Purpose of consultancy
The consultant will work with the Testing, Prevention and Populations (TPP) unit within the Department of the Global HIV, Hepatitis and Sexually Transmitted Infections Programmes (HHS) by facilitating the roll-out of the verification tool kit and helping countries to adopt the WHO HIV testing strategy and algorithm, and to include dual HIV/syphilis tests. These efforts are essential to supporting countries to adopt and implement the WHO consolidated HIV testing services (HTS) guidelines as well as support country implementation and scale-up of optimal HTS strategies. This consultant will also contribute to work on the forthcoming 2023 HIV testing guidelines.
Deliverables
Output 1: Provide technical guidance to at least 10 countries on adopting the WHO guidelines, WHO HIV testing strategy and rolling out the differentiated HIV testing guidance including Portuguese and Spanish speaking countries.
- Deliverable 1.1: Meeting minutes from virtual stakeholder consultations (including national TWGs, WHO regional offices, PEPFAR and Global Fund) to ensure better understanding, buy-in and implementation of WHO recommendations.
Timeline: Monthly
- Deliverable 1.2: Report on deliverables on DSD, bottlenecks, challenges and lessons learned for dissemination to partners and Global Fund.
Timeline: January, March 2023
- Deliverable 1.3: Produce at least 3 web stories and lessons learned reports for internal and external communications on DSD SI.
Timeline: November 2022, January 2023, March 2023
Output 2: Provide technical guidance to countries and partners on adoption of the differentiated HIV testing services approaches in the WHO guidelines across the DSD SI in at least 5 countries.
- Deliverable 2.1: Multi-lingual (English and Spanish) materials developed, reviewed and revised, including slide sets, email drafts, web stories, etc.
- Deliverable 2.2: Updated DSD SI tracker with country and partner progress, identifying and reporting challenges and solutions.
- Deliverable 2.3: Virtual Meeting Notes on two PAHO and Lusophone African countries HQ virtual meetings to plan for HTS guidelines updates with a focus on testing strategies and algorithms.
- Deliverable 2.4: Short minutes of and presentations in at least 3 HTS webinars including for Spanish/Portuguese speaking countries with regional office and partners.
Timeline: 2.1, 2.2 (December 2022, April 2023), 2.3 (November 2022), 2.4 (April 2023)
Output 3: Guidelines’ roll-out in Mozambique in cross-cutting areas on DSD and key populations.
- Deliverable 3.1: Provided technical assistance to the roll-out of key populations guidelines and activities on DSD models of care in Mozambique (coordination with WHO teams on key populations and treatment and care) through review of documents and alignment with WHO guidelines.
Timeline: October 2022 and March and December 2023
Educational Qualifications:

- Advanced university degree in public health.
Experience
Essential:
- Over 5 years’ experience working in HIV testing services including laboratory support, data analysis, and procurement, policy, strategy, and implementation.
Skills/Knowledge:
- Expertise in technical writing, data analysis and report writing.
- Good communication, presentation and coordination skills.

Purpose of consultancy
The consultant will co-facilitate the Patient and Communities working group of the Quality Committee and prototype and integrate co-design systems into the Academy learning programme design and quality improvement process to engage patients and communities.
Deliverables
Deliverable 1: Patient and Communities working groups
- Objective 1: Facilitate the Patient and Communities working group of the Quality Committee of the Academy
- Output 1.1: Prepare and communicate the agenda of the bi-monthly meetings of the Academy Patient and Community working group through consultative and consensus building processes; facilitate the meetings, including facilitation of virtual consultations and workshops; share minutes with action points after meetings.
- Output 1.2: Facilitate the establishment of the Patient and Community Working Groups in Regions in different languages. Maintain a list of working groups, their focal points and their respective members.
- Output 1.3: Follow-up on actions with relevant stakeholders.

Deliverable 2: Engagement System for patient and communities
- Objective 2: Design system(s) for Patients and Communities to get involved in the design cycle of learning programmes (in accordance with the Academy Patient and Community Charter)
- Output 2.1: Develop a working guide to engage Patients and Communities along the phases of the design cycle of learning programmes.
- Output 2.2: Develop a toolbox to support the working guide. The toolbox may include (list not exhaustive): interview scripts, instructions for storytelling, technical guidance for videos or podcasts, rules of ethics and confidentiality, etc.
- Output 2.3: Write recommendations on Patient and Community engagement in the Quality cycle of the WHO Academy.
- Objective 3: Prototype and/or implement the Engagement System
- Output 3.1: Prototype and/or implement the Design System in 4 learning programmes.
- Output 3.2: Capture lessons learnt into a Patient & Community co-design manual. This manual will be used by Learning and Game Designers for broader engagement of Patients and Communities in more learning programmes.
Qualifications, experience, skills and languages
Educational Qualifications:

- PhD in Public Health, Health science or related field
- Certificate or degree in learning, training or educational science
Experience

- 5 to 10 years of experience in building, facilitating, or driving communities and patients
- Experience in international organizations
- Experience in health education and communication
- Experience in facilitating workshops, driving working groups to results
- Previous experience in working with multiple stakeholders in a diverse environment (multiple cultures, time zones, countries/regions, languages, etc.)
Desirable:
- Experience working with WHO or with international organizations
- Experience in Project Management.
- Experience in implementing learning solutions in LMIC.
