    M&E Lead

    REF NO; M&E L/02/2022

    Responsibilities

    • Lead the design and implementation of the project’s Performance Monitoring and Evaluation Plan based on USAID requirements.
    • Support local partner capacity to use the health management information system (, data collection tools, additional program assessments and analytic plans as necessary.
    • Ensure an effective data collection and analysis system is rolled out to all staff and partners to ensure the timely completion of M&E activities.
    • Ensure that systems developed capture appropriate cost and financial information to enable development and tracking of value for money indicators over the project, including bench marking information to analyze program effectiveness and cost effective inputs.
    • Establish robust data collection, management, and reporting systems for capturing and documenting data and relevant information on project activities and beneficiaries
    • Ensure that data collected from project activities and beneficiaries is used to inform programmatic decisions.
    • Facilitate Collaborating, Learning and Adapting (CLA) strategies to support the use of data and information from the M&E system for real-time decision-making to improve project implementation.
    • Conduct periodic supportive supervision, data review and Data Quality Assessments with county teams, partners, and communities.
    • Lead the documentation and reporting of assessments, lessons learned and best practices for dissemination to interested parties.
    • Design and coordinate Project Evaluations, Assessments, Operations Research and Other Studies as would be determined from time to time during project life cycle.
    • Provide guidance in documentation and dissemination of best practices and lessons learned.
    • Prepare high quality, accurate and timely project progress reports to management team, DONOR and other stakeholders.

    Qualifications

    • A Master’s degree in a relevant discipline, such as mathematics, statistics, informatics, or a related field with knowledge/skills of Geographical Information Systems and information technology.
    •  At least ten years of experience implementing monitoring and evaluating activities for complex programs in developing countries.
    •  Demonstrated experience in providing technical support, setting up and managing M&E systems that track performance as per the objectives of this activity (e.g. service integration and performance against each result area) and in the application of statistical methods and database management
    • Demonstrated analytical skills to use real time data to inform quick shifts in project implementation to improve quality and impact.
    • Strong writing and organizational skills for monitoring and reporting on project outcomes and impacts.

    HIV Prevention Technical Lead

    REF NO: PTL /02/2022

    Key Performance Areas:

    • Lead programme planning and innovation on HIV prevention services for project team, including adaptation of evidence- and/or science-based approaches.
    • Maintain oversight of prevention programming and ensure that project objectives related to the social, behavioral, and structural aspects, and targets are met.
    • Provide technical guidance, mentoring and capacity building on HIV prevention issues.
    • Lead development of HIV prevention tools and materials.

    • Manage and supervise Prevention team members on project.

    Qualifications and Experience

    • Bachelor’s degree or equivalent in public health, social sciences, social work, child development, education or related field. A Master’s degree will be an added advantage.
    • At least 8 years of work experience in designing, implementing, and managing HIV and sexual reproductive health-focused prevention services of similar sPIe and size, with experience in Lesotho highly desirable.
    • Demonstrated knowledge of and experience with PEPFAR programming, including HIV prevention and programming for adolescent girls and young women.
    • Familiarity with Kenya’s institutional, policy, and programming context for HIV.
    • Demonstrated skills in project reporting, preferably for PEPFAR funded programmes.
    • Demonstrated writing and presentation skills.
    • Experience managing the process of using mobile devices for client management and data collection.

    HIV Care and Treatment Lead

    Key Performance Areas

    • Deputize the Principal Investigator in oversight of the program and be responsible for any delegated functions
    • Provide technical leadership for the implementation of quality and efficient HIV/TB care and treatment services at all project supported health facilities
    • Design, coordinate, monitor and report on quality improvement strategies for care and treatment services
    • Supervise all activities for improving access and quality of HIV/TB care and treatment services
    • Plan and coordinate mentorship and coaching and continuous medical education (CMEs) for healthcare workers

