    Deputy Supply Coordinator

    Main Purpose

    Supporting the Supply Chain Coordinator through delegated tasks and responsibilities, replacing him/her in his/her absence in coordinating the supply chain activities of the 3 MSF missions in Kenya.

    Participating in the definition and implementation of the supply strategies of the 3 MSF missions in accordance with MSF protocols, standards and procedures in order to enable the development of the 3 missions and optimize the impact of the medical projects.

    The Deputy Supply Coordinator will spend most of his/her time on the (today 5) MSF projects around Kenya in order to implement supply strategies, support project supply teams and ensure a good communication between projects and the SKID team based in Nairobi.

    Accountabilities

    Participating actively in the definition and monitoring of annual project planning and budgets (including Emergency Preparation Plan), defining strategies and advising the Supply Chain Coordinator in the translation of the identified needs into objectives, priorities and resources needed for intervention.

    Defining, monitoring, evaluating and ensuring the implementation of the strategies and overall supply activities on the 3 missions, making adjustments where needed, according to MSF standards, protocols and procedures. This includes guaranteeing of the following:

    • An efficient supply administration and provision of adapted tools to support the different supply activities
    • Standardisation of the supply processes (orders, purchases, warehouse, distribution) used by the 3 missions
    • Stability of supply activities within regular and emergency intervention of the MSF projects in Kenya and manages field visits on regular basis to offer a permanent support to the direct and indirect supply stakeholders
    • Validation of the use of the supply related third parties (suppliers, transport companies, freight forwarders,) proposed by the procurement officers, transport manager, together with the technical referents when needed
    • Planning, supervising and implementing, in close coordination with the HR team, the associated processes (recruitment, training, briefing/debriefing, performance evaluation, detection of potential, development and internal communication) of the staff under his/her responsibility in order to ensure both the sizing and amount of knowledge required
    • Ensuring technical support to supply teams throughout the mission
    • Representing MSF in meetings with Authorities and/or other NGOs at the request of the Supply Chain Coordinator
    • Performing tasks delegated by the Supply Chain Coordinator

    Requirements

    Education

    • Degree and specialization in Logistics/Supply Chain

    Experience

    • Minimum 5 years in supply chain management and in organization of supply administration and procedures
    • Minimum 3 years of experience with MSF and deep understanding of the MSF supply processes and organization

    Energy Manager

    Main Purpose

    Planning, coordinating, and monitoring all logistics activities in the mission related to electricity according to MSF protocols and standards to ensure an optimal running of the projects.The main objective of the position is to study the existing electrical system and power generation, develop a detailed proposal and recommendations aimed at reducing carbon footprint in line with OCG planetary health policy.

    Accountabilities

    • In collaboration with the Logistics Coordinator, planning, establishing, and reviewing the electrical activities in the mission/project, including its annual budget, to identify and give a response to the needs of the mission and the targeted population.
    • Monitoring and ensuring the implementation of the electrical activity in the project ensuring compliance to MSF standards, protocols, and procedures, and reporting to the Logistics Coordinator on the development of the ongoing programmes. This entails the following:
    • Ensuring that the electrical installations in the project are up to the level of the Technical Department, prioritizing personnel and equipment security and optimization of energy consumption based on real filed needs
    • Providing a technical proposal to improve the installations and bring them up to the level recommended by the Technical Department
    • Guaranteeing the setup of the recommendations and establishing the electrical records for the mission in order to ensure the compliance of the installations to said recommendations e.g. power demand analysis and working principle of the installation
    • In collaboration with the Project Coordinator, Logistics Coordinator and the HR Coordinator, participates in the planning and implementation of HR associated processes (recruitment, training, briefing/debriefing, evaluation, detection of potential, development and communication) of the staff under his/her responsibility in order to ensure both the sizing and the amount of knowledge required to correctly perform all logistics activities pertaining to his area
    • Ensuring technical support for his area of activity and providing coaching to logistics staff under his/her responsibility.
    • Participating in monthly reports according to guidelines
    • Performing delegated tasks according to his her speciality and as specified in his/her job description
    • Identifying, defining and implementing solutions and strategies that reduce the environmental footprint of the electrical installations (and HVAC if relevant) in the mission/projects. These strategies englobe not only technical solutions but also how the electrical installations are used, maintained and managed. The main objectiveof reducing the environ-mental footprint entails energy efficiency, reducing the carbon dioxide emissions, a proper waste management and the use of sustainable and adapted solutions according to the context

    Specific Accountabilities:

    • Analyse the mission power needs, calculate the CO2 emission, and propose the practical solution to reduce carbon footprint.
    • Together with HQ planetary health technical team develop a portable an environmentally friendly energy kit of 2-5KVA easy to transport and deploy in emergency interventions
    • Support the supply team (OCG and/or Intersections) in validation and quality control of Energy equipment, materials, consumables spare parts and tools
    • Support the Log base / facilities officers and specialized technicians on safety measures related to fire prevention and gas networking set-ups
    • Participate actively in the prepartion of POA for his/her activties and propose needed budget for the planetary health proposed recommendations implementations
    • Organize and plan properly the visits to the field: it includes ToR prior to visit and following visit report with clear recommendations to be followed. Then, progress on recommendations are counter-checked with logistics managers and or team leader on monthly basis
    • Establish a monthly Sitrep on the activities in the country, mentioning the objectives of the following month

    Requirements

    Education

    • Essential :Degree/Diploma in Electrical Engineering

    Experience

    • Essential :At least two years of working experience in Energy and Logistics related activities.
    • Desirable: previous experience with MSF or other NGOs, and working experience in developing countries

    Languages

    • Alternative power generation such as solar or hybrid solar systems highly advantageous.

