    Regional Migration Health Nurse Coordinator (P)

    Responsibilities

    • Establish and maintain an optimal workflow, efficiency, and client satisfaction in all migration health assessment nursing and clerical activities in the region to fulfil the technical requirements of the resettlement countries, including but not limited to: 
    • Medical examinations
    • Imaging
    • Laboratory testing
    • Vaccinations
    • TB management
    • Treatment and referrals
    • Pre-departure procedures and medical movements
    • Counselling
    • Infection prevention and control
    • Documentation, certification and information transmission
    • Other technical areas as may be required
    • Provide technical advice and coordination for vaccination programmes across regional HAP operations, including vaccine policy implementation, operational oversight, performance monitoring, and alignment with global MHD vaccination strategies.
    • Backstop and monitor resource management in Health Assessment Programmes (HAP) in the following areas:
    • In coordination with DRHAPC, recommend staffing levels for nurses and support staff, contribute to the harmonization of grades and post descriptions, and provide advice to senior regional MHD colleagues and the Chief Migration Health Officer (CHMO) on optimal staffing levels and organization of nursing and support staff.
    • Participate in recruitment of nurses, especially in leadership positions such as Migration Health Nurse Officer (MHNO) and/or Senior Nurses.
    • Promote and support the use of the Medical Inventory Management System for medications and medical supplies in collaboration with pharmacists, MHNO/senior nurses, and CMHO in the Region.
    • Provide regional oversight of cold chain systems, including equipment standards, temperature monitoring, contingency planning, and corrective actions.
    • Coordinate with pharmacists, supply chain colleagues, and country teams to ensure end-to-end vaccine availability and integrity, including during surge and mobile operations.
    • Design, apply, and oversee regional monitoring and evaluation tools for vaccination programmes, including analysis of vaccine coverage, consumption, wastage, refusal rates, and cold chain performance across countries.
    • Consolidate and analyse regional vaccination data and prepare regular regional reports for DRHAPC and MHD Headquarters (HQ), highlighting trends, risks, and corrective actions.
    • Facilitate the development of an Asset Management System related to medical equipment, in coordination with relevant stakeholders.
    • Assist DRHAPC in budget reviews towards the adequacy of human and material resources for programme implementation.
    • Maintain an optimal staff flow, including the allocation to routine duties, staff leave planning and work handover in regional mobile unit.
    • Promote the implementation of best practice standards as they relate to nursing activities within HAP operations by developing and instructing best practice guidelines, evidence-based clinical standards, and supporting the development and implementation of standard operating procedures as they relate to nursing practice.
    • Coordinate and facilitate nurse education programs, using a variety of learning techniques, including:
    • Develop entry-on-duty and refresher training programmes and guidelines/Standard Operating Procedures (SOPs) for nurses in the region.
    • Oversee the development and delivery of vaccination-specific training, including safe administration practices, cold chain management, Adverse Event Following Immunization (AEFI) recognition, documentation standards, and counselling.
    • Organize in-house and external training and keep track of nurses’ engagement in training and continuous medical education.
    • Coordinate clear communication strategies for the sharing of clinical practice resources and information to support HAP operations.
    • Monitor clinical practice across HAP operations using standardized auditing tools and provide feedback on clinical and workflow performance, in respect of principle nursing procedures. Suggest corrective actions while analyzing and disseminating best practices.
    • Serve as Regional Infection Prevention and Control (IPC) Officer; support the implementation of IPC standards in IOM medical facilities; contribute to the development of such policies.
    • Coordinate and oversee AEFI surveillance at regional level, ensuring standardized reporting, investigation follow-up, and escalation pathways in coordination with CMHOs and MHD HQ.
    • Monitor epidemiological trends relevant to vaccine-preventable diseases in HAP populations and advise DRHAPC and CMHOs on operational implications for vaccination delivery, in alignment with global policies.
    • Coordinate and implement a sound monitoring system of medical document flow and data entry; perform routine spot checks and apply quality assessment/quality control mechanisms to ensure errors are minimal in the relevant databases.
    • Ensure that pharmacy, stock, medical kits, and emergency kits within the Region and for medical escorts, if applicable, are being monitored; perform spot checks to ensure that they are well maintained.
    • Assess and recommend purchase of medical supplies; monitor inventory of medical supplies and verify that all Migration Health Assessment Clinics have clear SOP’s regarding medical supply procurement.
    • In coordination with the Regional Medical Movement Coordinator, support regional pre-departure health activities, including oversight of treatment and pre-embarkation fitness-to-travel assessments as required; ensure appropriate documentation and reporting; support follow-up actions for cases placed on medical hold after health assessment; and provide regional technical guidance on the management of Sexually Transmitted Infections (STIs) and tuberculosis treatment, including Directly Observed Therapy (DOT), in coordination with country-level teams.
    • Prepare and finalize medical and administrative reports and program updates as necessary; report any inconsistencies or issues on the regional level to relevant CMHOs and DRHAPC.
    • Plan and organize mobile or surge missions, if applicable, and supervise communication with the non-IOM panel physicians with regard to the follow-up on the cooperation with non-IOM Panel Physicians in PDMS procedures, surveillance, fitness for travel, the vaccination process, and the service provider agreements with non-IOM Panel Physicians and service providers.
    • Provide technical and administrative support to the DRHAPC and/or relevant CMHOs in the planning, coordination, and delivery of all regional migration health programmes. This includes the collation and consolidation of data, information, and operational plans related to programme implementation across the region, and the translation of these inputs into coordinated regional action plans.
    • Contribute to technical medical oversight, planning, monitoring, and follow-up of IOM migration health assessment programmes in the region, including surge missions, temporary deployments, and activities conducted in remote or non-routine locations. Ensure that these programmes meet the technical requirements of resettlement countries, including standardization and the application of Quality Assurance (QA) and Quality Control (QC) across all aspects of the medical examination and documentation process:
    • In particular, support the planning and coordination of regional health assessment activities for surge or remote operations, in collaboration with Heads of Migration Health Assessment Centres and relevant country teams, ensuring appropriate coverage in locations without permanent IOM MHD presence, as well as cost-effectiveness, monitoring, and performance oversight in coordination with the DRHAPC.
    • Coordinate, and perform if needed, the medical escort duties when required to ensure migrants receive continued care throughout all phases of migration (before departure, during the journey and at the final destination).
    • Establish and maintain collaborative relationships with various partners to facilitate the follow-up and relevant information sharing. Partners include internal IOM departments, other health providers, panel physicians, embassies, other UN agencies or Non-Governmental Organizations (NGOs)  and others as applicable.
    • Prepare, compile, and finalize relevant survey and statistical information and share with the DRHAPC as per pre-set and agreed-upon format.
    • Perform other duties as may be assigned.

