    Grants and Capacity Building Officer

    Job Responsibilities: 

    • Manage all the phases of the project’s sub-granting processes from award through close-out, including pre-award assessments, preparing sub-award agreements, and securing internal approvals, reviewing requests for disbursement of cash requests for accuracy and compliance with the sub-agreements and monitoring and evaluating sub-grantees performance. 
    • Determine capacity building needs for sub-grantees and work with various stakeholders (project leadership, programs, office of grants and contracts, finance, etc.) to design customized training packages, including post-training follow up and associated documentation. 
    • Develop and execute a targeted, risk-based, compliance review and monitoring plan for sub-grantees. 
    • Monitor sub-award periods and spending trends for sub-grantees and work with project teams to request and secure any modifications on a timely basis. 
    • Ensure that all required sub-grantees documentation is filed in the sub-awards management Information System (Salesforce) and ensure that copies of supporting documents for sub-grantees expenses are available for audit. 
    • Review monthly financial reports from the sub-grantees for compliance, accuracy, and completeness and make reimbursement requests. 
    • Support sub-grantees audit process and take action to resolve findings contained in audit reports, such as cost items questioned or unresolved. 
    • Prepare regular and ad hoc sub-awards management reports and analysis that are useful, efficient, and effective in supporting and informing decision making. 
    • Ensure that the sub-grantees adhere to the sub-award terms and conditions.  
    • Ensure effective channels of internal and external communications relating to sub-grants are established and respected. 
    • Ensure the timely administration of all sub-award closeouts

    Typical Background, Experience & Requirements: 

    • A bachelors degree in Business, Accounting, Finance, Management, Auditing, Economics, or related field plus a full CPA qualification. A masters degree will be an added advantage.  
    • A minimum of 3 years’ relevant experience in the NGO sector. 
    • Outstanding communication skills including interpersonal communications, problem solving, strong writing skills and fluency in English. 
    • Excellent report writing and presentation skills 
    • Detail oriented; high degree of accuracy and strong analytical skills. 
    • Ability to develop and implement training programs for multi-faceted audiences  
    • Ability to interpret funding regulations and develop implementing procedures. 
    • Experience in providing technical assistance to build organizational capacity of local organizations using tools such as organizational capacity assessments and Non-U.S. Organization Pre-Award Survey. 
    • In depth knowledge of United States Government grant and procurement regulations, systems, and procedures for managing complex grant programs with many partners and beneficiaries  
    • Advanced Knowledge of Excel, Word, Outlook, Business World, Salesforce, and other Microsoft Office products highly desirable.

    Director of Finance and Administration- USAID Kenya Digital Health Ecosystem Activity

    Responsibilities:  

    • Oversee day-to-day operational, administrative, and financial management of the project and teams. 
    • Establish, execute, and maintain financial systems and policies for the project to ensure project operations and finances are compliant with USAID and PATH Kenya policies and regulations as well as good financial practices 
    • Develop annual and other requested budgets for the project, including coordinating and reviewing partner budget inputs; track project expenditures to ensure spending is aligned with approved budgets.  
    • Analyze project (including project partner) expenses on a monthly and quarterly basis, including assessing and advising project leadership on cost-effective implementation approaches.  
    • Advise project staff on donor requirements, and facilitate training and mentorship on financial management, operational systems, and compliance-related issues. 
    • Support development of and regularly review financial reports, including burn rates, cashflow and expenditure projections and forecasting.  
    • Coordinate project inputs related to PEPFAR Expenditure Reporting and Human Resources for Health Inventory Reporting.  
    • Oversee procurement of goods and services and manage project equipment and supply inventory.  
    • Manage subawards/grants, consultants, and vendors providing goods and supplies to the project, including issuing and managing subawards/purchase orders/consultant agreements; reviewing invoices; and overseeing disbursements. 
    • Manage disbursements to communities and partners and monitor financial performance and progress toward objectives. 
    • Provide technical assistance and capacity building to project sub-awardees to enhance their financial management and reporting, procurement, accounting, and compliance processes. 
    • Review and audit sub awardees’ reports, budgets, expenses, and proposals to ensure compliance with award terms and USAID regulations. 
    • Maintain accurate and complete project financial records, in compliance with PATH Kenya and USAID regulations and records retention policies.;  
    • Coordinate project specific internal and external audits, pprepare required documentation for the audits and lead efforts to address project-specific audit findings and recommendations.  
    • Maintain and encourage effective linkages and strong coordination between technical and finance/operational project teams.  

    Required Experience  

    • Graduate degree (Master’s or higher) in business administration, finance, accounting or other relevant field. 
    • At least seven years of experience in operational and financial management of international development projects of similar size, including experience with funds management (including development and oversight of large, complex budgets), internal controls, accounting, and audits.  
    • Substantial experience with United States Government (preferably USAID award and financial management) required; experience with PEPFAR-funded programs preferred. 
    • Demonstrated expertise and knowledge of financial, regulatory, contracting, and compliance aspects of USAID-funded programming.  
    • Skills and experience with sub-awardee/grant management, including the evaluation of proposals, budget reviews, and grant monitoring.  
    • Experience building capacity of sub-awardee organizations in financial, administrative, and operations management.  
    • Demonstrated competency in managing geographically-dispersed teams, effective and rapid decision-making, and diplomacy/interpersonal skills; proven ability to work effectively with technical teams on financial and administrative tasks  
    • Strong skills and experience working with relevant software, such as Microsoft Office Suite, Excel, and Quickbooks. 
    • Experience working in Kenya preferred. 
    • Full professional proficiency in English, with excellent verbal and written communication skills.
