    Technical Assistant I- Farm Assistants

    The International Livestock Research Institute (ILRI) seeks to recruit two (2) Farm Assistants to assist with daily operations of the farm unit including animal husbandry and farm operations according to ILRI’s procedures and standards to ensure smooth running of the daily operations.

    ILRI works to improve food and nutritional security and reduce poverty in developing countries through research for efficient, safe and sustainable use of livestock. It is the only one of 15 CGIAR research centres dedicated entirely to animal agriculture research for the developing world. Co-hosted by Kenya and Ethiopia, it has regional or country offices and projects in East, South and Southeast Asia as well as Central, East, Southern and West Africa. www.ilri.org

    Responsibilities

    Feeding and watering the animals

    • Feeding and watering of all animals in the facility by following set instructions and procedures to ensure healthy and well-cared for animals;

    Cleaning facilities as wells as clearing wastes and hosing the dump sites.

    • Cleaning of animal housing and equipment as well as specialty cleaning such as isolation areas, by following set instructions and procedures to maintain and optimise animal health and well-being
    • Cleaning of the facility and equipment by following set instructions and procedures to prevent contamination and achieve and maintain a clean, orderly and audit ready facility at all times
    • Handling and disposing of waste materials by following set instructions and procedures in order to comply with biosafety and other health and environmental regulations and to prevent contamination;

    Assist in restraining animals during sample collection

    • Conduct relevant observations, examination and/ or analysis with regard to animal health and wellbeing by following set instructions and procedures (constrained to assisting activities only)

    Assist in routine activities such as dipping and moving the animals around the unit.

    • Interact, handle and move animals by following set instructions and procedures to ensure content, well-adjusted and cared for animals housed in the correct appointed facilities

    Report any animal health issues and concerns

    • Observe the workplace rules at all times and report non-conformance to the relevant person as to ensure that all activities in the workplace are compliant with company rules, policies and procedure

    Finance Officer II – Regions

    The International Livestock Research Institute (ILRI) seeks to recruit a Finance Officer ll-Regions to support accounting and reporting in field and regional offices, working closely with finance team in regions and programs to ensure completeness and accuracy of reporting.

    ILRI works to improve food and nutritional security and reduce poverty in developing countries through research for efficient, safe and sustainable use of livestock. It is the only one of 15 CGIAR research centres dedicated entirely to animal agriculture research for the developing world.     Regional/field Offices

    • Enforce compliance to the field office operating manual.
    • Collaborate with regional/field office staff to ensure timely posting of returns and carry out monthly review of payment vouchers.
    • Visit field offices and carry out compliance reviews from time to time.
    • Provide support and capacity building to field office staff to ensure adherence to ILRI or hosting organization policies.
    • Provide necessary inputs to aid in review of field office manual.
    • Identify any incorrect entries and liaise with FM for approval to pass adjusting journal entries in the system.
    • Maintain proper financial records of regional/field offices - both soft and hard. Similarly,
    • ensure secure record keeping system is in place in field offices.
    • Work closely with internal and external auditors in facilitating effective audits by availing required documents and responding to queries (in collaboration with the Finance Manager) to ensure all issues are resolved and clean (unqualified) report provided.
    • Work closely with regional reps in reviewing performance of field accountants and identifying opportunities for their professional development.
    • Review financial accounting/reporting processes in regions to identify opportunities for improvement and enhance efficiency.

    Budgets

    • Provide advise especially in unit costs etc. towards development of proposal budgets for projects implemented in field offices.
    • During Institute budgeting process, review field/regional office budgets for completeness, accuracy and to ensure project related costs are not included in field office budgets.
    • Work with other Finance Officers in uploading of project budgets in the financial system.
    • Share BvA reports with field offices on a monthly basis.

    Staff And Consultant Payments

    • Reviewing travel advance requests for field office staff to ensure compliance with ILRI policies.
    • Reviewing field staff travel expense reports to ensure that support documents (attendance lists, payment lists, per diem calculator, trip reports, original receipts etc.) have been attached;
    • Ensuring the validity and accuracy of all submitted receipts by periodically sampling receipts/payments and clarifying sampled expenses with vendors/payees.
    • Reviewing field office consultants ToRs to ensure all proposed payments are legitimate and fully supported and making necessary entries in the financial system.

    Other

    • Train the alternate position all aspects of this job to ensure continuity.
    • Provide additional support on demand to the clients of the unit.
    • Capacity build field accountants to improve their knowledge and enhance efficiency.
    • Help other unit members to learn and excel in their work.
    • Can be called upon to work on tasks relating to programs or other sections within finance.
    • Ensure field office finance manual is in place and complied with

    Requirements

    • Bachelor’s degree in Finance or Accounting or its equivalent.
    • Master’s degree in Accounting or business-related field will be an added advantage
    • Full accounting qualifications- CPA (K) or ACCA.
    • At least 5-6 years progressive experience in finance/accounting.
    • Experience in a supervisory position is a plus
    • Work experience in non-profit or international organization
    • Knowledge of computerized accounting software required
    • Good computer skills.

    Finance Officer II- Treasury

    The International Livestock Research Institute (ILRI) seeks to recruit a Finance Officer to provide quality and efficient services in the Finance department through banking, investment and cash management.

    Management Of Payment Process

    • Review and approval of all payments by ensuring accurate information is entered in the system & payments to staff and external suppliers are done on time/by due date.
    • Ensuring all payments are sufficiently supported & the authorization matrix/ policies are followed.