    • Hold overall responsibility for achieving project targets in care and treatment services Provide technical support to health facilities and sub counties to meet set targets
    • Provide overall technical support and oversight for the integrated care and treatment services at facility and community levels in collaboration with CASCO and SCASCOs
    • In collaboration with the CASCO and SCASCOs, plan, design and conduct relevant trainings for healthcare workers involved in care and treatment
    • Ensure that care and treatment services comply with existing policies, guidelines and standards and promptly disseminate care and treatment policy updates and programmatic shifts to healthcare workers
    • Lead the development of private sector engagement strategy to facilitate ART drug refills at private outlets
    • Line manage care and treatment program officers
    • Represent the project at relevant TWGs

    Qualification and experience

    • Medical degree. MPH degree an added advantage.
    • At least five years’ clinical experience in HIV/TB care and treatment programs
    • Comprehensive knowledge and experience in HIV/TB management
    • Good working knowledge of HIV/TB programs, strategies, processes and techniques used to plan, develop, implement and evaluate results of HIV/AIDS programs.
    • Demonstrated computer skills in MS Office Applications and experience in strategic information management is an added advantage
    • Excellent written and oral communication and presentation skills, including report writing.
    • Demonstrated leadership and team-building skills.
    • Excellent communication and interpersonal skills including the ability to work effectively in a team.
    • Knowledge of USG programming policies, regulations and county health department procedures and practices.

    • Provide leadership and strategic direction to ensure programmatic and financial integrity of the project and to achieve rapid and sustained goals, objectives and targets

    Required Qualifications

    • 7+ years of experience managing HIV care and treatment programs at a regional or national level, including planning, designing, implementing, mentoring, and evaluating and documenting results
    • Exceptional written and oral communications skills in French and good written and oral communications skills in English
    • Strong technical and programmatic knowledge and experience in the following areas: HIV testing and linkage to care, HIV treatment, TB, PMTCT, , clinical laboratory support, routine viral load testing, HIV clinical monitoring systems, and health system strengthening.
    • Demonstrated capabilities in institutional capacity building and experience in working effectively with district, provincial and national government authorities
    • Experience in coordinating and collaborating with a broad set of stakeholders, including multi-lateral and international donors and local and international NGOs

    Project Laboratory Lead

    REF NO PLL/02/2022

    Key Performance Areas:

    • Prior experience with capacity building and clinical training of health personnel for improved service delivery in resource-challenged settings.
    • Responsible for technical leadership and oversight for the project team on efficient laboratory systems and networks for HIV and TB diagnostics, ensuring coordinated and efficient specimen sample collection and transfers, results transmission and reasonable turnaround times
    • Responsible for technical assistance and capacity building support to project program officers and facility laboratory personnel for expansion of quality laboratory services including improved access to laboratory diagnosis and monitoring through HIV testing, virologic monitoring, CD4 testing, early infant diagnosis (EID) and new innovative TB diagnostics to support provision of quality integrated HIV services at health facilities in liaison with County and Sub County Medical Lab Coordinators and NTRH lab department.
    • Provide oversight, technical assistance and capacity building to establish, strengthen and expand the laboratory network between project supported care and treatment facilities in Nairobi County.
    • Support capacity building and technical assistance to project program officers and facility laboratory personnel on reagent/commodity forecasting, quantification, procurement and consumption reporting in liaison with County and Sub County Medical Lab Coordinators, NTRH lab department and the national supply chain mechanisms.
    • Support capacity building and technical assistance to project program officers and facility laboratory personnel on laboratory related QA/QC, lab equipment maintenance and related service contracts in liaison with national laboratory reference labs and equipment vendors.
    • Work in close collaboration with the project management team and Nairobi CHMT and NTRH to strengthen laboratory systems and services to offer improved access to laboratory diagnosis and monitoring in support of provision of quality integrated health services.
    • Work in close collaboration with the M&E Lead to strengthen Laboratory Health Management Information Systems for commodity reporting at facility, sub-county and county levels and NTRH.
    • Represent the project team at technical/stakeholder forums with the county and national government, the donor agencies and other implementing partners on laboratory related matters.
    • Advise and ensure compliance with implement infection prevention and control, biosafety and biosecurity across project supported health facilities providing HIV and TB testing services

