    Continuous Quality Improvement Specialist – USAID Stawisha Pwani

    Project: USAID Stawisha Pwani 

    Reports to: Health System Strengthening Specialist 

    Job Summary 

    The Continuous Quality Improvement (CQI) Specialist will collaborate with the county and subcounty Health Management Teams, to integrate quality improvement principles and practices in all aspects of health programming in adherence to the Kenya Quality Model for Health (KQMH) and Kenya HIV Quality Improvement Framework (KHQIF) for improved health service delivery. The CQI Specialist will establish/strengthen quality improvement teams functions at county, subcounty and facility level 

    Roles and Responsibilities 

    • Oversee the establishment of strong quality improvement teams at all levels in the counties including strong county QI technical working groups.
    • Provide mentorship and capacity building to county and subcounty QI focal leads enhancing their capacities to support strong facility QI teams through training on KQMH and KHQIF.
    • Review QI activities as reported by the county and sub-county teams routinely and provide technical support on CQI models for health care delivery improvement including use of Plan Do Study and Act Improvement methods.
    • Co-ordinate documentation of QI projects for dissemination and sharing of best practices.
    • Mentor facility CQI teams to build local capacity on CQI activities together in collaboration with subcounty and county QI lead.
    • Assist the facility CQI teams to abstract data after every improvement cycle to analyze the findings and recommend subsequent measures necessary to achieve set objectives. 
    • Translate the project-supported package of service delivery interventions into service-level standards or operating procedures consistent with national guidelines and policies.
    • Review, analyze, and assess service delivery data and reports for compliance with set quality standards.
    • Identify quality areas in need of performance improvement and support the implementation of the models for change.
    • Review of monthly/quarterly reports from supported health facilities and sites and providing immediate technical guidance and recommendations related to tracked indicators and outcomes. 
    • Participate in the dissemination of best practices to county, sub-county, and facility teams and facilitate the facility-wide adoption of CQI practices across key service delivery interventions. 
    • Enhance the adoption of facility and county CQI dashboards for robust monitoring of health indicators 

    Required Qualifications 

    • Bachelor’s degree in Clinical Medicine, Nursing or Public Health.
    • Master’s degree will an added advantage.
    • At least five years of clinical hands-on experience providing integrated HIV services to diverse patients in a large program-linked facility or very busy clinical practice. 
    • Training in and experience implementing quality improvement models in the health sector.
    • Understanding of the Kenya Quality Model for Health (KQMH) and Kenya HIV Quality Improvement Framework (KHQIF).
    • Computer literate and competent in the use of ICT resources.

    Clinical Improvement Specialist – USAID Stawisha Pwani Project.

    Reports to: County Team Lead Care and Treatment 

    Job Summary

    The overall function of this position is to ensure effective implementation of quality HIV Care and Treatment services in supported counties. Responsible for working closely with the MoH and County Health teams, partners, and service providers in the region to strengthen health systems and ensure that the quality of HIV prevention, care and treatment and TB supported across the program is consistent with the national MoH/County Health Services quality standards and guidelines. Responsible for supporting the training, on-site technical supportive supervision, mentorship, coaching, and regular updates to service providers in PMTCT, HIV care and treatment, and TB care for all populations. 

    Roles and Responsibilities 

    • Co-ordinate the planning, conducting, analyzing, and disseminating results of site capacity assessments at supported facilities. 
    • Provide technical support through training and on site mentorship to facility multidisciplinary teams in management of HIV, TB, and related diseases as per the recommended national guidelines.
    • Examine facility operations and systems and recommend ways to improve processes geared towards enhancing patient level outcomes.
    • Represent the organization in technical capacity at county and facility level meetings.
    • Ensure achievement of program’s annual service delivery targets for the region and develop remedial plans where the targets fall short. 
    • Ensure synergy with the sub county technical team in site level supervision. 
    • Review facility reports and quality of care indicators routinely and provides guidance and recommendations related to tracked indicators and outcomes. 
    • Support site level Continuous Quality Improvement (CQI) and strengthen capacity of site level MDT to increasingly use their data to support improvements for patient case management. 
    • Support facility teams to build local capacity for quality improvement activities by establishing work improvement teams (WITs) at different departments that identify gaps subsequently prioritizing, analyzing, and implementing QI projects. 
    • Maintain thorough documentation of activities and tracks deliverables. 
    • Co-ordinate dashboard reviews of project clinical outcomes and utilize project data to prioritize interventions. 
    • Provide representation as delegated in critical stakeholder meetings and activities. 
    • Maintain current knowledge of medical practice standards and developments. 

