    The county has a rich history and folklore that makes it a favourite for cultural tourism. It was originally known as Chich Onuno (Onuno’s market) but it was renamed to Homa Bay by colonialists in 1925 because it was overlooking the then Huma Hills in Karachuonyo. Visitors from overseas pronounced Huma as 'Homa' and the residents adopted the name Homa Bay. Administratively, Homa Bay County has eight constituencies which also serve as Sub County administrative Units- Mbita, Ndhiwa, Homa Bay Town, Rangwe, Karachuonyo, Kabondo, Kasipul and Suba.

    Director Value Chain Development

    Duties and Responsibilities

    Duties and Responsibilities

    • In charge of coordinating blue economy projects and development in the County.
    • Initiating and implementing blue economy policies, programmes and strategies;
    • Monitoring the implementation of national Blue Economy agreements in the county;
    • Coordinating the strengthening of blue economy extension services;
    • Promoting co-operation between the in the blue economy sectors among local and international stakeholders;
    • undertaking cost effective research to advance national and sectoral blue economy priorities;
    • promoting lake front development programs;
    • Promoting water transport development initiatives in close working relationship with other interested parties and stakeholders.
    • promoting sustainable use of food based aquatic resources; and
    • harmonizing blue economy related technical training in liaison with relevant institution

    Qualification for Appointment

    • Be a Kenyan citizen.
    • Be a holder of Bachelor’s Degree holder in any of the following fields: – Fisheries, Zoology, Aquatic Sciences, Natural Resource Management, Biochemistry, Environmental Science, Biological Sciences, Food Science and Technology, Chemistry, Physical Sciences or any other equivalent and relevant qualifications from a university recognized in Kenya;
    • Knowledge of the Fisheries and Blue Economy development and management policies, Fisheries Act and other related statutes and international conventions; and shown merit and ability as reflected in work performance and results;
    • Master’s degree in the relevant discipline from a recognized institution is an added advantage;
    • Five year working experience in a relevant field;
    • Attended a Strategic Leadership Development programme from a recognized institution.
    • Demonstrated a thorough understanding of national goals, policies and development objectives and ability to align them to the County’s mandate;
    • Proven track record in networking and dialogue facilitation with private and public sector actors;
    • Demonstrated experience in capacity development;
    • Demonstrated experience in managing various stakeholders;
    • Be a good team player with exemplary leadership qualities, interpersonal, communication and collaborative skills.
    • A Strategic Leadership Management Course lasting not less than one(1) month from a
      recognized institution in Kenya;
    • Must be computer literate;
    • Be a person of integrity and in compliance with requirements of Chapter Six of the Constitution of Kenya 2010.

    Director Mining and Excavation of Mineral Resources

    Duties and Responsibilities.

    • To lead the development, implementation and maintenance of strategies to deliver profitable mining and geology services within the county;
    • To facilitate the mapping of mining opportunities and other extractable resources through partnership with relevant authorities and stakeholders in the county
    • Promote innovation and the use of leading-edge technology in the mining and geological prospects undertaken by the miners;
    • Develop clear policies to facilitate management and creating of environment friendly mining and excavation of natural resources in the county.
    • Ensure that the mine and its related surface and underground operations remain safe and efficient;
    • Provide technical knowledge and management skills at all stages of mining, and to assess the impact these structures have on their surrounding environment;
    • Assist miners develop new technology for extraction of materials from nature and processing them for additional value;
    • Ensure proper operation in mines;
    • Plan, operate, manage the extraction of valuable rocks/mineral and reclaim mines and mining facilities for both surface and underground mineral deposits to provide raw materials and energy resources needed to sustain modern civilization, at a maximum efficiency, least cost and under the safest condition and environmentally conscientious manner.
    • Assist miners know what the mine is going to be like in short-mid and long term, and of course, look for new ways to optimize processes using engineering
    • Develop strategies, business plans/budgets and business development to establish and grow the mining and geology sub sector into a profitable and successful business with a diverse capability profile, a depth of skills and professional personnel and an enduring level of client and partner/associate loyalty that fits in with the County’s overall strategy;
    • Create technical solutions for mine design, scheduling, costing and tracking problems. Typically working on a particular time or scale setting i.e. day to day schedule vs life of mine or the next blast vs. the whole mine design;
    • Ensure that miners extract minerals of interest from the ground following mining regulations, optimizing economics and dealing with social and environmental implications.

    Qualifications for Appointment

    • Be a Kenyan citizen;
    • Be in possession of Bachelor of Applied Science, Mining Engineering, Civil Engineering or any relevant degree from a University recognized in Kenya,
    • Minimum 5 years combined experience in mining production and engineering with knowledge of metallurgical processes of which one year of experience at a supervisory level;
    • Previous experience in the sector including evaluation of mineral properties, and financial, taxation is an asset,
    • Proven track record of leading and managing teams;
    • Ability to think strategically;
    • Highly developed interpersonal skills;
    • Motivation and organization skills;
    • Demonstrated team playing abilities
    • A strong network of mining industry contacts in Kenya;
    • Satisfy the requirements of Chapter six of the Constitution of Kenya 2010.

