    Capacity Building of CBET Curricula Developers, Verifiers, and Assessors using the National CBET Manual and CBETA Standards

    Rationale of the Assignment

    1. Competency Based Education and Training (CBET) is a structured approach to training and assessment that is directed toward achieving specific outcomes. It is about assisting individuals to acquire knowledge, skills and right attitudes with a view to performing a task to a specified standard under certain conditions. The emphasis in competency-based training is on “performing” rather than just “knowing”. Competency is defined in terms of what a person is required to do (performance), the conditions under which it is to be done (environment) and how well it is to be done (standards). This can only be achieved by use of appropriate training methods that are practical oriented
    2. The skills development system in Kenya has been following a curriculum based on time-bound approach rather than demand driven approach. The summative evaluation in most of the courses through institutional based and end of school examination cycle is based on a centralized standard curriculum. The cycle does not adequately measure trainees’ ability and dictates training/learning process towards examinations as opposed to assessment of the attainment of skills and competencies.
    3. In response to the changing industry demands and increasing diversity of trainee needs, a fundamental redesign of the curriculum is necessary. Hence, the formulation and development of CBET Framework that forms the foundation for the new curriculum by the government of Kenya.
    4. As part of Technical assistance to the GoK, the ILO in Partnership with TVETA developed CBET manual to be used for capacity building of the Technical, Vocational Education and Training (TVET) practitioners for effective implementation of CBET programmes as well as aligning to Competency Based Curriculum (CBC) as offered in Basic Education. This consultancy therefore seeks the services of a qualified TVET practitioner to support in building the capacity of key CBET curricula developers, verifiers and assessors in Kenya.

    The Assignment has the following specific objectives:

    • To improve the capacity of TVET practitioners to deliver Competency based Education and Training Curricula.
    • To strengthen the capacity of TVETA’s departmental heads in regulating implementation of Competency based Education and Training in Kenya.
    • To support logistics around training delivery

    Scope of work

    1. The consultant will be expected toconduct atraining and build the Capacity of Technical, Vocational Education and Training (TVET) practitioners from seven counties namely Busia, Garissa, Kisumu, Mombasa, Nairobi, Trans-Nzoia and Turkana. The consultant is expected to achieve the following.

    Expected Deliverables

    The following are expected deliverables for this consultancy**.**

    1. Inception report detailing how the training will be conducted.
    2. Deliver training on each of the Learning Outcomes for each unit of competency (CBET Manual to be provided to a succesful candidate)
    3. Provide a comprehensive training report.

    Time frame

    1. The consultant should ensure that the operations are carried out within 25 days from the date of signing of contract. The consultant is expected to complete the assignment by 15th of March 2023

    Deliverable

    • Inception Report by 17th February, 2023
    • Training of 70 TVET Trainers on Digital content pedagogy by 20th February-13th March 2023
    • Final Report submission by 15th March 2023

    Desired competencies and Evaluation Criteria

    The consultant(s)/Firm should meet the following requirements

    • Proven experience in the TVET training and professional training in CBET approach CBET
    • Prior experience in working with UN and other International/National NGOs will be an added advantage.
    • Evaluation criteria: 1) Technical proposal - 50 Marks; 2) Qualifications and experience - Academic qualifications from a recognized university in the related field, preferably in the education sector or technical sciences - 5 Marks ; 3) At least 7 years’ proven experience in working with the education sector and developing curriculum, learning guides and assessment tools, preferably in a developing country - 20 marks; 4) Good knowledge and understanding of the education sector in Kenya and/or other developing country. Experience working with TVETA is required - 20 Marks; 5) Excellent research, analytical, and report writing skills in English - 5 Marks

    Only shortlisted Individuals shall be asked to provide referees and evidence of past work for similar assignments. Incomplete proposals shall not be evaluated.

    Consultancy Services to Facilitate Development of 5 Curricula in the Maritime Sector

    Rationale of the Assignment

    1. The KS4P project as part of its core research activities conducted a skills demand study in Mombasa, Busia, and Kisumu Counties to determine sectors that are underdeveloped in terms of training programs, yet they have high potential and demand in the market to provide jobs for youth. In this regard, the Maritime sector was identified as a priority sector in the three counties. The ILO in collaboration in collaboration with TVETA, Kenya Coast National Polytechnic, Kenya Maritime Authority (KMA), Kenya Wildlife Service (KWS) and Kenya Institute of Curriculum Development (KICD developed five occupational training standards. A validation workshop was conducted where 47 maritime stakeholders endorsed the training standards. These standards are in the following sub-sectors: Marine Electrical and Electronic Engineering for Level 6, Maritime communication systems for Level 6, Marine Journalism at level 6, Marine life conservation at level 6, Health and safety in Shipping Operations at Level 5.
    2. The ILO in partnership with TVETA, industry players in the maritime sector and Kenya Coast National polytechnic is therefore seeking the services of a curriculum development facilitator to utilize the 5 occupational standards to develop competency-based curricula.

    Scope of work

    The consultant will be expected to;

    1. Conduct a training and build the Capacity of TVET Trainers on how to utilize the occupational training standards to develop curricula.
    2. Facilitate the actual development of curricula
    3. Support in collection and documentation of relevant teaching and learning materials useful for training in the respective maritime programs.
    4. Work closely with the Kenya coast National Polytechnic and TVETA to ensure quality of the developed curricula and that they are approved by TVETA for roll out in TVET institutions.

