    Monitoring and Evaluation Officer

    SUPERVISOR:           Head of Programs

    DUTY STATION:         Head Office

    MAIN PURPOSE OF THE JOB

    Under the supervision of the Head of Programs, the M & E Officer will be responsible designing and overseeing all monitoring and evaluation (M & E ) activities, including ensuring full compliance with donor requirements, lead the program team in defining outcome indicators, developing data collection tools and methodologies and conducting program assessment and evaluation activities. The post holder will ensure the M & E component is well integrated at the program planning stage and regularly monitor project activities to ensure the desired impact.

    DUTIES AND RESPONSIBILITIES

    • Facilitate, design, and conduct data collection and monitoring exercises on a regular basis to support the monitoring, evaluation and reporting of YWCA Kenya programs using primary or secondary data sources, including undertaking regular field visits.
    • Undertake and facilitate the implementation of the M&E plan, regularly revising and updating performance questions, indicators, methods, and formats.
      Coordinate and ensure the quality of baseline, mid-term, and end-term surveys for all projects.
    • Develop data quality assurance processes to ensure validity, timeliness, proper analysis and reporting of all data collected.
    • Ensure the program planning tools, including work plans and log frames, are accurate during program development development.
    • Promote a results-based approach to M&E, emphasizing results and impacts.
      Lead, prepare and support the program team in producing consolidated quarterly and annual progress reports in accordance with approved deadlines and reporting formats.
    • Monitor development and implementation of program activities included in the annual work plan, focusing on results, impacts, documenting success stories and lesson learning.
    • Conduct regular monitoring & evaluations of YWCA Kenya’s implementing partners, including Community Based Organizations CBOs).
    • Identify best practices and develop case studies to capture and promote qualitative results of YWCA-Kenya programs.
    • Ensure timely submission of quality internal and external narrative reports.
    • Identify problems with the M&E system and modify the system as necessary.
    • Ensure that staff are receiving adequate support to be able to implement their M&E functions.
    • Create a knowledge management strategy and framework.
    • Organize and provide refresher training in M&E for staff.
    • Any other duties assigned by the supervisor from time to time.

    JOB SPECIFICATION AND OTHER INFORMATIN RELATED TO THE JOB

    Level of Education/Academic qualification

    • Bachelor’s degree in Social Sciences, Project Management, Research or related discipline.
    • Master degree will be an added advantage

    Other Competencies/abilities/skills required

    • Experience in producing good quality documents for different audiences and managing the available GBV system
    • Proven skills in data management with concrete knowledge of M & E tools
    • Computer literacy
    • Strong communication skills: oral, written and presentation skills in English and Swahili
    • Knowledge, skills and experience in participatory survey or research methods
    • Report writing skills

    Relevant Job experience

    • At least 5 years’ experience in Monitoring and Evaluation role, preferably in the NGO sector.
    • Experience in using various quantitative methodologies for data analysis including analysis using statistical tools such as Ms. Excel, Google sheets, SPSS or STAT
    • Experience in conducting program evaluations, including designing data collection tools/instruments, data visualization and presentation and successfully drafting M & E technical reports
    • Proven experience in performance measurement, including indicator selection, target setting and developing M & E and performance monitoring plans.
    • Ability to frequently travel across the country for data collection and monitoring exercises.

    Legal Protection Officer

    SUPERVISOR:           Head of Programs
    DUTY STATION:         Head Office

    MAIN PURPOSE OF THE JOB

    To provide and facilitate legal, technical, institutional and related services to the YWCA USAID project on matters around protection and empowerment of women, adolescent girls and children.

    DUTIES AND RESPONSIBILITIES

    • Offer legal and technical counsel on matters affecting women, adolescent girls and children.
    • Implement protection policy and procedures
    • Encourage good practice by promoting and championing protection of women, girls and children
    • Raise awareness of the protection officer to beneficiaries
    • Raise awareness of the Code of Conduct for working with children, girls and women involved in the project
    • Challenge behavior that breaches the Code of Conduct
    • Draw, peruse, complete and interpret legal documents on behalf of the YWCA
    • Draw and respond to court matters affecting women, girls and children
    • Keep abreast of developments in the relevant field and advising without lapse
    • Maintain a register of all project contracts where the Organization is party
    • Maintain confidential records of reported cases and action taken
    • Submit reports detailing the Organizations legal risks and management strategy for the same
    • Take up any other duties assigned by the supervisor from time to time.

