    Town Administrator

    V/NO: KSI/PSB/EA/04/23

    Duties And Responsibilities

    • Reporting to the Municipal Manager-Ogembo Municipality.
    • Implementing the decisions and functions of the County Public Service Board;
    • Overseeing the affairs of the town;
    • Developing and adopting policies, plans, strategies and programs;
    • Maintaining a comprehensive database and Information system of the administration & providing public access;
    • Ensuring preparation and submission of Information to the County Treasury for consideration and submission to the County Assembly for approval as part of the Annual County Appropriation Bill
    • Establish, Implement and monitor performance management systems; and,
    • Perform such other functions as delegated by the Municipal Manager.

    Requirements For Appointment

    • Be a Kenyan citizen.
    • Be a holder of at least a bachelor's degree from a university recognized in Kenya.
    • Working experience of not less than 5 years.
    • Satisfy the requirements of Chapter Six of the Constitution of Kenya, 2010.

    Municipal Board Members - 4 Positions

    V/NO: KSI/PSB/EA/02/23

    The members shall be responsible to the Ogembo Municipal Chairperson and the Governor.

    Duties And Responsibilities

    • The Board of the Municipality shall perform the following functions Oversee the affairs of the Municipality.
    • Formulate and implement the Integrated development plan.
    • Development and adoption of Policies, plans, strategies and programmes including setting targets for delivery of services
    • Control (within the municipality) land use, land sub division, land development, and zoning by public and private sectors for any purpose including industry, commerce, markets, shopping and other employment centres, residential areas, recreational areas, parks, entertainment, passenger transport, agriculture, and freight and transit stations within the framework of the spatial and master plans for the town as may be delegated by the county government;
    • As delegated by the County Government, promote and undertake Infrastructural development and services within the Municipality vl. Develop and manage schemes, including site developments in collaboration with relevant national & county agencies.
    • Maintain a comprehensive database and Information system of the administration and provide public access thereto upon payment of a nominal fee to be determined by the board. VIII. Administer and regulate its internal affairs
    • Implement applicable national and county legislation x Enter into such contracts, partnership or joint ventures as it may consider necessary for the discharge of its functions under the Urban Areas and Cities act or other written law.
    • Monitor and, where appropriate, regulate municipal services where those services are provided by service providers other than the Board of the Municipality
    • Prepare its budget for approval by the County executive committee and administer the budget as approved
    • As may be delegated by the County Government, collect rates. taxes, levies, duties, fees and surcharges on fees
    • Settle and Implement tariff, rates and tax and debt collection policles as delegated by the County Government
    • Monitor the Impact and effectiveness of any services, policies, programmes or plans
    • Establish, Implement and monitor performance management systems
    • Promote a safe and healthy environment
    • Facilitate and regulate public transport and
    • Perform such other functions as may be delegated to it by the county government or as may be provided for by any written law.

    Requirements For Appointment

    • Be a Kenyan Citizen.
    • Is a citizen of Kenya;
    • Is ordinarily resident or has a permanent dwelling in the municipality
    • Carries on business in the municipality
    • Has lived in the municipality for at least five years
    • Satisfy the requirements of Chapter Six of the Constitution of Kenya, 2010.

    Liaison Officers - 7 Positions

    V/NO: KSI/PSB/EA/01/23

    Liaison officers will be responsible to the respective County Chief Officer and or the County Secretary and Head of Public Service for the general administration and management of county. Intergovernmental and International affairs.

    Duties And Responsibilities

    • Provide an integral link between the county and the respective stakeholders and other relevant offices both at county and at national level.
    • Coordinate donor and diaspora engagement meetings.
    • Coordinate logistics and activities for County officers and respective Stakeholders/investors on official duties.
    • Ensuring proper Planning and utilization of resources and carrying out general office administration duties.
    • Set and oversee Internal operating rules and regulations
    • Establish an efficient registry for effective record keeping. filing and tracking of all office Inventories, malls and files and monitoring their movement and effective correspondence and relaying the same to the county government.
    • Maintain an updated Inventory of office assets and liabilities and ensure their timely maintenance.
    • Attend regular sectorial and Intergovernmental meetings as delegated by the County Secretary.
    • Conduct periodic research in thematic areas from time to time and provide balanced analysis and assessments to inform Kisi County Government.
    • Performing any other duties as may be assigned from time to time.

    Requirements For Appointment

    • Be a Kenyan Citizen.
    • A Bachelor's degree holder in International relations & diplomacy. public administration, social science or equivalent.
    • Must have relevant work experience or related and equivalent positon.
    • Must demonstrate strategic planning skills and ability to design and Implement short term, medium & long term plans.
    • Demonstrate understanding and commitment to the values and principles as outlined in articles 10 &232 of the Constitution of Kenya, 2010.
    • Ability to handle multiple tasks, set priorities, meets deadlines and develops innovative recommendations and solutions to problems.
    • Must possess strong verbal and written communication skills. vill. Must be organized, motivated and a team player.
    • Computer literacy with all aspects of Microsoft Windows network; experience with database management a plus.
    • Satisfy the requirements of Chapter Six of the Constitution of Kenya, 2010.
