    Communications Manager

    Job Summary:

     

    AECF is seeking to recruit a dynamic, proactive, passionate and results-oriented Communications Manager, who will have the overall responsibility for positioning AECF as an impactful and leading organisation in the surfacing of and investing in early and growth-stage businesses. The incumbent will be responsible for leading the development and implementation of AECF’s communication strategy and strengthening of its internal and external communications platforms in support of the institution’s overall strategy.

     

    Reporting to the Director, Strategy & Partnerships, the Communications Manager will serve on AECF’s management committee and work closely with the CEO and senior leadership on AECF’s brand and market positioning. The person will manage a team of two (2) full-time staff; a Communications Officer and Assistant.

    The role will be based in Nairobi with frequent travel in the region.

    Key Responsibilities:

    • Leading the Communications function with a focus on enhancing the dissemination of AECF’s value-adding outputs, raising the visibility of its impact and driving the organisation’s branding initiatives.
    • Guiding the development of AECF’s communications plan in accordance with the overall organizational strategy.
    • Working with Impact Evaluation and Learning Unit to oversee the development and tracking of metrics and success criteria for communications programs with the key objective being an amplification of AECF’s program work.
    • Providing support to the Impact Evaluation and Learning Unit in the packaging and presentation of reports and success stories.
    • Overseeing development of all communications materials, including press releases, talking points, reports, speeches, web materials, and videos. Ensuring all communications materials are in line with the institution’s messaging, strategy and policy positions.
    • Leading the communications team to effectively implement the Unit’s strategies and activities by; establishing unit priorities, monitoring the unit budget and managing external consultants.
    • Spearheading activities that build the brand by ensuring consistent use of messages across the organization and anticipating possible controversies with a proactive approach to issues management.
    • Providing strategic communications and advisory support to the Board and management team.
    • Managing media relations with the global, regional and national news media. Supporting the CEO and senior staff in the planning of media briefs, interviews, offsite visits and special events.
    • Ensuring AECF events meet global standards, are well documented and receive broad coverage in target media.
    • Overseeing the design and maintenance of the website, including content and aesthetics re-design reflective of the organisation’s strategy.
    • Developing and reviewing of internal communication protocols, program communications and staff media protocols to ensure transparency and a strongly aligned institution.
    • Maintaining relationships with journalists and creating partnerships with top media associations, media outlets and bloggers at the national and regional level.
    • Overseeing the production of corporate publications and marketing tools including the corporate brochure, annual report, Newsletter etc.
    • Overseeing social media platforms and taking overall responsibility for content sharing.
    • Advising on requirements for market research and overseeing the implementation of commissioned surveys.
    • Acting as the spokesperson for the organization, as needed.

    Required qualifications and experience:

    • Master’s degree in Communications, Business, International Relations, information management, media and, Journalism, Development Studies, or related field;
    • Knowledge and experience in training and report preparation;
    • Minimum of seven (7) years’ experience in reporting and communication;
    • At least three (3) years’ senior-level management experience in advocacy or public relations with exposure to the development sector
    • Experience in aligning social media into strategic communication planning
    • Experience in creating web content
    • Exceptional writing and editing skills
    • Significant experience in development-related activities in Africa
    • A working knowledge of French will be an added advantage
    • Good interpersonal, analytical and communications skills

    Project Officer - Kakuma Kalobeyei Challenge Fund (KKCF)

    About Kakuma Kalobeyei Challenge Fund (KKCF)

    The KKCF is a competitive financing mechanism for disbursing donor funding to incentivize for-profit companies, social enterprises, and local and refugee entrepreneurs to start or scale existing operations in the Kakuma-Kalobeyei area. Attracting the private sector to the area and supporting local entrepreneurs has the potential to expand job opportunities, improve services, provide more choice, and reduce prices. In turn, this could enhance the self-reliance and socioeconomic integration of both refugee and host communities, while also contributing to the development of Turkana County.

    KKCF is a program of International Finance Corporation (IFC) and AECF is the implementing partner.