    Required Qualifications and Experience

    Education

    • Master’s degree in Nursing from an accredited academic institution with five years of relevant professional experience with at least two years in a management role; or,
    • University degree in the above field with seven years of relevant clinical experience with three years in a management role.
    • Accredited Universities are those listed in the UNESCO World Higher Education Database.

    Experience

    • Working experience in the areas of Tuberculosis management, mass immunizations, communicable diseases, laboratory testing, or public health is an advantage;
    • Demonstrated experience in implementation of QC/QA principles is mandatory;
    • Experience in developing guidelines and instructions for nursing services is desirable;
    • Knowledge and experience of using IOM Databases and Application is an advantage; and,
    • Previous international experience in HAP is a distinctive advantage.

    Skills

    • Nursing experience in international and national settings; 
    • Involvement in review and accreditation of nursing degrees and diplomas; 
    • Demonstrated senior-level managerial skills are mandatory; and,
    • Computer literacy required: MS Office suite (Word, Excel, Access).

    Regional Thematic Specialist (Humanitarian Response and Recovery) (P)

    Responsibilities

    Leadership, Advocacy, and Representation:

    • Strategic Direction: Lead and manage the RO Humanitarian Response and Recovery Unit in the delivery of regular thematic guidance and technical support to COs in the contextualization of the Strategic Plan.
    • Advocacy and Representation: Assist and provide strategic advice to the DRD for Operations by articulating IOM's Strategic Plan to external stakeholders or in fora, discussions, and platforms, based on HQ and Global Offices' (GOs) guidance.

