    Internal Audit Committee Member

    Job Description

    JOB REQUIREMENTS

    INVITATION FOR APPLICATION FOR THE COUNTY ASSEMBLY AUDIT COMMITTEE MEMBER

    Pursuant to section 155(5) of The Public Finance Management Act, 2012, Public Finance management (County Government) Regulations, 2015 section 167 and Audit Committee Guidelines for County Government. The Elgeyo/Marakwet County Assembly wish to fill ONE position of Member County Assembly Audit Committee as follows;
    To be appointed as Member of the audit committee one should

    • Hold a degree from university recognized in Kenya
    • Have progressive working experience of not less than 5 years
    • Member of a professional body in good standing
    • Have knowledge in public service/devolved system of government
    • Be persons with integrity and in compliance with requirements of chapter six of the Constitution.

    Terms of Appointment

    • Members of audit committee shall be appointed for a term of 3 years on part time basis and shall be eligible for re-appointment for a further one term only.
    • Despites paragraph (a) above, after expiry of every term at least one third of the committee shall retire and not be eligible for re-appointment
    • The term should only be extended after performance of the member has been reviewed
    • Applicants should not be past/present employee /agent of Elgeyo/Marakwet County or political office holder.

    Senior Commissionaire

    JOB GRADE CASB 9

    Duties and responsibilities will entail: undertaking all the Chambers and ceremonial duties; in-charge of housekeeping and estate management; liaising and coordinate with other security agencies during committee’s tours and facilitation of committee duties; coordinating security within the County Assembly; controlling all the vehicle traffic and their parking; screening and issue of entry badges to visitor; storing visitors baggage and ensure safe keeping, enforcing dressing code, patrolling of offices car park, lounges, maintaining members attendance register.

    Requirements for Appointment

    For appointment to this grade, a candidate must:

    • Have Served in the grade of Security Warden II/ disciplined forces or in a comparable position for a minimum period of three (3) years.
    • Be in possession of a First Aid certificate and possess an exemplarily service certificate.
    • Have shown merit and ability in work performance and results and
    • Diploma in relevant discipline from recognized institution.

    Sergeant at Arms I

    JOB REQUIREMENTS

    JOB GRADE CASB 8

    Duties and responsibilities;
    Ensuring proper housekeeping of the chamber; coordinating security surveys; ensuring supervision of gardening standards; coordinating security matters; controlling of authorized parking; ensuring fire prevention and safety measure are put in place; controlling admission/booking of visitors/guests, contractors and suppliers, Allocation of mail to MCAs, Screening of strangers & Issuance of entry badges, Storage of strangers baggage’s, Prevent removal of institutional property without proper and authorized documentation, Handling of telephone services, Perform periodical security night duties

    Requirement for Appointment

    For appointment to this grade, a candidate must: -

    • Have served in the disciplined forces for a period of not less than five (5) years with exemplary service.
    • Diploma in relevant discipline from recognized institution.
    • Have certificate in firefighting and first aid; and
    • Possess an exemplarily service certificate.

    Senior Internal Auditor

    JOB GRADE CASB 5

    Duties and Responsibilities

    This is the highest grade for this cadre. An officer at this level will be responsible functionally to the Clerk and administratively to the Board for efficient management and administration of the Department. Duties and responsibilities entails: -
    Planning and coordinating internal audit activities; ensuring adherence of accounting procedures; developing and reviewing audit management systems; verifying final audit reports/queries on financial statements; directing and monitoring audit inspections of the County Assembly’s records; reviewing audit programmes and work plans for the County Assembly; validating annual audit reports; verifying the accuracy and disclosures in financial statements; evaluating and documenting audit evidence; and ascertaining the adequacy of the County Assembly’s internal control and providing remedial advise.

    Requirements for Appointment

    For appointment to this grade, an officer must: -

    • Have served in the grade of Internal Auditor I or in a comparable position for a minimum period of ten (10) years with proven experience.
    • Have Bachelors degree in any of the following disciplines: - Commerce (Accounting/Finance option), Economics, Mathematics, Statistics, Business Administration or its equivalent qualification from a recognized institution. Master’s degree in any of the following disciplines will be an added advantage: - Commerce (Accounting/Finance option), Economics, Mathematics, Statistics, Auditing, Business Administration or its equivalent qualification from a recognized institution.
    • Have a certificate in Leadership Course from a recognized institution.
    • Be a registered member of any of the following professional bodies: - Institute of Internal Auditors (IIA), Institute of Certified Public Accountants of Kenya (ICPAK) or Certified Information Systems Auditor (CISA).
    • Have a Proficiency in computer application skills and demonstrate proficiency in computer use and applications.
    • Have demonstrated managerial, administrative and professional competence.
    • Demonstrated professional competence and management capabilities as reflected in work performance and results.