    Banking Relationship Management

    • Perform bank reconciliations for the entire Institute’s bank accounts and forward the same for approval by 10th of every month.
    • Follow up on outstanding items and ensure that no items remain outstanding beyond three months.
    • Correspond regularly with ILRI bankers to seek explanations for items that appear in bank statements and ascertaining validity of the same.
    • Perform day to day banking operations-Ensure an updated register of all institute’s bank accounts, signatories, bank Agents and online bank systems users. Maintain an updated list of Kenyan banks’ routing/sort codes. Update supplier bank details in Agresso system. Prepare documents for opening or closing of bank accounts, addition/removal of signatories, Agents and online users.
    • Due diligence is properly conducted on the existing financial institutions & any probable new one
    • Prepare monthly treasury report and cash flow forecasts.



    •  

    Cash Flow Management

    • Ensures monthly and annual cash flow forecasts are prepared by handling the projection of cash receipts and disbursements in various currencies and at various time horizons.
    • Review the cash flow movement report on the last day of every week initiating action for and issues or opportunities highlighted.
    • Ensure cash collection is made against receipt; recorded correctly and deposited intact to the bank
    • Prepare and update monthly, quarterly and annual cash flow projections. Derive cash levels available for operations and investment from the cash flow analysis.
    • Weekly generation of cash & bank balances and short-term cash flow needs.
    • Implement day to day investment decisions and update investment schedule accordingly with placements, uplifts roll-overs, letters of credit or bank guarantees deposits and interest income recognition.
    • Carry out day to day FX operations; namely, sale/buy of foreign currencies to fund operations or mitigate FX risk as guided by the cash flow analysis and the supervisor.
    • Update the monthly exchange rates in Agresso system, exchange rates register in the server and communicate the same to the relevant staff/units.
    • Prepare FX forecasts to aid in financial planning.

    Credit Card And Petty Cash Management

    • Manage ILRI corporate credit cards, and timely posting of expenses/replenishment. Handle all issues that arise.
    • Assist in day to day management of petty cash floats by review and pre-approval of petty cash floats reimbursements requests. Conducting surprise checks on float holders following a designed timetable. Reviewing the number, level and usage of all petty cash funds semi-annually. Document findings and recommendations in a report for both surprise and bi-annual reviews. Ensuring all petty cash float accounts is reconciled accurately and timely.

    • Replace the Treasury Manager from time to time during short term absences.
    • Train the alternate position all aspects of this job to ensure continuity.

    Deputy Finance Manager - General Accounts

    The International Livestock Research Institute (ILRI) seeks to recruit a Deputy Finance Manager- General accounts to provide financial and administrative support to accountants, colleagues and other clients as well as work with the Financial Controller to prepare reports and communicate information that helps management in decision making.

    Accounts Payable

    • Timely posting of supplier invoices after checking for completeness, accuracy and approvals as per policy.
    • Review reconciliations from accountants for goods and other services supplier ledger balances to supplier statements.
    • Review updated register for tracking movement of all the invoices received in the institute until paid and filed.
    • Ensure VAT exemption applications are made on time and submitted to suppliers.
    • Ensure outstanding supplier commitments are analysed and review withheld invoices report.
    • Ensure monthly report of all supplier payments is prepared and circulated.
    • Manage vendors list- Review supplier accounts; at the minimum, bi-annually and recommend de-activation of accounts that have been inactive for the last 6 months.
    • Ensure prepayments are reconciled and cleared on time.

    Accounts Receivable

    • Ensure monthly aging schedules and reconciliations for all accounts are prepared and relevant recommendations implemented.
    • Ensure monthly allocation of accounts and adjustment journals are posted.
    • Follow up customers for payment of debts when they fall due.
    • Ensure provisions for bad debts are done as per policy.

    Hosted Organizations

    • Review monthly costing and billing to the organizations and ensure timely recovery of any debts.

    Staff & Consultants Accounts

    • Ensure staff and consultants accounts reflect correct position and monthly aging schedules are maintained for all accounts.
    • Ensure monthly allocation of staff and consultants accounts are passed.
    • Timely posting of staff TA’s, Travel Expenditure Report (TER’s) & project/workshop expenditure reports.



    •  

    Financial Reporting And Audit

    • Assist in preparation of financial statements and corresponding schedules.
    • Analyse financial data for accuracy, information and determination of probable risks for the organization.
    • Ensure timely support of audit requests.

    Staff Management

    • Ensure a proper division and rotation of tasks within the unit and create an environment of learning and self-development.
    • Conduct periodic performance review for the staff in the unit and ensure the units performance review is conducted periodically.
    • Train the alternate position all aspects of this job to ensure continuity.

    Others

    • Record Keeping: Ensure an efficient and secure record keeping system is in place and complied with by all stakeholders.
    • Can be called upon to work on tasks relating to other units within finance.
    • Coach and train Accountants to improve their knowledge, efficiency and services.
    • Replace Financial Controller occasionally when he/she is off duty.

    Requirements

    • Master’s degree in Accounting or business-related field with at least 5 years experience progressive practice in Accounting / Finance or
    • Bachelor’s degree in Finance or Accounting or its equivalent with 8 years progressive practice in Accounting / Finance
    • Full accounting qualifications- CPA (K) or ACCA.
    • Experience in a supervisory position is a plus
    • Work experience at least in part in a non-profit or an international organization
    • Knowledge of computerized accounting software required
    • Good computer skills
