    Human Resources Officer

    OBJECTIVES OF THE PROGRAMME

    The mission of the WHO country office ()'s is to build the capacity of Member States to manage a wide range of Health Programmes and interventions including health emergencies, to lead and coordinate the international health response to  contain health issues including outbreaks. The Country Support Unit (CSU) will oversee the function of this position. This  consists of the provision of high-quality, predictable administrative services (i.e. HR, Finance, work planning, grant  management) to the WCO including Emergency Programme during emergency response, as well as effective monitoring  of (and compliance with) SOPs, leading to continuous improvement and business process excellence.

    DESCRIPTION OF DUTIES

    • Provide HR policy advisory services to managers and staff, and advise on interpretation and application of HR  Policies, Regulations and Rules to guide Management actions and decisions
    • Coordinate HR services delivery within the WCO; manage and supervise the HR function ensuring that the HR Unit functions efficiently and effectively; build the capacity of the HR team to respond timely and professionally to the HR  needs of managers and staff members
    • Participate and provide support to Programme Managers in the preparation of HR Plans and Budgets, and manage the implementation of approved HR Plans to support normal Country Office operations as well as emergency  preparedness, response and recovery activities within allocated timeframes and budgets. Provide HR inputs in the  programme and WCO Programme Budget development processes.
    • Coordinate all position management actions including reviewing and validating of Post Descriptions, creation/establishment of new positions and update of existing positions in the HR Plan; ensuring positions are classified/revised/reclassified as appropriate and made ready for appointment or reassignment;
    • Manage the recruitment, selection, pre-boarding and on-boarding processes for staff, consultants, Special Service  Agreement, interns, etc., through Stellis, in a transparent and competitive manner, leading to timely sourcing,  selection and placement of required talent.
    • For WCO needs and under the supervision of the OO and the WR, coordinate with the Regional Office the sourcing and outreach efforts, roster management, targeted sourcing, use of stand-by partners, technical networks, NGOs,  UNVs and FMTs;
    • Ensuring speedy deployment of the right staff and international responders, in the right place, at the right time.
    • Provide orientation and induction support for all new employees, ensuring that they receive the needed assistance to  settle down to their jobs; oversee completion of mandatory trainings.
    • Brief new employees on their benefits and entitlements based on their contractual status.
    • Coordinate the administration of staff contracts by initiating relevant HRAPs in GSM for timely contract extensions/renewals or separations; manage all aspects of separation formalities to ensure that separated staff members are paid their final entitlements and pension benefits timely.
    • Provide regular information and briefings to staff on amendments and updates to the Organization's Policies, Rules   and Regulations governing contractual relationships, terms and conditions of service as well as salaries, benefits and entitlements.
    • Advise staff on HR issues offered by Global Management System (GSM), and support them to initiate and submit their Self-Service transactions to update their personal and family status in order to access their entitlements. Conduct training and build the capacity of staff members in the use GSM for HR Self-Service processes.
    • Provide guidance and ensure compliance across the office in the implementation of the Performance Management  and Development System (PMDS).
    • Act as Learning Focal Point (LFP) by coordinating the implementation of the Staff Learning and Development  initiatives. Provide information and analysis of WCO's training and learning needs, facilitate local training and participation of staff in the Regional training activities.
    • Perform all other related duties as assigned.

    REQUIRED QUALIFICATIONS

    Education (Qualifications):

    • Essential: University Degree in Human Resources Management, Business or Public Administration, Law, Social Sciences related to Human resources or related field, from an accredited/recognized Institution
    • Desirable: Advanced University Degree in HR, Business or Public Administration.

    Experience:

    Essential: At least two (2) years' relevant experience in human resources management and administration, at the national and international level. Demonstrated experience in the operational application of human resources management policies and practices, selection and recruitment, and the administration of benefits and entitlements is essential

    Desirable :

    • Experience of HR management in the field of emergency response situations
    • Microsoft office applications. God knowledge of Enterprise Resource Planning (ERP) systems.
    • Experience in project management, ideally in the UN system and/or a public health context.