    Job Summary:

    The Project Officer will be responsible for providing broad-based technical and grants management support to the task of selecting, managing and monitoring the AECF portfolio of projects.

    The individual is expected to work flexibly and collegially in supporting the Programme Manager and other internal stakeholders, as well as in processing grants and maintaining the AECF grant database.

    Key responsibilities

    • Develop portfolio management plans, in line with the KKCF program and the overall AECF operational and technical management strategy.
    • Work with the AECF competition team to execute competition activities, including marketing open windows, evaluating concept notes and business plans, conducting due diligence, supporting business plan development at the application stage and contracting selected companies.
    • Carry out on-going portfolio management of selected companies, monitoring project implementation to achieve program goals. This will include reviewing investee reports and conducting regular site visits.
    • With support from the AECF Impact Team, develop results measurement plans together with each investee company, supporting monitoring and evaluation activities at the investee level during implementation, to ensure quality impact reporting.
    • Contribute to the identification of investees who require technical assistance and arrange to deliver services based on the AECF Technical Assistance and Learning service delivery framework.
    • Manage the flow of grants, including disbursements and repayables, as well as program expenditure, against the program budget.
    • Participate in assessing fiduciary risk and regularly updating risk registers.
    • Ensure program compliance with all AECF and implementing partner policies and procedures, local laws and regulations that govern AECF.
    • Contribute to the establishment of appropriate linkages with the relevant state/government departments, implementing partners, donors, private sector bodies, potential project partners and civil society.
    • Contribute to the wider learning agenda of AECF (in liaison with Knowledge & Insight team), to further the institutional reputation and capability positioning of the Fund, have a wider systemic impact on the relevant market systems in Africa, and promote relevant advocacy efforts.
    • Participate in the development of AECF periodic progress and impact reports.

    Requirements

    • Bachelor’s degree in Finance, Accounting, Business, Economics, Development Studies, Agricultural Economics, or other relevant fields of study.
    • A minimum of three (3) years of experience in one or more of the following areas: finance,
    • agribusiness, SME finance, rural financial services, renewable energy and adaptation to combat climate change and/or humanitarian sector.
    • Minimum of two (2) years of experience in financial and grants management, with the ability to review, analyse and interpret budgets, financial management systems; financial statements (including income and expenditure statements and cash reconciliation statements) and audit reports.
    • Must possess excellent organizational and project management skills.
    • A good understanding of the humanitarian sector and economic markets within this sector in Africa.
    • An understanding of the operations of donors and international development organizations.
    • Excellent analytical and communication skills with the ability to prepare proposals, reports and concept papers to a high level of proficiency.
    • Excellent written and spoken English language is essential; knowledge of any local language (Kiswahili, Juba Arabic, Somali, Turkana) is an asset

    We seek to recruit a Finance and Administration Officer who will support us in enhancing efficiency and financial controls in the Kakuma Kalobeyei Challenge Fund Programme (KKCF).

    Purpose of the role:

    Reporting to Senior Finance Officer, the incumbent will be expected to work flexibly and collegially to support the financial and administrative aspects of Kakuma Kalobeyei Challenge Fund Programme (KKCF). The individual will be responsible for providing timely and efficient accounting and financial support service specifically to this programme while ensuring accuracy and completeness in the payment processes, data management, maintaining high financial management and control standards as well as providing administrative support to the program team.

    The Finance & Administration Officer serves as the finance liaison to AECF’s donors and will represent AECF at any of donor and Program partner meetings and ensure consolidation of the periodic award budgets, financial reports, strong tracking of program expenditures, continual analysis of program cash flow and ensure compliance with AECF’s and donor policies.

