    Senior Procurement Officer

    Reports to HEAD PROCUREMENT
    Grade NACC 4
    Department CHIEF EXECUTIVE OFFICER
    Business

    Purpose/Objective

    • To facilitate the procurement of quality products and services for NACC in order to maintain appropriate stock levels. Support the Head of Division in the procurement and supply chain function at the NACC.
    • Accountabilities (Responsibilities)
    • Preparing the annual procurement plan, budget proposal and coordinate its implementation as per the law;
    • Providing professional opinions for all tenders to the Chief Executive Officer and ensure line
    • Deputy Directors are provided with logistical advice to ensure effective and efficient procurement;
    • Preparing of contracts agreements as per established procedures;
    • Participating on tender opening and commercial analysis in liaison with other departments,
    • Section and Units
    • Participating in the development, implementation of the procurement policy and procedures for the Commission
    • Receiving requisitions from the departments/units for development of procurement schedule;
    • Preparing and send out tender bidding documents/requests for regular and specialized supplies of goods and services;
    • Scheduling procurement in line with the budget;
    • Participating in ensuring that Best Practices are employed in the supply chain management;
    • Facilitating prompt and accurate delivery of goods, services or equipment following the award of tenders or orders;
    • Facilitating receipt, verification, inspection and posting (into stock cards) of ordered goods, to ensure compliance to order specifications;
    • Preparing inventory coding and classification and maintain it on equipment and tools, and ensure proper inventory control no pilferage;
    • Monitoring usage of purchases and supplies to ensure that irregularity, duplication and wastage is minimized;
    • Preparing tender schedules before awarding of local purchase orders, and local service orders;
    • Managing the performance of the procurement team and undertake appraisal of staff; and
    • Participating in carrying out periodic stock takes.

    Requirement

    • Educational Master’s degree in relevant field;
    • Bachelor’s degree in Business Administration procurement/
    • Social Sciences/Purchasing/Commerce/ Economics or related discipline;
    • Certificate in a Management Course from a recognized institution;
    • At least CIPS professional final stage;
    • Must have membership in a relevant professional body in good standing;
    • Certificate in Computer proficiency; and
    • Experience Minimum five (5) years relevant experience in procurement within a large public sector.
    • Experience in GOK and development partners' procurement procedures
    • Knowledge in contract management and knowledge of contracting legal framework in is required.

    Legal Officer

    Reports to HEAD LEGAL SERVICES
    Grade NACC 4
    Department CHIEF EXECUTIVE OFFICER

    Purpose/Objective

    To provide overall legal expertise and support on legal issues relating to the functions, structures and activities of the organization and support management on issues pertaining to legal and regulatory framework and monitor compliance with legal and regulatory corporate governance requirements.

    Accountabilities (Responsibilities)

    • Advising the organisation on all legal matters that may arise in its operations;
    • Drawing and vetting of contracts, agreements and other legal documents;
    • Negotiating for contracts;
    • Development of divisional budgets and workplans;
    • Following up on cases filed against the organisation and preparation of legal reports and opinions;
    • Undertaking legal research;
    • Liaising with external lawyers and the state law office on all cases filed against the organisation to ensure instructions, witnesses and statements are procured on time;
    • Developing, implementing and reviewing legal policies and procedures to ensure that they are in accord with the existing legislation;
    • Coordinating the organisation’s complaint management system;
    • Advising the organisation on the legislation that affect the organisation and changes made thereof;
    • Monitoring compliance with legal and statutory requirements of the organisation;
    • Providing necessary support in the board secretarial function;
    • Providing of day to day legal and regulatory support to the functional areas covering general compliance queries and reviews; and
    • Carry out any other duties relating to laws of the country or the organisation generally as may be directed by the head legal services from time to time.

    Educational

    For appointment to this grade a candidate must have: -

    • Have a Bachelor of Laws (LL.B) degree from a recognized institution;
    • Master’s degree in any of the following disciplines; Law, Business Administration, Public Administration, or equivalent qualifications from a recognized institution;
    • Postgraduate Diploma in Law from Kenya School of Law;
    • Admission to the Roll of Advocates of the High Court of Kenya;
    • Be a member of the Law Society of Kenya (LSK)
    • Possession of a current Law Practicing Certificate;
    • Evidence of proficiency in computer applications;
    • A supervisory course lasting not less than two (2) weeks from a recognized institution;
    • Fulfilled the requirements of Chapter Six of the Constitution.
    • Experience A minimum of five (5) years relevant work experience in Public service or Private sector,
    • Experience in Public Sector matters/operations

    Programme Officer (County Support) – NACC 4

    Reports to HEAD COUNTY SUPPORT
    Grade NACC 4
    Department COORDINATION & SUPPORT

    Purpose/Objective

    To coordinate the regional implementation of the NACC strategy while providing support to the Regional coordinators, County HIV Coordinators and CACCs in the effective implementation of their stated
    roles and mandate through the development and continuous review of systems

    Accountabilities (Responsibilities)

    • Co-ordinate HIV and AIDS prevention and control activities undertaken by regional and county offices in line with the broad policies laid down by the NACC
    • Review work plans/reports from regional offices
    • Establish targets for regional coordinators, review their work programmes and monitor their performance
    • Liaise with the Technical Advisors, in providing technical oversight, accountability and ensure timely implementation, monitoring, and evaluation of all relevant HIV activities at the field level
    • Promote team work among the regional coordinators at all levels in the prevention and control of HIV and AIDS in their respective units
    • Conduct supervisory field visits to regional offices
    • Ensure implementation of HIV and AIDS programmes as per approved plans of regional offices
    • Design work and reporting relationships among field staff in the implementation of HIV and AIDS prevention and control programmes
    • Provide technical and logistical support to regional staff in all matters related to HIV and AIDS prevention and control in their units

    Educational

    • Master's degree in Health Sciences, Biological Sciences, Social Sciences, Business Administration, Public Administration or a related field from a recognized institution is an added advantage
    • Possess a Bachelor's degree in Biological Sciences, Social Sciences or Health Sciences or its equivalent from a recognized institution;
    • Experience Have served for a minimum of five (5) years in an administrative position in a large and reputable organization;
    • Experience in liaisons/ coordination role within an organization shall be an added advantage.
    • Demonstrable ability to develop and monitor activity work plans
    • Demonstrable skills in project management

    Key competencies

    • Have a clear understanding of multi-sectoral co-ordination practices;
    • Have strong analytical and administrative skills;
    • Be computer literate; use of Information Technology and or other related knowledge and systems
    • Demonstrable writing skills and developing analytical reports.
    • Excellent intellectual and operational leadership in HIV and AIDS control work and ability to enhance interaction with County
    • Governments and other levels of AIDS control actors.
    • Experience in partnership building and networking
    • Evidence of participation in negotiation in the course of work.
    • Ability to work under pressure and with minimum supervision.