    Technical Support and Capacity Building:

    • Technical Assistance: Lead the RO Humanitarian Response and Recovery Unit's delivery of technical assistance on thematic and cross-cutting priorities based on identified or requested needs in collaboration with HQ and COs. Coordinate across regional units, relevant COs, and HQ for crisis responses, focusing on preparedness, protection in emergencies and AAP, life-saving actions, displacement tracking, peace, recovery and solutions.
    • Training and Capacity Development: In coordination with HQ functional homes and the Staff Development and Learning Unit, provide thematic training and capacity building to COs and RO staff as well as external partners as requested.

    Partnerships and Resource Mobilization:

    • Strategic Partnerships: Develop and maintain partnerships with a diverse range of regional actors, including donors, regional political and economic bodies, UN, private sector, non-government institutions, academic institutions, community-based organizations, international financial institutions, international organizations, and Member States, to promote IOM’s Strategic Plan.
    • Resource Mobilization: In coordination with HQ, GOs, Country Offices for Partnership and Advocacy, COs, and the Regional Project Development Officer (RPDO), advocate programmatic priorities with new and traditional donors, including the private sector.

    Quality Control and Oversight:

    • Project Development and Reporting: In coordination with the RPDOs, facilitate the project development and reporting process through technical inputs, review, approval, and endorsement in line with IOM’s Project Handbook and thematic guidance from DHRR HQ.
    • Monitoring and Evaluation: In coordination with the Regional Planning, Monitoring and Evaluation Officer, hold regular bilateral discussions with CO thematic focal points to assess challenges, opportunities, and trends. Flag issues and opportunities to senior regional and HQ staff and guide COs' adjustments. Actively support COs to integrate audit, evaluation, and donor feedback. 9. Risk Management: In coordination with the Risk and Compliance Officer, provide oversight and support to COs on the identification, management, and treatment of risks pertaining to DHRR, in line with IOM's Risk Management Framework and Policy (IN/213 Rev.1).
    • Cash-Based Interventions: In coordination with the global CBI Officer, promote the use of cash-based modalities, where feasible, in line with IOM's global strategies, standards and commitments, and provide guidance and support to COs in designing, implementing and coordinating CBI.

    Knowledge Management, Policy, and Research:

    • Knowledge Management and Innovation: In coordination with the RPDO, contribute to and facilitate the use of knowledge-sharing platforms, and disseminate innovative and best practices related to DHRR.
    • Policy: In coordination with the Regional Policy and Liaison Officer, provide thematic support and recommendations on regional and country-level policies and frameworks to COs, donors, and key partners.
    • Data, Research, and Foresight: In coordination with HQ and the Regional Data Hub, analyse and disseminate thematic data to inform evidence-based strategic planning, resource mobilization, policymaking, and programming.

    Communication and Coordination:

    • Thematic Community of Practice: Convene and maintain a community of practice in the region for thematic focal points in COs, with involvement of HQ functional homes as relevant, to promote sharing of new practices, innovative approaches, partnerships, training opportunities, and other areas of regional thematic interest.
    • Coordination: Lead engagement in inter-regional, continental, and multi-country initiatives, programmes, and strategies with corresponding RTSs, Global Thematic Specialists, and CO focal points; where necessary, coordinate the involvement of HQ functional homes.

    Cross-Cutting Priorities:

    • Mainstream: In line with the IOM Strategic Plan and corresponding custodianship outlined in the Regional Office Terms of Reference, promote, integrate, and mainstream cross-cutting priorities and modalities (i.e., Cash-Based Interventions) in all areas of DHRR’s work in the region. The Regional Thematic Specialist (Humanitarian Response and Recovery) is responsible for mainstreaming protection-centered approaches in all areas of IOM's work.
    • Custodianship: The Regional Thematic Specialist (Humanitarian Response and Recovery) is the regional custodian of IOM’s Equality, Diversity, and Inclusion in humanitarian settings, AAP, and Cash-Based Initiatives. Custodianship entails support to other RTUs, as requested, with technical knowledge and capacity on protection mainstreaming as outlined under the Department of Humanitarian Response and Recovery Terms of Reference and the RO Humanitarian Response and Recovery Unit Terms of Reference.

    DHRR Regional Thematic Unit Management:

    • Manage the RO Humanitarian Response and Recovery Unit, including overseeing and managing the delivery of the Unit’s specific responsibilities in their entirety as outlined in the Unit’s Terms of Reference.
    • Perform any other duties as may be assigned.

