    Head of Finance & Support Services

    The main duties relating to this position are as follows:

    Coordination and Technical Support

    • Contribute to the Country Programme strategies and policies through advisory services to the Country Director.
    • Provide technical advice and operational guidance on innovative approaches to project financing, risk assessment/mitigation and use of financing structures, mechanisms instruments and guarantees.
    • Collaborate with colleagues to identify the need, determine cost and plan all Country programme support services, including procurement, finance, and administrative services.
    • Participate in forum discussions/platforms to ensure the organisation’s position, interests and priorities are fully considered.

     Project Planning and Coordination Support

    • Provide assistance and support to the programme on project budget preparation.
    • Monitor Country office financial projections and refer critical issues to the Country Director for action.
    • Provide advice on programme and project cost sharing, deployment of funds and closure.
    • Constantly monitor and analyse the operating environment to identify potential risks.
    • Support and ensure close liaison with the Field Offices is maintained, in order to troubleshoot any issues that might cause interruption in the support services management.

     Procurement

    • Support viable procurement solutions that meet operational needs and compliance with the organisation’s procurement procedures, regulations and standard of accountability, ethics, integrity, performance and cost effectiveness.
    • Evaluate the efficiency and integrity of the procurement evaluation process to ensure cost-effective procurement of goods and services.
    • Evaluate contractual arrangements and legal commitments/risks for appropriate action.
    • Evaluate, list, update and monitor the performance of service providers of suitable/current vendors.

     Financial Management

    • Oversee the programme Finance Unit and ensure compliance with the organization’s Financial Rules & Regulations and Finance procedures.
    • Supervise the timely review, posting and closure of accounts, verify accuracy and compliance with policy and standards of accountability framework.
    • Oversee all financial services (accounting, cash management, payments etc.) ensuring timeliness and compliance with standards of accountability and performance
    • Review financial plans and oversee the budget process/cycle to ensure timely revisions and reallocation of funds.
    • Ensure the availability and timely submission of required financial reports, both internal and external.
    • Manage and monitor the cash flow based on established financial goals and resource mobilization plans.
    • Oversee certifying and authorizing payments, expenditures and disbursements, entering all transactions into the FMS Maconomy and that the supporting documents are filed according to internal procedures.
    • Ensure all spending is in accordance with the DCA and donor requirements, and all relevant files for documentation are created, updated and maintained.
    • Monitor that DCA and donor policies, procedures and guidelines are strictly adhered to and that DCA operates in compliance with local laws.

     Administration, Information Technology and Knowledge Management

    • In close collaboration with Headquarters, support the compilation of yearly budget forecasting, annual reports and contribute to Donor reporting guidelines.
    • Oversee the acquisition, maintenance, inventory, recording, verification and protection of project and administrative facilities/assets, including IT infrastructure, equipment and servers.
    • Identify innovative opportunities for use of IT platforms/systems to enhance efficiency and to facilitate knowledge management, and information sharing.
    • At the request of the Country Director and in collaboration with the team, plan, implement and organise strategic capacity building of personnel.

     Accountability and Learning

    • Provide advice on goal setting, targets and performance indicators for support staff and recommend tools for monitoring, evaluation all staff performance.
    • Act as focal point for any internal/external audit exercise.
    • Monitor and supervise all aspects of the programme to ensure compliance with organisation rules, regulations, policies, and standards of accountability, ethics and integrity.

     Additional responsibilities include

    • Network and attend relevant coordination meetings at national level.
    • Build and develop meaningful and effective relationship with partners at all levels, other NGOs in country and regionally, donors and with other people of importance to DCAs work.
    • Contributing to a culture of excellence, continuous improvement and performance optimization across all teams.
    • Working in accordance with DCA values and humanitarian principles.
    • Maintaining effective working relationship with other members of the team.
    • Being a role model for diversity and inclusion, as well as for contributing to positive team spirit.
    • Build and maintain links to relevant units at Headquarters as the main point of entry to Group Finance Unit, Procurement & Logistics Unit and IT & Digital Development Unit. Provide feedback to HQ in order to improve systems and procedures.

     What you bring

    • A relevant Master’s Degree in Financial Management or related field
    • At least 10 years of relevant experience, at least 4 of which must have been in an INGO or international organization in a similar role
    • Proven experience of capacity building, and learning and development plans of both own staff and partner organizations.
    • Proven experience of procurement and supply chain, including ensuring compliance, internal controls, and anti-corruption
    • Strong leadership, team-building and communications skills. Proficiency in written and spoken English
    • Excellent organizational and interpersonal skills
    • Cultural sensitivity, patience, resourcefulness and adaptability.

