    Contracts Specialist – Gavi REACH Project

    Job Overview

    The Senior Advisor, Gavi Contracts is responsible for providing contract management and support tthe Gavi project and its delivery across Ethiopia, South Sudan, Somalia, and Sudan. The role will be the project expert tensure successful commercial delivery of the Gavi contract. The Senior Advisor will focus on facilitating start up and sub-awarding during inception and the beginning of implementation and will provide ongoing support and contract management as part of the project team throughout implementation. 

    Specific Responsibilities

    • Award Management and Monitoring
    • Coordinate sub-award processes with all partners including due diligence for partner compliance with Gavi terms and conditions, drafting of sub-contracts, and negotiation
    • Coordinate technical and other specialist support and inputs required from non-project IRC teams for the completion of due diligence processes
    • Maintain an overview of the Gavi award and sub-contracts, providing ongoing monitoring and advice tfacilitate decision making and timely response tissues as they arise
    • Develop system ttrack, validate and aggregate results from core team and all subcontractors tmeet donor reporting requirements and track progress against KPIs
    • Provide effective, relevant, and timely advice tcountry teams, regional teams and the Grants Operations and Analytics Team (GOAT) on systems and processes for managing, delivering and reporting on Gavi contracts, including providing training as needed.
    • Coordinate and support in-country Grants Focal Points for day-tday award and compliance support 
    • Working closely with Finance Officer, ensure quality control of all financial forecasting and reporting deliverables, including training on systems/processes if needed.
    • Support Deputy Project Director with establishing and overseeing all award related routines, such as award review meetings, etc. 
    • In partnership with Deputy Project Director, develop monitoring plan for sub-contractors
    • In partnership with Deputy Project Director, develop handover plan for contract management, identifying responsibilities for all contract management tasks

    Donor Reporting and Compliance 

    • Advise on donor compliance for this specific award, working closely with AMU team tensure templates and toolkits tsupport compliance, appropriate contract management and Gavi contract implementation are adhered to.
    • Support procurement processes tensure items procured in abidance with donor compliance rules.
    • Support project team tensure accurate reports are produced in a timely manner and in line with the Gavi agreement and related terms and conditions
    • Provide Gavi award and compliance focused capacity strengthening tstaff at headquarters and in country programs working on Gavi projects
    • Support with the onboarding training for project staff tensure they are familiar with required policy documents and all relevant Gavi compliance requirements 
    • Monitor and facilitate compliance of programs with Gavi and IRC requirements and raise issues affecting external/internal compliance 
    • Support with the engagement of auditors and the response tthe annual audit process, in line with Gavi audit requirements
    • Contribute tthe development and support periodic review of the project risk management matrix in relation tparticular compliance risks or issues with contractual deliverables.
    • Provide advisory support tthe finance team tdevelop appropriate systems and processes for the tracking and billing of costs according tGavi terms and conditions.

    Communications

    • Participate in and, where appropriate and delegated, lead donor meetings and communications related tthe contract and in response tspecific issues where contract specialist expertise is required
    • Maintain regular communications with the project team and build collaborative relationships with colleagues working on the Gavi project and in relevant IRC teams
    • Play an active and engaged role within the project team and GOAT, supporting team priorities, strategic initiatives, and contributing tour contracts “community of practice”

    Job Requirements

    Minimum Requirements  

    • Bachelor’s degree International Affairs, Public Administration, Economics, Business Studies, Accounting, Commerce, or other related fields
    • Demonstrable related work experience, preferably for an International Non-Governmental Organizations or with private sector organizations
    • Previous experience managing Gavi contracts and sub-contracting
    • Experience working with remote, multi-cultural, and multi-disciplinary teams across multiple project sites
    • Experience of supporting start-up/inception phases of larger contracts and negotiations with donors. 
    • Experience managing complex grants and projects throughout implementation, including compliance, monitoring, and reporting processes. 
    • Experience of negotiation of programmatic and financial contractual arrangements with donors and partners.
    • Excellent organizational skills: the ability twork independently & productively in a fast-paced environment and ability teffectively see projects through from start tfinish.
    • Excellent interpersonal and communication skills: the ability tsuccessfully and effectively liaise with a variety of people in a multi-cultural environment and work on a virtual team; 
    • Flexible work attitude, proactive and demonstrated creativity: the ability twork productively in a team environment and the ability tproblem solve creatively with minimal guidance;
    • Excellent Computer skills: proficient in all MS Office
    • Language Skills: Fluency in English, both written and verbal is required

    Gender Equality Diversity and Inclusion & Safeguarding Manager

    Job Overview/Summary:

    The Gender Equality Diversity and Inclusion (GEDI Manager) will be responsible for guiding the Kenya Country Office in applying principles of gender equality in all operational policies and practices and will help country staff to set and achieve meaningful and targeted goals for more gender equitable internal practices. S/he will also be responsible for implementation of IRC’s safeguarding strategy and activities across the country program. 