    Required Qualifications and Experience

    Education

    • Master’s degree in International Relations, Political Science, Social Science, or a related field from an accredited academic institution with at least seven years of relevant professional experience; or, 
    • University degree in the above fields with at least nine years of relevant professional experience. 
    • Accredited Universities are those listed in the UNESCO World Higher Education Database.

    Experience

    • Demonstrated experience in humanitarian response and recovery, and related areas relevant to project development and management, thematic capacity building, and liaison; 
    • Minimum five years experience working in non-OECD (Organisation for Economic Co-operation and Development) countries managing humanitarian response and recovery projects; 
    • Experience in liaison, resource mobilization, and advocacy with governmental and diplomatic officials, national and international institutions and organizations, civil society, and private sector actors; 
    • Experience working in an international, inter-governmental, or non-governmental organization, United Nations, or government; and, 
    • Experience in the design and implementation of capacity building on humanitarian response and recovery. 

    Skills

    • Ability to understand complex contexts and fast-changing migration and displacement dynamics and ability to frame them in their regional, global, and political contexts;
    • Proven track record of successful engagement with donors, developing projects, and mobilizing resources for IOM priority areas;
    • Demonstrated ability to effectively lead and manage a diverse teams of specialists;
    • Strong analytical skills combined with the ability to effectively summarize, present, and communicate findings; 
    • Demonstrated knowledge and expertise of relevant international standards and classifications relevant to humanitarian response and recovery; and, 
    • Proven agent of change or willingness to foster a culture of learning and knowledge management.

    Senior Programme Manager (Immigration and Border Governance (IBG)) (P)

    Responsibilities

    • Provide strategic oversight and management of the RCMSP, in line with IOM policies and practices as well as donor requirements, to ensure progress toward intended results, promote successful practices for replication, and address underperformance with corrective measures.
    • Provide leadership and ensure coordination of RCMSP interventions across and between COs implementing project activities, different organizational units, and technical divisions at HQs.
    • Coordinate the design and implementation of contextualized capacity building activities on counter migrant smuggling and related migration and border management thematic areas, targeting relevant institutions, as well as project staff, in collaboration with relevant technical specialists and partners.
    • Consult regularly with key internal and external stakeholders, including CO focal persons, technical specialists, programme staff, donor representatives, and government representatives, to refine strategy; build synergies with other ongoing national, regional, and/ or global related initiatives, and ensure programme visibility.
    • Establish strong working relationships at national and regional levels, including with relevant government counterparts and regional authorities, and participate in relevant counter migrant smuggling and border management-related engagements to enhance awareness of IOM's capacities in the counter migrant smuggling field and pursue increased cooperation with key stakeholders such as relevant UN agencies, international organizations, NGOs, academia, and the private sector.
    • Identify emerging needs and priorities in counter migrant smuggling to expand programming in the region in coordination with Senior Regional Thematic Specialist (SRTS), COs, relevant government partners, and other stakeholders.
    • Ensure Programme compliance with IOM's project management policies, including HR, financial management, donor reporting, and risk management.
    • Support creation of a culture of monitoring, evaluation, and learning within the Programme. Encourage
      identification of lessons learned and best practices, promote action-oriented research, and facilitate real-time incorporation of knowledge and learning into Programme implementation.
    • Supervise and direct project/ programme staff; oversee and coordinate, as required, the recruitment of programme staff and consultants.
    • Participate in or lead field missions and other duty travel related to project implementation, monitoring and assessment, liaison with counterparts, and any other task as necessary in order to achieve project objectives.
    • Perform such other relevant duties as may be assigned.

    Required Qualifications and Experience

    Education

    • Master's degree in Management, Social Science, Law, International Relations, Regional Studies, or a related field from an accredited academic institution with seven years of relevant professional experience, or;
    • University degree in the above fields with nine years of relevant professional experience.

    Experience

    • Experience in managing large, multicountry projects/ programmes (notably in the fields of migration, border management, law enforcement);

    • Demonstrated managerial experience in staff management;
    • Proven record of establishing and maintaining good working relationships with governmental and diplomatic authorities, national, regional, and international institutions, international agencies (i.e., UN), and civil society organizations;
    • Experience in project development, implementation, and reporting, including financial and budgetary aspects; and,
    • Familiarity with inter-agency programme regulations of the UN and other donors.

    Skills

    • Strong planning, coordination, and logistics skills related to the implementation of complex activities;