    Director Tourism Services

    Duties and Responsibilities.

    • Technical advisor on matters pertaining to and tourism;
    • Co-ordinating the implementation and review of county tourism policies; and tourism strategies, programmes and projects;
    • Facilitation of the county’s membership and participation in tourism related, national and international organizations, events and conventions;
    • Evaluating, Planning and implementing County Tourism issues in consultation with relevant Departments and Stakeholders;
    • Overseeing the enforcement of tourism regulations and legislation in consultation with relevant agencies;
    • Overall management in matters related to marketing; planning and regulation of tourism in the county;
    • Overall coordinator in relation to niche tourism development in the county;
    • Promotion of domestic tourism in the county;
    • Mapping and promotion of tourism opportunities in the county;
    • Undertaking tourism research and maintaining a depository of all data and information on tourism and tourism industry players within Homa Bay County;
    • Responsible for development of proposals for approval by the Chief Officer to source for funding from donors and other organizations to sustain Tourism projects and activities and
    • Any other duties as may be assigned from time to time by the relevant Chief Officer.

    Qualification for Appointment

    • Be a Kenyan Citizen;
    • Holds a Bachelor’s degree in any of the following; Tourism Management or Environmental Science or Environmental Management or Environmental Resources Conservation or Environmental Engineering or Bio-systems Engineering or Marketing or a related Bachelor’s degree from a recognized institution;
    • A Master’s degree in any of the respective fields from a recognized institution will be an added advantage;
    • Have relevant working experience of not less than 5 years in the relevant sector;
    • Attended Strategic Leadership Development Programme Course lasting not less than 6 weeks from Kenya School of Government or any other recognized institution;
    • Certificate in Computer Applications from a recognized institution;
    • Have good leadership and communication skills;
    • Have knowledge of Environment, Tourism and Wildlife related legislations and other statutes;
    • Demonstrate a high degree of professional and technical competence;
    • Be a person of integrity and in compliance with requirements of Chapter Six of the Constitution of
    • Kenya 2010 with requirements of Chapter Six of the Constitution of Kenya 2010.

    Director Irrigation

    Duties and Responsibilities.

    • Initiating formulation of policies and programmes for irrigation development;
    • Coordinating training of graduate engineers and technicians;
    • Supervising preparation of irrigation development programs;
    • Validating reports on socio- economic and environmental impact of irrigation development;
    • Promoting research and innovation in irrigation sector,
    • Carrying out monitoring and evaluation of irrigation programmes and projects;
    • Coordinating the planning, designing, construction, operation and maintenance of irrigation systems.

    Qualifications for Appointment

    • Be a Kenyan citizen
    • Bachelor’s degree in any of the following disciplines: – Agricultural Engineering, Agricultural and Bio-systems Engineering, Soil Water and Environmental engineering, Environmental and Bio-systems Engineering, Biomechanical and Processing Engineering or Soil and Water Engineering from a recognized institution;
    • Master degree in relevant field will be an added advantage;
    • Have relevant working experience of not less than twelve 5 years in the relevant sector;
    • Have attended a Strategic Leadership Development Programme lasting at least six (6) weeks from a recognized institution;
    • Been registered as an engineer with Engineers Registration Board (ERB);
    • Membership to a recognized professional body;
    • Certificate in computer applications from a recognized institution;
    • Demonstrated a high degree of professional competence and administrative capability required for effective planning, direction, control and coordination of irrigation engineering development programmes and projects;

    Director Investment

    Qualifications for appointment

    • Bachelor’s Degree in any of the following fields: –   Commerce, Business Management, Business Administration, Marketing, Economics, Cooperatives Management, Entrepreneurship or any other equivalent qualification from a recognized institution;
    • Master’s Degree in any of the following fields: – Commerce, Business Management, Business Administration, Marketing Economics, Cooperatives, Management, Entrepreneurship or its equivalent qualification from a recognized institution;

    Responsibilities

    • Guiding and supervising implementation of County policies, strategies and programmes on investment;
    • Coordinating investment functions of the County;
    • Providing technical guidance and advise in investment issues.
    • Coordinating results based planning and performance measurement in the Directorate,
    • Overseeing the development of microfinance and other financial institutions in the County through close working relationship with relevant entities and stakeholders;
    • Formulation, implementation and coordination of trade and investment policies, strategies and programmes in the County;
    • Coordinating research and development on emerging issues in trade and investment;
    • Monitoring and evaluating investment programmes and policies;
    • Preparing periodic and status report on investments in the county;
    • Coordinating county empowerment and other investment related funds in the county in close working relationship with other relevant county organs;
    • Developing investor and investment maps and linkages to grow investments in the county;
    • Ensuring that professional guidelines and standards on investments are adhered to;
    • Performing any other duties and responsibilities that shall be assigned by the supervisor from time to time