    Key responsibilities:

    • Financial Management
    • Support in ensuring the accuracy of postings that align with the Programme design and budgets.
    • Provide overall financial oversight to KKCF at all stages including timely preparation of budgets and financial reports.
    • Maintain a primary relationship and correspondence with donors on all financial requests and queries.
    • Develop and update Program-specific budget and financial reporting templates for AECF and investees, as requested by the donor.
    • Assist the management accounting team and Head of Finance to prepare accurate and reasonable institutional budgets and budget narratives, consistent with the institutional strategy and adhere to donor and AECFpolicies
    • Provide periodic budget monitoring reports to the program teams to guide in decision making with the ultimate aim of meeting donor expectations.
    • Track, report and consolidate monthly program expenses, burn rates and cash received from donors/funders.
    • Prepare consolidated programme financial reports based on the contract obligation schedules.
    • Maintain and monitor a consolidated investees financial tracking tool for the entire program.
    • Ensure program audits are conducted on time and audit findings resolved adequately.
    • Administration:
    • Assist in the maintenance of an inventory database and ensure insurance cover is in force at all times.
    • Receive all inventory items from suppliers, verify such deliveries against approved orders and ensure such items are safely stored.
    • Maintain relationships and liaise with service providers for timely and quality services at all times.

    Required qualifications and experience:

    • Bachelor’s degree in Commerce, Accounting or Finance specialisations or similar qualifications.
    • Must be a Certified Public Accountant (CPA) or hold an equivalent professional accounting qualification e.g. ACCA.
    • Minimum of 5 years’ experience in program accounting and financial management in not for profit sector and/or development finance institutions. Experience working with IFC/World Bank-funded programs desirable.
    • Computer proficiency and familiarity with a range of software applications including MS Excel, MS Word.
    • Proficient in Serenic Navigator software.
    • Excellent analytical and communication skills with the ability to prepare financial reports to a high level of proficiency.
    • Good interpersonal skills and ability to work with a cross-cultural team.
    • Excellent written and spoken English is essential;
    • Knowledge of any local language (Kiswahili, Juba Arabic, Somali, Turkana) is an asset.

    Sector Team Lead – Renewable Energy & Climate Technologies (REACT)

    Job Summary:

    Reporting to the Director of Portfolio, The Sector Team Lead - Renewable Energy & Climate Technologies (REACT) is responsible for technical programme development and overall management of AECF REACT across Africa. The Sector Team Lead - REACT provides the strategic vision and technical direction for the portfolio that promotes rural development and fosters more equitable and sustainable economic growth in Africa within the quickly evolving framework of the economic program.

    He/she consults regularly with the Director, donors and engages with senior government officials, other donors and international organizations. The role holder is also responsible for building and leading a team of portfolio and Programme Managers/Officers that will provide technical and relationship support to managing, monitoring and reporting REACT portfolio activities including performance assessments.

    As a leader of a team, the role holder must have excellent technical skill and subject matter expertise and serve as a coach to their team. They must ensure overall employee satisfaction and productivity, in order to deliver strategic and operational business excellence.