     Skills:

    • Good knowledge of human resources management policies, practices and procedures and ability apply them in the normal country office setting as well as in the outbreak and emergency setting.
    • Ability to identify issues, formulate opinions for management consideration, make conclusions and recommendations.
    • A Commitment to implementing the goal of gender equality by ensuring the equal participation and full involvement of women and men in all aspects of work
    • Tact and discretion and proven ability to preserve confidential information

    Consultant – Health Inequality Monitoring Technical Writing

    Purpose of consultancy

    To contribute to the conduct of literature reviews and with technical writing of reports, papers and other communication materials related to health inequalities.

    Deliverables

    • Deliverable 1: Undertake two systematic literature reviews related to inequalities. 
    • Deliverable 2: Technical writing of analytical reports, papers, guidance, web pages, communication materials and other products related to health inequalities, including the World Health Statistics reports. 
    • Deliverable 3: Contribute to drafting of a second edition handbook on health inequality monitoring. 
    • Deliverable 4: Contribute to capacity-building (training workshops and eLearning course development) for health inequality monitoring.
    • Deliverable 5: Development of communication and presentation materials for the dissemination of health inequality monitoring products.

    Qualifications, experience, skills and languages

    Educational Qualifications:

    Essential:

    • University degree in Public Health, Epidemiology, Health Communication, Health Information Science, or related area.

    Desirable:

    • Advanced university degree in Public Health, Epidemiology, Health Communication, Health Information Science, or related area.

    Experience

    Essential:

    • At least 5 years of experience in performing systematic literature reviews in the area of health inequalities. 
    • At least 5 years of experience in writing technical reports and papers related to health inequalities, with at least 10 first-author papers published in peer-reviewed journals. 
    • Demonstrated experience in capacity-building for health inequality monitoring.

    Desirable:

    • Experience in interpreting health inequality data using a range of data sources on population health. 
    • Experience in developing communication and dissemination materials for different audiences.

    Skills/Knowledge:

    Essential:

    • Excellent written and verbal communication skills and attention to detail.
    • Knowledge of the topic of health equity and health inequality monitoring. 
    • Good knowledge of MS Office including SharePoint, Teams, Word and Excel.
    • Ability to work independently and remotely in multidisciplinary and multicultural settings.

    Consultant – Health Inequality Monitoring Analysis

    Purpose of consultancy

    To provide analytical expertise for global health inequality monitoring. 

    Deliverables

    • Deliverable 1: Conduct three analytical projects for health inequality monitoring, including data collation and preparation; analysis of datasets for inter-country comparisons of health and health-related outcomes across different sub-populations; analysis of geospatial data and disaggregated data using different type of data sources; and data visualization of results. 
    • Deliverable 2: Contribute to the technical writing of analytical reports, papers, guidance, web pages, communication materials and other products related to health inequalities, including the World Health Statistics reports.

    Consultant - Implementation Research

    Purpose of consultancy

    To provide technical expertise and guidance for the conduct of Operational/Implementation

    Deliverables

    • Task 1: Development of generic protocols for defining the factors associated with death in TB and TB/HIV patients: 
      • Finalisation of the research package in French and English. 
      • Technical guidance provided to the NTP of Niger for defining the risk factors of death in TB/HIV patients.
    • Task 2: Technical expertise provided to National TB programmes to conduct Operational research for evaluating TB treatment decision algorythm: 
      • Finalize the research package in French and English. 
      • Liaise with the data management group to develop associated REDCap generic Database.
      • Development of generic materials for the set-up of the research projects, their initiation and monitoring.
      • Provide implementation guidance to selected institutions/countries, such as Nigeria and Democratic Republic of Congo, who plan to use the research package and adapt it to their respective contexts.
      • Draft research protocols for submission to the WHO ethical committee. 
      • Develop a TDR website page for documenting this initiative and for serving as a platform where to find all generic documents that were developed (see the ShORRT initiative TDR page as reference -Draft report for corresponding section in the TDR report.
    • Task 3: Technical expertise to finalise the data analysis of the ETAP project (Social protection for TB patients) and RAFAScreen (TB screening in HIV and Diabetic patients): 
      • Data analysis: (i) to define key social determinants in TB patients. (ii) to define the most effective algorithms for TB screening in HIV infected patients and diabetic patients in Benin, Guinea and Senegal.
      • Draft study reports. 
    • Task 4: Contribute to TDR activities with the WARN-TB/CARN-TB and South-East African Regional Network for TB control by:  
      • Drafting and delivering training courses for strengthening research capacities of the NTPs. 
      • Providing technical guidance to the NTPs for the development and conduct of OR/IR projects.
      • Draft report for corresponding section in the TDR report.

