    Public Health Specialist (Counseling and Testing)-CDC, Nairobi - In-house Applicants Only

    Job Overview

    The job holder serves as a Public Health Specialist supporting President's Emergency Plan for AIDS Relief (PEPFAR) activities for the implementation, coordination, monitoring and evaluation of assigned public health program activities and studies.
    Job holder plays an essential role in developing annual program strategies, budgets, and drafts regular progress reports related to program activities. Job holder’s duties include technical support, advice and guidance, day-to-day program and administrative management and coordination and collaboration with colleagues of other agencies and public health entities that administer similar public health programs in Kenya. Job holder coordinates funding, report compliance and administrative recordkeeping with the implementing partners to assure projects are conducted in accordance with the implementing agreement and that USG funds are appropriately utilized. The position requires public health technical knowledge, results-oriented analytical skills, advocacy, and constant and clear communication with implementing partners, non-governmental organizations (NGOs), and host country ministries responsible for public health HIV testing services programs.

    Requirements:

    • All selected candidates must be able to obtain and hold a: Police Clearance Certificate
    • All selected candidates will be subject to a background investigation and may be subject to a pre-employment medical exam.  
    • Selected candidate must be able to begin working within a reasonable period of time [4 weeks] upon receipt of agency authorization and/or clearances/certifications or their candidacy may end.

    Education Requirements:

    Education

    • Master’s degree, or host country equivalent, in public health, nursing, epidemiology, behavioral science, or counseling is required.

    Supervisory PHS (HSS and Laboratory) Deputy Branch Chief - In-house Applicants only

    Job Overview

    • The job holder serves as a Supervisory Public Health Specialist (PHS) Deputy Branch Chief supporting Division of Global HIV and Tuberculosis (DGHT)/President's Emergency Plan for AIDS Relief (PEPFAR) activities and is responsible for planning, formulating, analyzing, evaluating, and implementing policies for CDC’s public health programs. Develops, oversees, coordinates, and manages new initiatives, special activities, and programs impacting various international public health activities, such as prevention, counseling and testing, and care and treatment, laboratory and health systems strengthening.
    • Job holder works closely with partners within area of responsibility to support CDC’s public health programs, monitoring, evaluating and in some cases adapting existing or new innovative strategies to specific situations to ensure that program objectives are met. This leadership role requires extensive knowledge of a wide range of community and clinical interventions related to HIV and TB programs
    • Job holder plays an essential role in developing annual program strategies, activities, work plans, budgets, and monitoring plans (e.g., the Country Operational Plan (COP/Annual Work Plans) and drafts regular progress reports related to program activities. Job holder is an FSN Direct-Hire appointed to perform inherently governmental duties, such as supervision of USDHs and serving in a Project Officer capacity.

    Requirements:

    EXPERIENCE:   

    • Five years of mid-to-senior level public health experience in developing, implementing, and evaluating public health programs or other relevant public health programs that involve coordination with an international agency or IP is required.
    • An additional one-year managerial experience managing human and financial resources of international projects or programs is required