     Qualification and Experience:

    •  Degree in medical laboratory sciences or related qualification. Post graduate qualifications in medical laboratory sciences, public health or related disciplines will be an added advantage.
    • Minimum five years progressively responsible experience in implementing PEPFAR laboratory strengthening service delivery programs.
    • Proven track record of providing mentorship and supervision for strengthening laboratory services and training in quality improvement approaches.
    • Good knowledge on lab commodity management, reporting and LMIS, biosafety and biosecurity and quality control protocols
    • Experience working with MOH structures and personnel and good knowledge of laboratory related health systems strengthening.
    • Strong programming, management, technical and critical thinking skills to facilitate program implementation.
    • Excellent analytical, communication, presentation and report writing skills.
    • Demonstrated ability to work with efficiency and diplomacy, as part of a team effort
    • Computer literacy, particularly in the use of MS office.
    • Excellent skills in facilitation, team building and coordination.
    • Ability to multitask and meet tight deadlines in a complex implementation environment.

    Principle Investigator (PI)

    Responsibilities

    Strategic Leadership and management

    • Responsible for the overall planning, implementation and management of the project as well as the achievement of the goals and objectives of the project in a timely and cost-effective manner.
    • Ensure strong communication and coordination with all team and consortium members as a means to effectively achieve program objectives. Encourage transparency among and between consortium members to promote coordination and effectiveness.
    • Lead the planning of project activities and set high quality performance targets ensuring adherence to technical standards, AMURT regulations, best practices and donor guidelines.
    • Design strategies, partnerships and interventions to guarantee the project is gender and ability-sensitive and that AMURT and implementing partners are accountable to beneficiaries.
    • Primary point of contact and collaboration for the team and in-country stakeholders, including DONOR, implementation partners, government partners and other key stakeholders.
    • The PI should embrace the shared vision for the project and effectively manage available financial and human resources to make that vision a reality.

    Strategic Engagement and Donor Relations

    • Direct and oversee grant implementation, ensuring that all strategic objectives are met through proper design, staffing, implementation and quality assurance
    • Represent the program and AMURT to DONOR, Government of Kenya, UN agencies, implementing, technical partners and other appropriate bodies.
    • Ensure effective liaison with local government officials, local communities, donor representatives and other stakeholders as appropriate
    • Constantly look for more effective and efficient implementation and opportunities to increase impact

    Monitoring, Reporting, Documentation & Knowledge Management

    • Establish and maintain effective project reporting, evaluation, and communication systems.
    • Submit timely accurate and quality reports that meet donor requirements
    • Document and disseminate project best practices, lessons learnt and success stories

    Budget Management

    • Manage grant/project budget within approved spending levels and ensure accurate and timely financial reports to donors and AMURT.
    • Ensure grant/project expenses are reasonable, allocated as per assigned budget, prudent and spent in accordance with donor rules and regulations to ensure low risk audits

    Qualifications

    • A Master’s degree in social sciences, public health, medicine, management, business administration, or a related field.
    • Minimum of ten years of experience in a senior role leading a complex technical service delivery program of similar sPIe and dollar value.
    • Seven years of demonstrated experience in partnership building, especially with government representatives, donors, the private sector, and local community organizations.
    • Proven ability to manage technical assistance teams and ability to integrate teams of professionals around common goals
    • Familiarity with DONOR and PEPFAR programs, their history and their development; mastery of DONOR regulations governing such programs
    • Excellent managerial and operational experience, preferably in managing large donor projects involving coordination
    • Past experience of working with DONOR supported projects and knowledge of financial rules and regulations at a senior level.
    • Experience in developing program work-plans, budgets, managing implementation, staff and short-term technical assistance.
    • Excellent performance track record
    • Experience in integrating teams of professionals around common goals and motivating through visionary leadership.
