Scofield Associates is assembling a multidisciplinary team of associate consultants for an upcoming regional assignment involving Third-Party Monitoring (TPM), Data Quality Assessment (DQA), and Financial Monitoring (FM) of a multi-year, donor-funded programme.

Key Responsibilities

• Conduct risk-weighted financial spot-checks of programme expenditure and subgrantee transactions.
• Review financial compliance against donor requirements and identify financial risks.
• Contribute financial findings to consolidated TPM/DQA reporting.
• Support desk reviews, field verification, stakeholder consultations, and performance-monitoring activities.

Requirements

• Master’s degree in Accounting, Finance, or a related field.
• Professional accounting qualification such as CPA, ACCA, or equivalent.
• Minimum 10 years’ experience in financial monitoring, audit, or financial compliance reviews of donor-funded programmes.
• Experience with EU or other multilateral donor financial compliance frameworks is strongly preferred.
• Familiarity with financial monitoring of civil society or community-based subgrantees.
• PhD preferred.

Key Responsibilities

• Conduct field verification of activities and outputs against work plans.
• Carry out data-quality assessments of programme M&E systems and IATI-published data.
• Facilitate consultations with stakeholders, including community-based and survivor-led organisations.

Requirements

• Degree in Monitoring & Evaluation, Social Sciences, or a related field.
• Minimum 5 years’ M&E experience with donor-funded programmes in Kenya, Ethiopia, or Somalia.
• Familiarity with IATI reporting standards.
• Residency in Kenya, Ethiopia, or Somalia, with relevant local-language skills.
• Willingness to travel to programme sites.

The Technical Expert will provide specialist expertise in Gender-Based Violence (GBV), Female Genital Mutilation/Cutting (FGM/C), child marriage, and harmful norms related to SRHR.

Key Responsibilities

• Assess programme results, effectiveness, and contribution to outcomes related to FGM/C, child marriage, GBV, and harmful SRHR-related norms.
• Support the design of survivor-sensitive and safeguarding-appropriate consultation approaches.
• Contribute thematic analysis to consolidated technical reports.

Requirements

• Advanced degree in Gender Studies, Public Health, Social Work, or a related field; PhD preferred.
• Minimum 10 years’ technical experience in GBV, FGM/C, child-marriage programming, research, or evaluation.
• Demonstrated experience applying survivor-centred and safeguarding approaches.
• Regional experience in the Horn of Africa is preferred.
• Experience with EU-funded or other multilateral third-party monitoring assignments is an advantage.
