Vocational Diploma training in logistics, procurement, supplies and management.
    • At least 2 years’ experience in handling basic Logistic and procurement issues in an established organization.
    • Membership of a recognized Professional Body i.e., either CIPS – UK or KISM would be an added
      advantage.
    • A certificate of good conduct may be required.

    Knowledge, Skills and Abilities:

    • Additional professional training in procurement and logistics management preferred
    • Knowledge of USAID procurement rules and regulations a plus.
    • Demonstrated experience using Microsoft Office Suite applications including Excel, Word, and Power Point preferred.
    • Ability to understand and interpret policies and procedures as well as the ability to apply them with consistency in a variety of circumstances.
    • Good communication skills including spoken and written English and Kiswahili is preferred

    IT / mHealth Assistants

    Specific Responsibilities:

    • Setup of computers and peripherals in data centers
    • Computer maintenance and troubleshooting at the county data centers and offices
    • LAN support and troubleshooting
    • Monitoring electricity supply and engaging generator backup as needed
    • Monitoring internet connectivity across the two counties and providing the support needed
    • mHealth phones setup and support both in the office and at the operationssites

    Warehouse Assistant

    Specific responsibilities

    • To assist in overseeing daily operations of warehouse and maintain proper inventory records system at proper levels.
    • To ensure proper storage and identification of all items in the warehouse.
    • To inspect commodities received in the warehouse to verify quality and quantity of items delivered.
    • To keep track of receipts, issues records and withdrawals of all IRS related commodities in the Warehouse.

    Data Entry Clerks Team Lead

    Specific Responsibilities:

    • Ensuring data forms from all sites have been received and verified before entries
    • Ensuring the data center tracking sheet is updated daily and update the teams accordingly
    • Ensure timely entry of all data
    • Ensuring all forms are filed after entry
    • Monitoring the use of data center supplies (e.g., box files, clear bags)
    • Support data cleaning and ensuring it is done daily

    Sub County Monitoring, Evaluation and Learning (MEL) Assistant

    Specific Responsibilities:

    • Track the consumption of MEL tools including IRS stickers within the Sub County and alert County MEL Assistant
    • Ensure data from the field captures defined variables and is accurately captured in the database.
    • Work with the field teams to ensure data is verified at the data collection point before submission to the data center
    • Mentor field teams on project indicators to ensure defined variables are understood and captured correctly
    • Provide feedback to the field teams on data quality and follow up to ensure action istaken
    • Work with the field teams to ensure data errors are acted upon in a timely fashion
    • Participate and summarize reports of the weekly Sub County meetings
    • Ensure timely reporting on IRS related coverage situations
    • Support mhealth reporting as desired within the Sub County in collaboration with the IT assistant
    • Adhere to PMI Kinga Malaria MEL COVID19 guidelines

    Required qualifications and experience:

    • Training at degree level in biostatistics, Statistics, public health, epidemiology or IT related course with experience in MEL and or research.

    Environmental Compliance Assistants (ECA)

    ECA Programme support:

    • Work closely with the Environmental Compliance Specialist and County Coordinator, in strengthening and coordinating environmental compliance procedures and monitoring of IRS activities.
    • Ensure that IRS beneficiaries in the community and all seasonal workers receives IRS key messages
      and are well informed of what to do before, during and after their houses are sprayed.
    • Ensure that all operations sites are well branded with relevant warning signs and environmental safety procedures and are well equipped for fire safety and insecticide spill response if such cases arise.
    • Work closely with storekeepers to ensure all the occupational Health and Safety procedures are
      followed at all site stores and insecticide distribution centres including adhering to COVID 19
      mitigation measures by all personnel
    • Work closely with operation sites coordinators and supervisors to ensure insecticide mixing procedures are followed and that the insecticides containers are well rinsed, uncapped and well stored for disposal.
    • Ensure drivers are well sensitized on precautionary measures to take while transporting spray teams and/or the insecticide, and procedures to follow in case of an accident/incident.
    • Ensure health workers representatives from selected health facilities in Migori or Homa Bay are trained on how to handle any adverse reactions to the insecticide, and insecticide poisoning and any IRS related incidents/accidents.
    • Continual supervision of spray operations throughout the spray season and completion of smartphone-based checklists as guided by the revised IRS Best Management Practices (BMP) manual throughout the spray season.
    • Oversight of IRS solid and liquid waste management activities during IRS operations (waste handling, segregation, storage and transportation) to be sure that the wastes are managed responsibly.
    • Support the ECS in carrying out pre-spray and post spray IRS inspections and assessments in all
      operations sites in Migori or Homa Bay Counties.

    Experience:

    • Bachelor’s degree or Higher Diploma in Environmental Science, Public Health, Environmental health,
      or any other relevant field.
    • At least 2 years’ experience in supervising environmental compliance and occupational safety
      procedures.
    • Registration with EIK and/or NEMA or participation in EIA/EA activities is an added advantage.

    Knowledge, Skills and Abilities:

    • Additional professional training in Environmental Impact Assessment/Environmental Assessment, occupational health and safety or any other relevant field.
    • Demonstrated experience using Microsoft Office Suite applications including Excel, Word, and Power Point preferred.
    • Ability to understand, interpret and enforce compliance to the project’s environmental safety policies and procedures as well as the ability to apply them with consistency in a variety of circumstances.