    Qualifications, experience, skills and languages

    Educational Qualifications:

    Essential:

    • Advanced university degree in epidemiology, health economics, or any related field.

    Desirable:

    • PhD in epidemiology, health economics, or any related field.

    Experience

    Essential:

    At least 7 years of experience in the following areas:

    • Designing, conducting and analyzing the results of implementation research projects.
    • Support to national TB control programmes in LMIC.

    Desirable:

    • Experience with TB and HIV patients.
    • Experience in the development of generic protocols.
    • Experience working in West and Central Africa.
    • Experience/familiarity with the WARN-CARN-TB network.

    Skills/Knowledge:

    Essential:

    • Knowledge of TB disease and TB patient management and care.
    • Strong organizational skills.
    • Excellent writing skills. 
    • Ability to communicate effectively and good inter‐personal skills with a sense of diplomacy.

    Consultant - Early Childhood Development, Curriculum Development

    Purpose of consultancy

    To contribute to the development of competency frameworks, curriculum development, design of virtual learning materials, and design of operational guidance on how to strengthen pre-service education for different workforce cadres, to support nurturing care for early childhood development.

    Deliverables

    • Deliverable 1: Core content and common elements of available learning materials analyzed.
      Target date: 15 August 2023
      • Gather pre- and in-service training materials and audiovisual materials that are intended to build the capacity of the health workforce to promote nurturing care and analyze their content for core and common elements. 
    • Deliverable 2: Draft competency frameworks prepared, and country consultations held.
      Target date 31 October 2023
      • Organize consultation with governments, teaching institutions, and local actors to discuss the local needs for learning materials in selected countries.
      • Develop competency frameworks for different health workforce cadres defining core knowledge and skills to support nurturing care. 
    • Deliverable 3: Development of core content for inclusion in basic and continuing education in progress.
      Target date 31 December 2023
      • Design core content on nurturing care for early childhood development, for inclusion in basic and continuing education of the health work force.
      • Contribute to field testing of draft materials in selected countries. 

    Qualifications, experience, skills and languages

    Educational Qualifications:

    Essential:

    • Advanced degree in childhood development or child psychology, pedagogy, or education.  

    Desirable:

    • Certificate in curriculum development or teaching and learning methodologies.

    Experience

    Essential:

    • Over 10 years of relevant experience in the field of early childhood development.  
    • Experience in working with governments and stakeholders on capacity building of the early childhood workforce. 
    • Prior experience in developing or revising curricula for basic training institutions or higher education institutions. 

    Desirable:

    • Prior experience of working with a UN or similar agency. 

    Skills/Knowledge:

    Essential:

    • Excellent knowledge of the science of ECD and its practical translation.
    • Excellent knowledge of education methodologies and skills transfer.
    • Excellent writing skills.

    Consultant - Consultant (Strategy)

    Purpose of consultancy

    To provide analytical and technical views to identify Unitaid's strategy and funding priorities, identify/assess opportunities for strategic grant implementation, and provide strategic input on the design of Unitaid’s grants as well as grant implementation. 

    The consultant will design analyses on health products and their markets, cutting edge market impact/market-shaping approaches, and health systems to help guide the development of global health interventions.

    • At least 3 years of experience in health products analysis, such as: analysis of markets and competitive intelligence; forecasting or market models; financial modelling; analysis of design/impact of market-based interventions. 
    • Experience working in designing products/solutions for use, in resource-limited settings.

    Desirable:

    • Experience in pharmaceutical, biotechnology, and/or diagnostics industry (e.g., market access, regulatory, medical affairs, intellectual property).