    Project Officer (PO) – Food Security & Livelihoods

     The main responsibilities of the PO are:

    • Manage all the DCA direct implemented food/nutritional security and livelihoods activities of projects at the field level. This includes direct implementation and technical support/backstopping of project staff.
    • Support and drive innovation initiatives in the area of Livelihoods and Food security, cash-based interventions working closely with the financial inclusion team. These will include private sector & universities partners and related innovation incubation and prototyping.
    • Develop project implementation plans and ensure consistent implementation and follow up including budget tracking. The incumbent will also be required to support the day-to-day implementation of assigned DCA interventions at the field level.
    • Support ongoing staff capacity building including mentorship and coaching of staff consistent with their staff development plans or identified capacity needs
    • Network and coordinate with other field operational I/NGOs, UN Agencies (UNHCR, WFP & FAO) and LGAs and explore/advise on possible areas of collaboration/partnerships to enhance program synergy.
    • Facilitate, support and initiate baseline surveys and other assessments and generate relevant reports as well as support concept paper development at the field level as part of DCA fundraising efforts.
    • Seek opportunities for programme growth through proposals for funding opportunities
    • Facilitate/support collaboration and cross learning among DCA projects & partners through information sharing, exposure visits and active partner participation in DCA platforms/forums.
    • Technical representation on Food security and livelihoods forum at the county level
    • Facilitate logistical arrangements for DCA staff, consultant field visits and donor visits in consultation with the Area Manager.
    • Participate in field project monitoring learning and reflections for purposes of sharing experiences.
    • Develop regular progress reports in accordance with DCA internal procedures and perform any other responsibilities as determined and assigned by the Area Manager from time to time.

    Professional Qualifications:

    • University level education in Agriculture, Agriculture Education & Extension, Agronomy or any relevant qualification (a good combination of crop & animal husbandry skills is preferred.), plus at least three years’ experience in project management.
    • Technical skills and hands on experience in food security, livelihoods and resilience building programming ((preferably working with dryland farming &/or pastoralists areas – working knowledge of Turkana County is an added advantage).
    • Knowledge of the rights-based approach & Core Humanitarian Standards (CHS) is an added advantage.
    • Good interpersonal skills and a proven team player. Self-driven and results-orientated in challenging rural working environments.
    • Experience in training at field/community level and excellent reporting skills. Excellence in English,

    Collaborative Learning and Adaptation (CLA) Assistant

    The main responsibilities of the Collaborative Learning and Adaptation (CLA) Assistant:

    Project Reporting

    • Lead the development of systems and processes for the implementation of the project MEAL frameworks.
    • Using advanced quantitative and qualitative analysis methods generate datasets, assessments, and reports analysis to support project staff in generating high quality reports for various audiences.
    • Maintain an updated Indicator Performance Tracker (IPT) for the Daisy project, including maintenance of an agile and accessible secure physical and digital filing system and project database.
    • Lead the documentation of project results, impact, best practices and significant changes. Document learning and best practices; disseminate learnings, reports, publications and participate in learning sessions, and ensuring that the lessons learnt are utilized to inform programming and advocacy.
    • Communicate project performance by processing, packaging, and disseminating a wide range of Information, Education and Communications (IEC) materials including county profiles, commodity brochures and reports among relevant stakeholders.
    • Support efforts to build the capacity of project staff, partners and other relevant stakeholders on implementation of MEAL actions.

     Collaborative Learning and adaptation.

    • The CLA Assistant will have the responsibility for facilitating knowledge sharing/learning activities, monitoring behaviour change and adaptation across project partners and stakeholders. This will include individual actions, organizational operating principles, societal cultures, local laws, policies, and institutional operating principles.
    • Coordinate processes to identify, design and/or adapt tech-enabled extension worker tracking and monitoring systems with third party providers.
    • Lead in researching and identifying performance, skills, knowledge, information, and attitude gaps of project beneficiaries and partner staff and create and/or select learning experiences to fill this gap.
    • Support efforts to build the capacity of project staff, partners, and other relevant stakeholders on implementation of MEAL actions.
    • Lead in facilitating learning design processes together with end-users, subject matter experts, project leads, interaction designers, external partners, and the communities.
    • Facilitate collaborative planning sessions to finalize learning activities that address learning questions of relevance to key stakeholders.
    • Take lead in research on Responsible Business Conduct (RBC) approaches including relationship with academic and research institutions.

     Competencies and Professional Qualifications:

    • A holder of a degree in either Social Sciences, Community Development, Project management or a related field.  
    • A masters degree is preferred.
    • Expertise in the usage of MS-Excel, Commcare, STATA, SPSS, Power Bi, NVIVO and other data management software.
    • Experience in setting up and use of Digital Data Collection Data Collection software such as Kobo, Magpi,etc.
    • The canditate should posess strong skills in  qualitative and quantative data analysis, reporting and  presentation
    • A minimum of three years of professional experience in monitoring and evaluation, preferably with INGOs.
    • Demonstrated ability to build relationships and facilitate collaborative learning.
    • Ability to work independently to troubleshoot, perform root cause analysis, identify and isolate technical issues.
    • Strong interpersonal skills.
    • Self-motivation, creativity and an ability to perform without close supervision.
    • Proficiency in spoken and written English is required.