    Expected Deliverables

    1. The following are expected deliverables for this consultancy**.**
    2. Inception report detailing how the training and facilitation of curriculum development will be conducted.
    3. Competency based curricula for the 5 selected courses in Marine Electrical and Electronic Engineering for Level 6, Maritime communication systems for Level 6, Marine Journalism at level 6, Marine life conservation at level 6, Health and safety in Shipping Operations at Level 5.
    4. Curriculum materials: Each curricula shall be supplemented by key training materials for the teachers/facilitators and trainees to be used during roll out and implementation of the courses. The training materials will be developed by Kenya Coast National polytechnic trainers under technical support of the Consultant, ILO to convene the parties and provide financial support. Kenya Coast National polytechnic will submit Curricula materials and documents in soft copies, ILO will produce the hard copies from the soft copies.
    5. Final Report: Consultant will submit a final report, in English, that includes: the final outputs

    Time frame

    1. The consultant should ensure that the operations are carried out within 35 days from the date of signing of contract. The consultant is expected to complete the assignment by 30th of March 2023

    Deliverable

    • Inception Report.
    • Training of Kenya Coast National Polytechnic Trainers
    • Facilitation of Curriculum development Workshops
    • Facilitation of Validation Workshop with Stakeholders
    • Final Report submission

    Desired competencies and evaluation criteria

    1. The consultant should meet the following requirements
      1. Proven experience in the Technical and Vocational Education training
      2. Proven experience in development of occupational standards, Curricula and learning content.
      3. Professional trainer in Competency Based Education and Training approach.
      4. The consultant must be a certified TVET practitioner.
      5. Prior experience in working with UN and other International/National NGOs will be an added advantage.

    The Evaluation Criteria:

    • Technical proposal: 50 Marks
    • Qualifications and experience:Academic qualifications from a recognized university in the related field, preferably in the education sector or technical sciences:5 Marks
    • At least 7 years’ proven experience in working with the education sector and developing curriculum, learning guides and assessment tools, preferably in a developing country : 20 Marks
    • Good knowledge and understanding of the education sector in Kenya and/or other developing country. Experience working with Polytechnics, TVETA and CDACC is required: 20 Marks
    • Excellent research, analytical, and report writing skills in English: 5 Marks

    Shortlisted Individuals/firms shall be asked to provide referees and evidence of past work for similar assignments. Other special conditions are:

    1. The Consultant shall sign a non-disclosure agreement with Kenya Coast National Polytechnic.
    2. The consultant may be subjected to vetting by relevant authorities, if necessary.

    Training of 70 TVET Trainers on Digital Content Pedagogy and Didactics

    Scope of work

    The consultant will be expected toconduct training and build the Capacity of 70 TVET trainers on digital learning pedagogies and didactics. The consultant is expected to achieve the following.

    1. The workshop agenda should highlight interactive sessions.
    2. Facilitate the workshop in English.
    3. The consultant in consultation with Kenya School of TVET adapt a practice-oriented training program for the technical trainers of selected TVET institutions. The training curriculum should also cover the following areas of training:
      • Instructors’ creation and maintaining of a welcoming learning environment where participants are held accountable to high behavioral and academic expectations while supporting one another to achieve the learning outcomes.
      • Instructors’ preparation and internalization of their facilitation resources and before teaching.
      • Instructor’s use of a variety of engagement strategies to shift the participation and think ratio of participants.
      • Instructor’s monitoring of participant learning by gathering and reflecting on information; for instance, how to change their instruction modes to respond to what they observe.
      • Preparation of the training materials necessary for the achievement of the learning objectives.

    Expected Deliverables

    The following are expected deliverables for this consultancy**.**

    • Inception report detailing how the training will be conducted.
    • Learning Outcomes for each unit of competency (an outline).
    • Detailed content of all the modules covered.
    • Comprehensive training report.

    Time frame

    The consultant should ensure that the operations are carried out within 25 days from the date of signing of contract. The consultant is expected to complete the assignment by 30th of February 2023

    Deliverable

    • Inception Report - 17th February, 2023
    • Training of 70 TVET Trainers on Digital content pedagogy - 20th February-3rd March 2023
    • Final Report submission- 10th March 2023

    Payment Schedule

    • 40% of the contract amount upon submission of an Inception Report.
    • 60% of the contract amount upon training of 70 TVET Trainers from TVET institutions and presentation of the final Report submission

    Desired competencies and Evaluation Criteria

    The consultant should meet the following requirements

    1. Proven experience in the training of Digital Pedagogy and Didactics.
    2. Proven experience in development of digital learning content.
    3. Proficient in ICT and have professional training in CBET approach.
    4. The consultant/firm must be certified by Kenya School of TVET and or a Trainer of TVET trainers.
    5. Prior experience in working with UN and other International/National NGOs will be an added advantage.

    Evaluation criteria:

    • 50 marks for - Technical proposal
    • 5 Marks for - Academic qualifications from a recognized university in the related field, preferably in the education sector or technical sciences.
    • 20 marks - for at least 7 years’ proven experience in working with the education sector and a Trainer of TVET trainers.
    • 20 marks - Good knowledge and understanding of the education sector in Kenya. Experience working with Kenya School of TVET is required.
    • 5 marks for excellent training and facilitation skills, research, analytical, and report writing skills in English.