    Required Qualifications 

    • M.B.Ch.B, MD or MBBS required with significant field experience in clinical and/or community-based care of persons living with HIV/AIDS. 
    • Registered clinical officer with over five years’ experience in HIV/ AIDS program implementation may be considered. 
    • Experience in health care programming at the field level and providing technical assistance to partner organizations knowledge and experience of ART programmatic and technical issues highly desired. 
    • Program management experience and experience in a supervisory role is a plus. 
    • Knowledge and experience with Kenya HIV Quality Improvement Framework. 
    • Experience working with government institutions, counties, and local partners.

    Education and Biosecurity (Ciheb) – Program Officer – USAID Stawisha Pwani

    Job Summary 

    The Program Officer provides programmatic and technical support to field staffs implementing the project and ensure effective delivery of the desired results. These include support in implementation of the work plan, coordination of the technical team, and maintaining synergy within projects among other duties. 

    Roles and Responsibilities 

    • Provide strategic and technical support to implementation of USAID Stawisha Pwani projects. 
    • In liaison with field staff, ensure timely development and implementation of work plans and budgets for the grants.
    • Ensure project implementation is in line with donor guidelines, timelines, and targets.

    Required Qualifications

    Laboratory Specialist – USAID Stawisha Pwani

    Project: USAID Stawisha Pwani 

    Reports to: Health Systems Strengthening Specialist 

    Job Summary 

    The Laboratory Specialist will implement and monitor laboratory systems strengthening initiatives according to international standards, donor and MoH requirements. S/he will implement a laboratory capacity building and networking strategy and support laboratory training, mentorship, technical assistance, and quality assurance activities to build the capacity of facility staff, government counterparts and local partners in supported laboratory facilities. S/he will take lead in the lab-clinical interface to improve patient monitoring and use of laboratory results for clinical decision making. 

    Roles and Responsibilities 

    • Prepare and oversee implementation of laboratory work plan in consultation with county and sub-county medical laboratory coordinators (s/CMLC).
    • In liaison with county and sub-county medical laboratory technologists, support and strengthen an effective specimen transportation system for CD4+, GeneXpert, viral load, Recency DNA PCR, HIV genotyping, hematological and biochemistry testing. 
    • Provide technical assistance/guidance on laboratory testing processes, infection prevention and control, and quality of HIV testing and HIV/TB care and treatment.
    • Development, implement, and review laboratory standard operating procedures (SOPs) to be applied in HIV testing and treatment services.
    • Co-ordinate performance and documentation of daily internal quality control and participation in external quality assessment in supported facilities.
    • Design and lead project CQI initiatives and technical assistance to increase utilization and delivery of high-quality lab services.
    • Ensure provision of consistent and structured technical assistance to facilities for enhanced service delivery and strengthened quality management services and support identified facilities towards upgrading and accreditation.
    • Support M&E planning to answer key lab questions including assisting in the development and tracking of indicators.
    • Participate in and provide technical assistance to national and regional lab Technical Working Groups (TWG), task teams, workshops, and campaigns.
    • Liaise with relevant national MoH departments/divisions in availing and ensuring effective dissemination and uptake of relevant laboratory policies, service delivery guidelines, and standards as appropriate. 
    • Support strengthening of laboratory infrastructure, equipment, logistics, and procurement systems for sustainable and quality services. 
    • Co-ordinate participation of designated facilities in relevant EQA proficiency testing programs and dissemination of results as well as implementation of corrective action and preventive action measures. 
    • Support implementation of a quality improvement and data demand and information use framework aimed at improving county level capacity in reporting and utilization of data for enhanced service coverage. 
    • Provide mentorship/coaching on improving functionality of manual and electronic laboratory management information systems to enhance linkage of laboratory data to patient care data systems. 
    • Facilitate adoption and uptake by facilities of best practices in biosafety/biosecurity, infection prevention control, occupational health and safety, and health care waste management. 
    • Support strengthening of Laboratory Quality Management Systems (QMS) ensuring QA/QC/EQC systems are functional. 

    Required Qualifications

    • Degree in Medical Laboratory Sciences. 
    • A Master’s degree will be an added advantage 
    • Minimum of seven years’ experience in implementing lab programs, with at least five years’ experience in implementation of HIV related medical laboratory activities in a donor funded project. 
    • Registered with KMLTTB.
    • Experience in supporting laboratory activities in a donor funded project.
    • Working knowledge of USG funded programs and reporting requirements.
    • Documented evidence of HIV/AIDS laboratory training as part on continuing professional development.
    • Dedicated team player with excellent interpersonal, communication, report writing and analytical skills.
    • Ability to exhibit professionalism and high ethical standards.