    Key responsibilities

    • Leadership and Strategic Direction (10%).
      • Develop and coordinate the overall AECF strategies and implementation approaches to achieve results for the renewable energy and climate technologies portfolio.
      • Lead development of REACT Investment Portfolio, aligning it to the AECF strategy and continental sector priorities, development and growth agenda;
      • Coordinates efforts and strategies with other departments, multilateral and bilateral donor agencies, and international NGOs working in the sector;
      • Design, develop and implement appropriate policies and procedures for operations within the renewable energy and climate technologies portfolio;
      • Provide guidance and support to team members on portfolio leadership and relationship management.
      • Support the review and implementation of AECF’s strategy and technical operations;
      • Develop overall operating plans, management plans, work plans and budgets for the renewable energy and climate technologies (REACT) portfolio;
      • Actively solicit input from team members and key stakeholders, recognize and acknowledge the contributions of team members.
      • Ensures that activities achieve their intended results. Provides technical and organizational leadership on the design, implementation, monitoring and evaluation of activities.
      • Ensures that investees meet their obligations in accordance with agreements and relevant regulations;
      • Prepares briefing papers for senior management on technical outlook and delivery of the programs within the portfolio;
      • Relay feedback from AECF’s partners, especially the government and development partners to other parts
    • of the organization.
    • Relationship Management & Business Development (20%)
      • Establishes and maintains productive working relationships and linkages with donors, and other development partner organizations, government departments, private sector partners etc. Establishes close links to sector leaders, international organizations, associations or businesses;
      • Provide leadership for resource mobilization and guide teams towards achievement of resource mobilization targets;
      • Capitalize on opportunities to demonstrate superior customer service during communication with investees, donors and other partners;
      • Participate in meetings and events that create visibility and positive image of AECF;
      • Lead AECF team in the development of technical bids and proposals to prospective funders.
      • Participate in the dissemination of AECF periodic progress and impact reports;
      • Leverage expertise and networks to support fundraising and business development efforts of AECF. This includes contributing to proposal development and pitches to donors;
      • Develop and maintain relevant and useful networks within the renewable energy and climate change sectors.
    • Sector Management (40%)
      • Provides technical expertise to assure alignment of the REACT portfolio with evolving sector development policies, government development objectives, other donor programs, and foreign policy priorities;
      • Provide technical leadership for the marketing, application review and selection of REACT projects;
      • Responsible for the overall planning, implementation, monitoring and evaluation of REACT portfolio, including multiple contracts, cooperative agreements, interagency agreements, and host country contracts;
      • Coordinate and manage effective competition design and implementation;
      • Contribute to planning and achievement of quality growth of REACT portfolio;
      • Develop effective strategies the enable recovery of outstanding repayable grants as due from portfolio investees;
      • Provide periodic reports on REACT portfolio, information trends and other relevant information as requested.
      • Lead development and implementation of portfolio risk framework, in line with the overall AECF Risk and Compliance Management Framework;
      • Provide oversight to planning and execution of portfolio activities on a periodic basis to ensure that: implementation is on track; performance targets are being met; progress reporting is timely and accurate, and resources are utilized in an appropriate manner;
      • Takes the lead in the preparation of REACT portfolio reviews, annual reports and periodic portfolio progress updates;
      • Facilitate and support portfolio audits and performance reviews;
      • Oversee portfolio budget development and management, aligned to each programme objectives and donor guidelines.
      • Custodian of REACT portfolio performance data.
      • Ensure effective and efficient use of financial resources.
    • M&E Learning (10%)
      • Contribute to the development and review the Monitoring & Evaluation (M&E) and Learning strategy.
      • Lead / coordinate the portfolio learning agenda in a manner that contributes to the wider learning agenda of AECF (in liaison with HQ M&E team), to further the reputation and capability positioning of the Fund, have a wider systemic impact on the relevant market systems in Africa and promote relevant advocacy efforts.
      • Ensure continuous improvement of the portfolio quality based on learning.
    • Team Management (20%)
      • Guide teams in the implementation of agreed strategy and programs, including enhancing coherence at team level;
      • Participate in recruitment and managing a high - performing team of programme managers, officers and consultants;
      • Responsible for the effective flow of communication within the REACT team, as part of the Investment Portfolio Management Team.
      • Manage employee performance e.g. weekly/monthly continuous performance discussions and provision of feedback. Translate strategy into executable plans while motivating your team with clear direction by setting clear goals and KPIs;
      • Emulate AECF Brand values through rewarding and voicing support for good behaviours as much as they reward technical competence;
      • Engage their employees and manage diversity within the workplace by encouraging and personally participating in employee engagement activities.

    Requirements

    • Graduate/Masters qualification in Business Administration, Economics, Development Studies, Sustainable Energy, Resource Economics, Agricultural Economics, or other relevant fields of study.
    • A minimum of eight (8) years of experience and recognized expertise in Renewable Energy, Climate Change, Climate financing and Renewable Energy Financing.
    • Project Management certification (PMP or Prince 2) is desirable.
    • Proven project management skills with the ability to work with a diverse group of clients.
    • Proven experience working in the development sector, managing multiple donor/ funder engagements.
    • Proven Leadership skills with the ability to grow a team to grow and deliver progressively
    • A good understanding of rural and/or financial services markets in Africa.
    • An understanding of the operations of donors and international development organizations.
    • Excellent analytical and communication skills with the ability to prepare proposals, reports and concept papers to a high level of proficiency.
    • Good interpersonal/people skills and ability to work in cross-cultural teams.