    Specific Responsibilities

    IEC Assistants

    Specific Responsibilities:

    • Ensure strengthened partnerships and collaboration between MOH – sub county steering team and other like-minded partners working in the respective sub county.
    • Coordinate all mass mobilization activities in the respective sub county by ensuring that the sub location mobilizers coordinate their movement well and visit their assigned community social groups/ institutions.
    • Ensure mobilization activities are implemented as per the mobilization calendars and are well coordinated with spray calendars.
    • Collect and document success stories weekly from the field and ensuring that all those interviewed for success stories have signed consent forms, and forms clearly labeled and filed in the sites.
    • Take action photos daily capturing activities in the field, with special emphasis on spray activities,
      mobilization activities, mass mobilization, morning mobilization and end of day mobilization and include these in the weekly reports.
    • Submit weekly progress reports to the SBCC Coordinator capturing progress of mobilization activities, challenges experienced, lessons learned and successes
    • Together with the site coordinator and the site supervisors, train and orient both the sub location mobilizers and the mobilizers team lead on their key roles
    • Ensure that the mobilization team is actively involved in ensuring that all community members are aware about IRS and other malaria interventions carried out in the community
    • Ensure that the sub location mobilizers have materials to carry out their mass mobilization activities. E.g., megaphones, mobilizer pocket guide, reflector jackets, notebooks and pens
    • Ensure that the various operationssites are branded with banners at the entrance and have posted IRS stickers on major public areas and IRS SOP vehicles
    • Ensure that all the mobilizer team leads send data daily using the given format to their respective site coordinators
    • Ensure that the relevant data forms from the field are delivered to the sites promptly and verified
    • Ensure that completed mobilizer data forms from the field are filed accordingly in every operations site.
    • Ensure that all the forms received in the field are entered in ODK as prescribed by the program
    • Conduct quality control and assurance checksto ascertain community mobilization and communication work is done to agreeable standards and correct key messages are being given to the community.
    • Provide updates and analysis of key developments in targeted thematic areas.
    • Organize and participate in community sensitization activities and ensure that minimal or zero refusals to IRS is experienced.
    • Attend stakeholder meetings including chiefs barazas, church meetings, school visits, youth and women group meetings together with the sub location mobilizers on behalf of PMI Kinga malaria at the sub location and ward level and documenting the deliberations in the relevant data tools
    • Attend county commissioners’ weekly briefing, document deliberations and submit to the project officer
    • Pay special & focused attention to special groups that have been hard to reach e.g., fisher folk, gold miners, traditional wizards & boda boda riders by meeting their leaders and ensuring that their members are available to have their structures sprayed
    • Attend pre-natal health talks at the sub county health facilities to talk to pregnant women about IRS and other malaria prevention measures
    • Data entry of all the mobilizer forms from the field
    • Advocate for and ensure total adherence to MOH and project’s COVID 19 mitigation measures

    Required qualifications and experience:

    • Diploma in a relevant field plus two years’ experience in community development, public health, social sciences or other related discipline. Bachelor’s degree is highly preferred.
    • Knowledge in report writing and public speaking
    • Must have had two (2) years supervisory experience in community mobilization.
    • Must have knowledge of the social structures existing in the respective sub county
    • Good understanding of the terrain, the sub locations, and villages in the sub county

    Knowledge, Skills and Abilities:

    • Proven experience managing IEC and community outreach /mobilization activitiesfor local health programs is essential, experience with malaria prevention programs preferred.
    • Excellent interpersonal skills and ability to work as part of a team
    • Conversant and able to communicate in the English, Kiswahili and local language (Dholuo).
    • Advocacy related skills would be an added advantage.
    • Ability to work under pressure and independently with minimum supervision.
    • Ability to train on heath related issues.
    • Strong computer skills required
    • Report writing skills desirable

    Sub-County Finance Assistants

    Responsibilities:

    • Providing support to county finance assistants for vendor and payroll processing and data reconciliation
    • Compile team member payroll data and other records to ensure the timely and accurate disbursement of payments
    • Analyzing, researching, validating and correcting any payroll issues on a weekly basis
    • Responsible for correcting and resolving errors to avoid seasonal staff employees receiving incorrect payments
    • Responding to staff queries regarding payroll and vendor matters
    • Monitoring and, where necessary, escalating issues to avert errors
    • Processing payments and post-payroll activities, identifying errors and resolving them.
    • Reinforce payroll output transmissions communication and off-cycle requests at the field stations
    • Assist the finance teams within the organization by providing information and reconciliation reports
    • Identify and resolve general ledger posting queries
    • Assist in developing a database of all field staff involved in the allocated sub-county
    • Ensuring that the daily work logs are completed, signed and submitted by team leaders and supervisors.
    • Obtains and maintains personal information from operation sites spray teams which is used in administering their pay e.g., ID number, telephone numbers.
    • Collecting of financial data from field stations and verifying the accuracy of information/support documentations and reasonableness of costs.
    • Organize the financial document filing system and submit to the county finance assistant.
    • Assist in verifying and processing of payments
    • Provide high level of customer service to all staff and external vendors of the organization
    • Maintain strict confidentiality as it relates to all information.
    • Perform other ad hoc projects duties as assigned by supervisor
    • Always ensure adherence to MOH and VL’s COVID 19 mitigation measures.