    Surveillance Specialist – USAID Stawisha Pwani

    Job Summary 

    The position will be responsible for enhancing the county public health response systems through building the capacity of counties to support an integrated disease surveillance and response systems and strengthening HIV surveillance including HIV case-based surveillance (CBS) activities in the supported counties. 

    Roles and Responsibilities 

    • Support the establishment of strong county integrated disease surveillance and response systems through overseen by a disease surveillance technical working group 
    • Participate in planning for disease surveillance activities including HIV-related surveillance activities at county level 
    • Build the capacity of health care providers in integrated disease surveillance and response include HIV CBS through training and mentorship 
    • Collaborate with county and subcounty health management teams to roll-out routine HIV CBS to supported facilities with electronic medical records and ensure regular reporting of sentinel events 
    • Implement a system to capture HIV CBS activities in facilities using paper-based records systems and reporting of this to the national HIV CBS system 
    • Regularly generate, analyze monitor and evaluate HIV CBS reports for optimal functioning of the systems and to inform program prioritization 
    • Strengthen the implementation of national disease surveillance systems at county, sub-county and facility level 

    Required Qualifications

    • Masters’ Degree in Epidemiology, Public Health, or related field.
    • At least five years’ experience in health surveillance and public health epidermic response.
    • Experience in health programs including HIV and TB.
    • Experience in research methodology and monitoring and evaluation.
    • Solid understanding of and experience working with the MoH Surveillance systems.
    • Experience using statistical software packages including Epi Info, SPSS, SAS, Stata, or R and data visualization software.
    • Excellent interpersonal skills and the ability to work with staff at all levels.
    • Demonstrated skill in health care provider training.
    • Excellent written and verbal communication skills, including presentation skills.
    • Ability to work with diverse teams.

    Human Resources and Administration Assistant – USAID Stawisha Pwani

    Reports to: Human Resources and Administration Specialist 

    Job Summary

    The Human Resource and Administration Assistant will support in day-to-day administration and Human resource tasks. He/she will report to the Human Resources and Administration Specialist and will ensure the efficient day-to-day operation of the office, and support the work of management and other project staff.

    Roles and Responsibilities

    1. Reception 

    • Respond to general physical and phone inquiries in a professional and courteous manner 
    • Direct phone inquiries to the appropriate staff members 
    • Reply to general information requests with the accurate information 

    2. Recruitment and orientation 

    • Prepare interview documents 
    • Prepare orientation documents and organize for orientation meetings for new employees 
    • Coordinate with insurance company for staff enrolment (GPA/Medical) 

    3. Staff Records Management 

    • Ensure all staff files are complete in accordance with institutional policies 
    • Ensure all statutory documents/policies are signed and recorded in staff files
    • Maintain staff files (both hard and soft copy)
    • Update staff lists on a monthly basis as required 
    • Maintain staff leave records 

    4. Office Administration

    Required Qualification

    Medication Assisted Therapy (MAT) Specialist – USAID Stawisha Pwan

    Project: USAID Stawisha Pwani 

    Reports to: Deputy Chief of Party 

    Job Summary 

    The primary function for this position is to provide technical assistance to the county teams to scale-up the provision of quality Medication Assisted Therapy (MAT) clinics for people who inject drugs (PWID). 

    Roles and Responsibilities 

    • Collaborate with county, subcounty and facility teams to provide technical support to facilities to establish and provide oversight to MAT clinics for PWIDs in the counties.
    • Provide mentorship to multi-disciplinary teams to enhance the provision of high-quality clinical assessment of all new clients for suitability for induction into MAT according to national guidelines including leading clinical effectiveness efforts and ensuring implementation of recommended clinical protocols and national guidelines. 
    • Ensure that the MAT client care is provided according to agreed basic care standards as defined by national guidelines and agreed performance measures. 
    • Ensure that treatment care plans are developed for all clients enrolled into MAT. 
    • Participate in the evaluation and continued improvement of medical care for PWIDs.
    • Conduct training and mentorship of multi-disciplinary teams equipping them with skills to manage all co-occurring disorders among PWIDs including HIV, TB, Hepatitis and Psychiatric disorders in consultation with other clinicians in the MAT clinic. 
    • Establish and implement referral systems to other relevant service points. 
    • Support infection control measures at the health facility. 
    • Participate in monthly and quarterly stakeholder meetings to review utilization of MAT services including effective referrals with community-based organizations. 
    • Utilize MAT facility data to inform delivery of services at the MAT facility. 

    Required Qualifications 

    • Medical Degree or related field.
    • Five years’ experience in health programming for key populations and at least three years with PWIDs.
    • Demonstrable knowledge of HIV/ART management, diagnosis and treatment procedures of conditions associated with HIV and adherence support. 
    • Experience working in a MAT clinic is an added advantage.
