    Programme Management Officer, P3

    Responsibilities

    • Leads the development and supervision of GEF projects with the theme of POPs wastes and electronics, amongst others, by:
    • Leading in the identification, development and approval of high-quality new projects in line with UNEP strategic priorities and in response to the priorities expressed by governments and partners.
    • Establishing and maintaining the legal and operational delivery structure for projects, including preparing and submitting legal agreements with project Executing Agencies, leading on due diligence, capacity and administrative assessment of new project partners, and registering projects in UNEP internal project management and reporting systems including liaison with Regional Offices and UN Country Teams, and supporting closure of projects.
    • Supervising Executing Agencies to ensure delivery of projects to achieve Project Result Framework and expenditure targets, within agreed tolerances and in full compliance with fiduciary and other required standards, including providing support in annual work planning and budgeting processes, ensuring timely, high quality and transparent quarterly and annual reporting, and supporting specialized colleagues in ensuring audit and procurement standards and requirements are met. 

    Education

    • Advanced university degree (Master's degree or equivalent) in chemistry, environmental sciences, environmental management, waste management, earth sciences or a related field is required.
    • A first-level university degree (Bachelor's degree or equivalent) in the specified fields of studies in combination with two additional years of qualifying experience may be accepted in lieu of the advanced university degree with relevant combination of work.
    • Successful completion of both degree and non-degree programs in data analytics, business analytics or data science programs is desirable.

    Work Experience

    • A minimum of five years of progressively responsible work experience at the international level related to sound management of chemicals and waste and the electronics value chain and hazardous waste management sectors, is required.
    • Work experience in developing and/or implementing international environmental programmes in developing countries is required. Work experience in managing development projects on sustainability or to reduce electronics and hazardous waste pollution is required.
    • Work experience with Global Environment Facility or equivalent international projects cycle is required.
    • Work experience in working in, or with, the private sector on implementing upstream innovation and solutions in management of hazardous waste and / or the electronics value chain is required.
    • Two (2) years or more of experience in data analytics or related area is desirable.

    International Consultant for the Mid Term Review of GEF-7 Sustainable Cities Project in Brazil (10465)

    Specific tasks and responsibilities:

    • Coordinate, author and lead of the mid-term review for the aforementioned project in accordance with GEF and UNEP policies.
    • Overall responsibility for undertaking the review and preparing the final report in English.  
    • Undertake interviews with all key stakeholders, including in-person interviews in Brasilia and site visits in Florianópolis.
    • Evaluation of all elements of the project in accordance with UNEP Evaluation Office guidelines.
    • Ensure all deliverables adhere to UNEP Evaluation Office templates, where applicable. The consultant will develop mid-term review findings and recommendations based on sound evidence and analysis and clearly document these in the final reports. Information will be triangulated (i.e. verified from different sources) as far as possible, and when verification is not possible, the single source will be mentioned (whilst anonymity is still protected). Analysis leading to evaluative judgements should always be clearly spelled out.
    • The consultant shall base the findings of the mid-term and terminal reviews on the following: A desk review of: Relevant background documentation, inter alia:
    • Project document and appendices. This includes, among others, relevant workplans, budget and supervision plans, as well as any revisions introduced after approval.
    •  Theory of change, problem tree and logical framework.
    • Project reports, including: half year progress reports, project implementation reports (PIRs), expenditure reports, financial statements, audits, inventory reports, progress reports from collaborating partners, meeting minutes, relevant correspondence and Tracking Tool;
    • Evaluations/Reviews of similar projects.

    Interviews, both individual or in group, with, including but not limited to :

    • UNEP Task Manager (TM) and team members;
    • Project Manager (PM) and team members;
    • UNEP Administrative Officer (AO);
    • Project steering committee o Identified stakeholders, including governmental agencies and officials, representatives from technology and educational institutions, distribution utilities, banks, associations, and NGOs.
    • Other data collection tools: If needed, to be agreed between the Task Manager, the Project Manager and the terminal review consultant at the inception phase.
    • Performance indicators: Delivery of the three reports in accordance with the deadlines
    • Reports follow templates as shared by UNEP
    • Reports are considered high-quality (as determined by UNEP based on comparison with reports of other terminal evaluations and reviews)

    Qualifications/special skills

    • Academic: An advanced university degree in economics, environmental sciences, management, or a related discipline is required;
    • A first level degree with additional two years of qualifying experience may be accepted in lieu of an advanced university degree;
    • Minimum of 5years of technical experience on cities, including a strong background in urban planning, architecture, sustainability, green infrastructure.
    • Experience in the evaluation and monitoring of development projects in Latin America including assessments of project documents such as concept notes, progress reports, work plans, and financial documents (budgets and expenditure reports) is required,
    • Experience working on projects funded by the GEF, multilateral development banks, other bilateral funding entities, or projects implemented by UNEP is desirable.