    Project Officer

    SUPERVISOR:         Project Coordinator
    DUTY STATION:       Head Office

    MAIN PURPOSE OF THE JOB

    To implement the Young Women Christian Association Kenya (YWCA’s) strategic plan within the assigned thematic area.

    DUTIES AND RESPONSIBILITIES

    • Provide exceptional support to the Project Coordinator in developing annual work plans and monitoring their execution against the project baseline, including activities, deliverables, schedule, and associated costs, and ensure achievement.
    • Initiate and participate in developing, implementing and evaluating operational management plans, budgets and business process improvement programs aimed at improving efficiency and effectiveness.
    • Prepare technical and financial reports in consultation with Finance and project team members for timely reporting to Management and donors.
    • Ensure effective communication and collaboration between Project, Communication and Administrative Teams.

    • Prepare necessary documentation and execute project sub-agreements, memoranda of understanding, consultancies, ensuring full compliance to establish institutional policies and processes, monitor their implementation, and ensure smooth closure of contracts.
    • Contribute towards management of stakeholder expectations; tracking and monitoring of project deliverables, including monitoring of the project variables (cost, effort, scope, etc.) against the project work plans.
    • Develop and implement effective and efficient tools for project tracking to monitor and report on all activities.

    Project Coordinator

    SUPERVISOR:            Head of Programs
    DUTY STATION:         Head Office

    MAIN PURPOSE OF THE JOB

    The position is responsible for facilitating the implementation of YWCA’s branch programs and general secretariat activities. The person will be responsible for mobilization, coordination, implementation, management, administration, monitoring and evaluation. He/She will also be responsible for ensuring regional documentation, sharing of experiences and lessons that enhance regional impact and provide accountability to headquarters, partners and other stakeholders.

    DUTIES AND RESPONSIBILITIES

    Leadership

    • Coordinating activities with various projects partners and interface with National and County government authorities and other stakeholders.
    • Represent YWCA in meetings, forums, seminars and conferences that are related to the YWCA’s project specific work.
    • Develop strategic links and collaborations with other local, national and international organizations to deliver common goals relating to campaigns in areas around the protection and empowerment of women, adolescent girls and children

    Program Management

    • Based on YWCA’s thematic areas, the incumbent will develop branch programs and projects that will facilitate branch and national level initiatives and interventions.
    • Provide oversight on project planning, implementation and review.
    • Design, plan and facilitate the implementation strategies, agendas and campaigns that support branch program, activities and initiatives.
    • Responsible for strengthening the management and directing the project including the planning and monitoring of the project in collaboration with the partners.
    • Ensuring the technical quality of implementation of activities and accompany the teams in the field.
    • Management and coordination of field operations ensuring compliance with program policies.
    • Responsible for feedback and accountability of projects at the branch level.
    • Coordinate the development and implementation of budgets, and ensure control for branch activities.
    • Develop strategies with emphasis on accountable governance, inclusion and participation.
    • Facilitate the production of quality, accurate and timely program reports and documents as per the agreement, requirements and schedules/work plans

    Resource Mobilization and Fundraising

    • Ensure availability of accurate regional data and information to support the development of concept papers and funding proposals.
    • Facilitate documentation and documentation of the impact of branch initiatives

    Research, Advocacy and Capacity Building

    • Facilitate research and study on specific contextual issues affecting the lives of women in the branches, identify branch advocacy issues and make available useful information for the effective advocacy.
    • Build the capacity of members and staff around advocacy issues, facilitate and lead the regional advocacy initiatives
    • Support programs to undertake research on policy matters, build case studies and assist in conducting operations research to inform program work and agendas.
    • Facilitates YWC’s capacity building work among membership by analyzing specific needs and organizing relevant capacity building programs

    Branch Financial Management

    • Prepares and administers branch budgets
    • Responsible for branch budget monitoring
    • Ensure financial accountability to Head of Programs

    Monitoring and Evaluation

    • Ensure timely submission of data needed for proposal development
    • Ensure that all the requisite monitoring and evaluation tools and templates are used appropriately
    • Ensure that lessons or outcomes are shared with respective officers in a timely manner
    • Facilitate timely development of activity reports arising from branch operations
    • Read and review the reports and documentation to ensure they are of adequate quality in content and language.

    Management of staff

    • Responsible for supervision and management of direct reports
    • Provide leadership, mentorship and capacity building to staff
    • Maintain an effective, committed and motivated staff team and ensure that staff issues are addressed in a timely manner
    • Handle grievances and disciplinary issues in a timely manner
    • Undertake performance appraisal/evaluation of direct reporting staff

    Any other duties that may be assigned from time to time.