    Major Responsibilities:

    • Oversee the implementation of the GEDI Action Plan and other organizational priorities set by the IRC to fulfil its ambition to become an inclusive feminist organization, in accordance with regional, global, and country frameworks
    • Support organizational transformation to align with GEDI values and principles by, inter alia, facilitating collective learning processes, fostering feminist management and leadership practices, and strengthening the inclusion and the voices of the under-represented and structurally disadvantaged groups of staff
    • Build the capacity of staff and, when relevant, of partners to undertake contextualized intersectional analysis, to design and implement transformative programs, and to ensure our human resource strategies are gender-sensitive, inclusive, and equitable 
    • Facilitate the enforcement of harassment-free/ anti-sexual harassment, safeguarding, respect at work and other relevant policies
    • Contribute to decision-making, development & implementation of strategies & policies at country program level.
    • The position will advocate for and represent the IRC in his/her area of expertise and at relevant coordination fora.
    • Oversee staff trainings on the GEDI Marker and monitor the implementation of IRC Gender Equality Inclusion and Diversity for the country program and its partners after establishing strong working relation with IRC’s regional office safeguarding and Gender Equality Technical Units and IRC Kenya country leadership.
    • Work with the country team Human Resource to develop Gender (including Women@Work) and Safeguarding Action Plans, including developing and adapting proven and innovative approaches for promoting and building an inclusive and equal office culture and environment.
    • Provide inputs for proposals and reports and plan and manage GEDI budget and spending.

    Highlight of Key responsibilities

    DEI in operations: 

    • Lead the rolling out of the Gender Equality Diversity and Inclusion (GEDI) Action Plan in accordance with the global and regional frameworks and agreed country-level priorities
    • Collaborate with the HR and other relevant departments and program teams on ensuring greater gender balance, inclusion, and representatives on the staff, including by conducting gender/GEDI analyses of HR data and policies, ensuring recruitment and career support processes are aligned with GEDI values and principles, and delivering anti-bias training to HR staff and hiring managers
    • Support the capacity-building, empowerment and active functioning of the WOW network and their focal points, GE/GEDI Champions and other relevant roles, e.g., Safeguarding focal point, IRC Way Day ambassadors on GEDI related matters
    • Collaborate with HR and other relevant colleagues on the socialization and implementation of anti-harassment/ anti-sexual harassment, respect at work, and safeguarding policies (against sexual abuse and exploitation of adult and child clients, against harassment and bullying among staff, against sexual harassment of staff)
    • Collaborate with the Safety & Security Coordinator to conduct gender-sensitive and inclusive Security Risk Assessment (SRAs) and develop effective Security Management Plans (SMPs)
    • Foster organizational culture transformation by conducting awareness-raising and training for staff, and building the capacity-building of managers and leaders to foster an inclusive and gender-sensitive culture and lead by example.

    GEDI in Programs: 

    • Collaborate with Deputy Director Programs, Technical Coordinators and relevant program teams to conduct intersectional gender analyses and build the capacity of program staff to conduct intersectional analyses
    • Provide technical assistance for the development and implementation of GEDI-aligned transformative programs, informed by the findings of the intersectional analyses
    • Support quality control, monitoring and evaluation of programs with a GEDI lens, including, if necessary, a gender/GEDI review of programs, development of a GEDI-integration plan, spot checks and field visits to program locations
    • Incorporate gender considerations into the Performance Monitoring Plan, with an emphasis on designing indicators that will drive high-value program activities
    • Collaborate with program teams to ensure gender equality, diversity and inclusion considerations and goals are incorporated into proposals and data related to gender equality indicators are collected.

    Advocacy, Communication and Networking:

    • Participate in and represent the IRC at relevant coordination structures and fora 
    • Organize, facilitate, or participate in GEDI-related events
    • Produce and disseminate GEDI-related materials, including information about the country programs efforts and good practices.

    Working Relationships

    • Directly reports to and receives supervision from: Snr. HR Coordinator.
    • Receives technical guidance and support from: Regional GEDI Director
    • Receives technical support for safeguarding related matters from: Regional Safeguarding Advisor
    • Closely collaborates with: 
      • Operations: Country Director, Deputy Director Operations (DDO), Safety & Security Coordinator
      •  Programs: Deputy Director Programs (DDP), Deputy Director Grants &, Accountability, Technical Coordinators,  Project Coordinators/ Program Managers

    Qualifications

    • Bachelor’s degree in social sciences, Gender and Development studies, law, psychology, health, social work, humanities, or other related discipline.
    • A minimum six (6) years of relevant experience with at least two (2) years of experience in a similar role, e.g. fostering gender equality at work place and in programs; experience working closely with structurally excluded groups is a plus
    • Excellent analytical skills with a strong focus on gender combined with a self-reflexive and intersectional feminist understanding of power inequalities and gender dynamics; critical postcolonial feminist lens is a plus
    • Proven experience and skills in designing and conducting gender analyses, qualitative and quantitative research; familiarity and experience with action-oriented participatory research methodologies is preferrable 
    • Demonstrated experience and skills in capacity building, including designing and conducting participatory training and facilitating collective learning processes; coaching and mentoring skills are desirable 
    • Proven experience in supporting/designing, implementing and/or monitoring and evaluating gender-transformative programs and projects; experience and skills in drafting proposals is preferable.
    • Excellent in oral and written communication in Bangla and English Languages, including skills to speak to diverse audiences and develop various written products (reports, training manuals, learning aid materials, etc.)
    • Relevant computer software skills (including, at a minimum, the standard applications in MS Office)
    • High personal integrity, strong worth ethic and passion for equality, justice, and positive change
    • Strong team player and ability to work with multi-cultural and multi-disciplinary teams
    • Open-minded and empathetic, with a nurturing leadership style
    • Critical thinker and a quick learner; creative thinking is a plus
    • Self-motivated and able to work with little direction; ability to effectively function under pressure and with tight deadlines.
