    Compliance Officer

    Role Summary

    The job holder will be responsible for implementing prudential supervision framework in accordance with the Sacco Societies Act. Equally, the holder of the job will carry research and increase the body of knowledge of Sacco societies’ risk profile through financial analysis and investigative inspections and evaluation.

    Key Responsibilities

    • Assisting in assessment of license renewal applications as per the laid down procedures.
    • Ensuring timely submission of regulatory returns and any adhoc reports by the SACCOs.
    • Assisting to check completeness and accuracy of the regulatory returns.
    • Assisting in basic analysis of the financial and related data from the regulatory returns to understand performance and compliance status of the assigned SACCOs.
    • Understanding the prudential and market conduct regulatory framework in relation to performance of the Sacco societies.
    • Assisting in the inspection of premises for new branches of SACCO societies in line with the regulations and guidelines and make appropriate recommendations.
    • Assisting in assessing corporate approval requests (such as establishment of branches, agency business introduction of new loan products, initiation of shares drive among others) from SACCOs and making recommendations through the supervisors
    • Assisting is updating the register of corporate approval requests and determinations thereof;
    • Assist in updating data and information on financial, operation, management and governance profile of the SACCOs.
    • Assisting in inspections and drafting of reports
    • Drafting letters and other correspondence to the SACCOs
    • Ensuring timely dispatch of information, general correspondences, and circulars to SACCOs assigned and confirming timely receipt by the SACCOs in line with the laid down policy.

    Job Specifications

    1. Bachelor’s degree in any of the following fields:- Finance, Economics/Statistics, Cooperative Management, Accounting, Business Administration/Management, Law, ICT or any other relevant qualification from recognized institution;
    2. Demonstrate proficiency in relevant Computer Application; and
    3. Certificate in Computer Application Skills; and

    Other Mandatory Requirements

    In addition to academic qualifications, experience and person specifications referred to herein above, all interested applicants must satisfy the requirements of Chapter Six of the Constitution of Kenya 2010 by providing the following documents:

    1. Certificate of Good Conduct from the Directorate of Criminal Investigations.

    Senior Legal Officer

    The Authority is seeking to recruit a highly motivated and results oriented candidate to fill the position of Senior Legal Officer (SASRA 5). The suitable candidate shall be employed on permanent and pensionable terms of service.

    Role Summary

    • The primary role of the job is to provide litigation services. The job holder therefore will be responsible for assisting the manager legal services in all litigation cases of the Authority. In addition, the holder will assist in advising the Authority in the process of licensing, supervising and regulating on deposit taking Saccos.

    Key Responsibilities

    1. Preparing and reviewing legal documents/instruments
    2. Preparing legal opinions and legal briefs;
    3. Drafting legal documents, leases and contracts;
    4. Undertaking research on specific legal areas;
    5. Identifying issues and areas for policy formulation and review;
    6. Ensuring compliance with the policy, legal requirements and provisions in all the undertakings of the SASRA;
    7. Advising the SASRA on all legal matters;
    8. Representing the SASRA in litigations and other legal matters;
    9. Safeguarding the interest of the SASRA in all legal matters;
    10. Liaising with the Office of the Attorney General on legal matters; and
    11. Ensuring safe custody of SASRA’s legal documents and records.
    12. Assisting the Corporation Secretary in ensuring timely circulation of Board Reports.
    13. Assisting the Corporation Secretary in carrying out the
      1. Board induction and training
      2. Updating the Board and Committee charters
      3. Preparation of Board work plans and reports
      4. Board evaluation
      5. Governance Audit

    Job Specifications

    For appointment, applicants must have the following qualifications:-

    • Have at least three (3) years of work experience as a Legal Officer
    • Have Bachelor’s degree in Laws (LLB) from a recognized institution;
    • Have Postgraduate Diploma in Law from the Kenya School of Law;
    • Be an Advocate of the High Court of Kenya;
    • Member of the Law Society of Kenya.
    • Have a valid practicing certificate.
    • Have a Certificate in a Supervisory course lasting not less than two (2) weeks
    • Have proficiency in computer applications.

    Chief Executive Officer (CEO)

    The Authority is seeking to recruit a high caliber motivated, visionary, dynamic and results oriented candidate to fill the position of Chief Executive Officer to provide the stewardship required to deliver the Authority’s mandate. The suitable candidate shall be employed on a 4-year contract, renewable once, subject to satisfactory performance.

    Role Summary

    The job holder will provide sound, focused leadership and has the overall responsibility for formulating, determining and implementing within the powers delegated by the Board (Sacco Societies Act, CAP 490B), the general policy and
    programmes for SASRA. Equally, the job holder has the prime responsibility for the day-to-day operations of the Authority ensuring the delivery of high quality, timely and efficient services. Responsible for providing strategic leadership for the Authority by working with the Board and all stake holders to establish long-range goals,
    strategies, plans and policies geared towards positioning the Authority as a distinguished Regulator of Saccos.

    Key Responsibilities

    • Formulating and implementing an integrated strategic plan with the assistance of functional managers, for the growth of SASRA and the achievement of SASRA's vision, mission and corporate objectives.
    • Ensuring the effective management and utilization of the financial, human and other resources to meet the operational, statutory, social and economic objectives of the SASRA.
    • Co-ordinating and controlling the operations of functional divisions/departments and delegating the detailed implementation of the policies and programmes to managers.
    • Determining how policy objectives will be achieved and consulting managers on such matters as methods of operation as well as resource requirements.
    • Securing effective co-operation and collaboration with other public, private and international bodies and institutions that have important roles for the provision of integrated services.
    • Ensuring compliance with Policies, Laws and Regulations.
    • Maintaining a conducive work environment for attracting retaining and motivating employees while fostering a corporate culture that promotes ethical practices and good corporate citizenship.

    Job Specifications

    In order to be considered, the candidate must:

    1. Have a minimum of ten years’ experience in financial management, co-operative practice and management, law, finance or economics;
    2. Be a holder of a Master’s Degree in a relevant field from a university recognized in Kenya;
    3. Be a member of a recognized professional body;
    4. Have demonstrated high degree of professional competency, administrative capabilities, strategic initiatives and a thorough understanding of public sector policy and reforms, corporate planning, financial regulation and relevant legislation that impact on attainment of the corporate goals;
    5. Have served in a position of senior management for a period of at least five years.
    6. Demonstrate strategic leadership experience
    7. Be proficient in relevant computer applications
