Shamberere Technical Training Institute (STTI), locate in Kakamega County, was established in 1982 as a Rural Education Programme and later elevated to a Youth Polytechnic in 1985. It was subsequently awarded a Trade Test Center in 1996, catering for boarders and day scholars. The Institute is now registered under the then Ministry of Education Science and Technology (MOEST) as one of the technical training institutes in Kenya since 2009.

    Supply Chain Officer

    Ref: STTI 02/08/20 Job Group ‘K’

    Essential Duties

    • In liaison with the Principal, determine the college procurement needs and departmental specifications.
    • Plan and coordinate the execution of procurement activities and ensure procurement best practice is followed using the detailed guidelines provided in the PPOA.
    • Developing and reviewing procurement policies and strategies
    • Spearheading periodic valuation of college assets, market research and surveys
    • Conducting stock taking and ensuring safe custody of procured goods
    • Ensuring proper interpretation and implementation of existing policies, regulations and procedures;
    • Receive and review procurement requests and initiate procurement procedures for materials, equipment, supplies and services
    • Monitoring supplier performance to asses ability to meet quality and delivery requirements.
    • Overseeing implementation and effective use of e-procurement system;
    • Coordinating preparation and consolidating procurement budgets and plans
    • Maintain appropriate records such as vendor quotations, purchasing requisitions, purchase orders and reports to ensure that the procurement process, decision, and contractual agreements are accurately documented for accountability and audit purposes.
    • Assist in any internal and external audits and the maintenance of a running list of previous audit recommendations and the status of their implementation.
    • Analyzing invoices against receiving reports before authorization of payment to suppliers and making follow-ups to ensure suppliers are paid on time.
    • Initiating the process of disposal of unserviceable, obsolete and surplus stores and equipment.

    Requirements/Qualifications

    A candidate must have served in the post of Supply Chain Officer or its equivalent for a minimum period of two (2) years in a comparable institution

    • Bachelor’s Degree in Supply Chain Management, Procurement, or a related area from a reputable institution.
    • Member of KISM/CIPS.
    • Fulfilled the requirements of chapter six (6) of the Constitution of Kenya.
    • Basic proficiency with computer applications and programs including email and Microsoft Office.
    • Excellent communication and interpersonal skills.
    • Extremely well organized and self-directed individual with sound technical skills, and analytical ability.

    Finance Officer

    Ref: STTI 01/08/20

    Job Group ‘K’

    Essential Duties

    • Coordinating developing of budgetary planning, reviews and information to other departments.
    • Coordinates and oversees internal and external audit of College accounting records, financial statements and funds from the ministry.
    • Plans ,organizes, supervises and evaluates the work of finance staff
    • Ensuring compliance with Government financial regulations.
    • Prepares comprehensive college financial statements and reports, presenting quarterly and periodic reports to the Board.
    • Conducts special projects expenditure analysis and reports
    • Establishes and maintains internal control procedures and ensures that accounting standards are met.
    • Forecast cash flow positions and ensure sufficient funds are available to meet ongoing operational requirements.

    Qualifications

    The candidate must have CPA (K) and be a member of ICPAK

    • A Bachelor’s degree in Commerce, accounting or Finance or any other related discipline.
    • A minimum of two (2) years experience in an equivalent position in a busy educational institution and demonstrate outstanding professional competence.
    • Ability to perform principles and practices of accounting and auditing
    • Posses excellent Communication, supervision and negotiation skills.
    • Fulfilled the requirements of chapter six (6) of the Constitution of Kenya.
    • Be a team player
    • Computer literacy in the relevant packages
    • High level of integrity.

    Human Resource Officer

    Ref: STTI 03/08/20 Job Group ‘K’)

    Essential Duties

    • Planning, organizing, coordinating and administering all human resource activities in the Institute;
    • Overseeing development and review of human resource and administration policies, rules and regulations;
    • Oversee recruitment and appointment of staff to ensure the institution has the right staffing.
    • Monitoring and coordinating implementation of human resource management policies, rules and regulations;
    • Developing and overseeing administration of staff performance management process;
    • Advising on human resource planning and succession management;
    • Advising on career development and review of Career Progression Guidelines;
    • Coordinating organizational development and job reviews;
    • Interpreting labour laws and other statutes that impact on human resource in the College;
    • Coordinating industrial relations and staff welfare;
    • Spearheading the development and implementation of human resource management system;
    • Spearheading assessment of skills and competence needs for the institution;
    • Overseeing budgeting, allocation and optimal utilization of training resources and opportunities;
    • Monitor the working environment of the staff to ensure health and safety measures are observed.
    • Communicate to staff on HR matters relating to separation such as benefits, notice periods to ensure smooth separation of employees in the institution;
    • Ensuring compliance with all the statutory and regulatory requirements relating to Human Resource; and
    • Maintain Human Resource Information system and ensure confidentiality of staff personal information.

    Requirements for Appointment

    A candidate must:

    • Have served in the post of Human Resource Officer or its equivalent for a minimum period of two (2) in a comparable institution
    • Have Bachelors degree in any of the following disciplines:- Human Resource Management; Personnel Management; Human Resource Development or equivalent qualification from a recognized institution.
    • A member of the Institute of Human Resource Management (IHRM)
    • Fulfilled the requirements of chapter six (6) of the Constitution of Kenya
    • Have Certificate in computer applications from a recognized institution.