    Epidemiology Referent

    The key objective of the position is to providesupport to the development and implementation of epidemiological surveillance systems adapted to each context and will reinforce possible operational research activities.The position will also participate/lead in the training of the Rapid Response to Emergencies teams or other profiles linked to epidemiology activities, especially in situations of outbreaks or epidemics.

    As mentioned above, current missions under Cell 5 operations are: Sudan, South Sudan, Somalia & Ethiopia, although this may vary depending on the MSF OCBA portfolio.

    In additions, the position will support in scanning of the external epi data to support analysis of epi trends related with food security & surveillance of different diseases outbreaks in the region (East Africa).

    FUNCTIONAL AND HIERARCHICAL REPORT LINES

    He/she reports to:

    • Hierarchically to the Head of Nairobi Operational Support Hub (NOSH).
    • Functionally to the cell 5 Health Advisor & with concerned Medical Coordinator during their stay in each country.
    • Technical line for support with Epi Referents based in HQ - Barcelona.

    At all times, he/she stays in contact and works closely with the focal point in charge of epidemiology activities in each mission (Mission Epis), both with the specific one of the countries where he/she is located and remotely with those of the other missions.

    The priority for visits to each mission will be decided by the Health Advisor of the Cell 5 according to demand and needs in the portfolio.

    The Epidemiology Referent of the MSF OCBA Medical Department assigned to the Cell 5 will participate in the orientation & technical discussions and will be consulted by Health Advisor when necessary. make important decisions about managing the position.

    LOCATION

    The position is Nairobi based but structure to support the MSF OCBA missions in the East Africa Region, involves regular field visits, supporting the Cell 5 countries in the region which are currently Sudan, South Sudan, Somalia and Ethiopia but with assessment opportunities outside of the current portfolio based on needs.

    RESPONSIBILITIES AND MAIN TASKS

    Support epidemiology activities for Cell 5, East Africa Unit:

    • Support or directly provide methodology in the adequate use of the data collection system to monitor/document programs when required;
    • Assist the field teams/cell in the monitoring of health programs or other relevant epidemiological interventions;
    • Collaborate with the Health Advisor and field teams in the identification of field needs;
    • Participate in the planning and implementation of assessments as well as in the development of proposals for potential operational interventions;
    • Support or conduct surveys/studies when requested by the field missions/cells (e.g.: KAP, nutrition, mortality surveys, etc.) in collaboration with other technical colleagues;
    • Brief and debrief field medical staff whose profiles include epidemiology-related components;
    • Support missions directly through field visits and/or short applied epidemiology missions.

    Contribute to strengthening epidemiology in MSF-OCBA in the region:

    • Support and supervise field/mission epidemiologists and consultant epidemiologists;
    • Determine and/or assist in identifying the training needs related to epidemiology in collaboration with mission Epi, Epi referent and/or the OCBA medical and operations departments;
    • If requested, participate in the development of a pool of epidemiologists OCBA in collaboration with HR, with focus in EA region; Participate, at the request of the HR Department, in the selection of people who are to carry out epidemiology-related activities in the missions/projects.

    Provide methodological support to cells and missions in outbreak response:

    • Emergency outbreak investigation support;
    • Deployment to field to support outbreak response if needed;
    • Advise and implement standard data collection tools and processes;
    • Support/Provide analysis of disease/outbreak data.

    Support implementation of Health Surveillance Program in selected sites:

    • Contribute to planning, preparation of Community-based Health Assessments (CBA);
    • Assist in obtaining clearances for survey from Medical Department/MSF ERB; which includes protocol contextualization;
    • Advise and/review data collected;
    • Analyze and write report.

    Support MSF-OCBA’s health information system processes (HMIS):

    • Assist missions and projects in interpreting and reviewing data collected via HMIS, and with further analysis if needed;
    • Advise projects on data flow and management;
    • Work in collaboration with the e-Health team to answer/solve HMIS-related issues in the field.

    Support operational research within MSF-OCBA:

    • Contribute to the definition of priorities in operational research;
    • Provide oversight and follow up on operational research in the Cell 5 regions;
    • Participate in the planning of research activities including but not limited to identification of research questions and objectives, literature review, developing/writing the research protocol, submission of protocol and relevant materials to MSF ERB;
    • Participate in supervising the progress of operational research activities such as data collection and management;
    • Contribute to, as requested, data cleaning, analysis, report and manuscript writing in coordination with other medical referents and Health Advisor.

    As delegated, represent MSF-OCBA and East Africa Unit and serve as focal point for relevant coordination:

    • Maintain key intersectional relations with regional epidemiology peers/network;
    • Participate in meetings of thematic platforms internally, and experts at regional level;
    • Contribute to identifying and maintaining relations with potential operational and technological partners (intersectional, external and institutional);
    • Participates in the training activities as a facilitator when requested;
    • Develop and maintain regional network with organisations that we can learn from, collaborate or partner with in areas related with EPI.

    SELECTION CRITERIA

    Education:

    • Advance degree in public health, with epidemiology modules.
    • Advanced degree in epidemiology.

    Essential:

    • Minimum 2 years of previous field experience as international staff, with MSF or equivalent.
    • Proven experience in the management and analysis of quantitative medical data: management of computer tools with demonstrable ability and experience in the use of epidemiology programs and health information systems such as SPSS, R, STATA, Epi-info (or Epi -data), DHIS2;
    • Ability to design, implement and analyze epidemiological surveillance systems;
    • Demonstrable skill and experience in field epidemiology, as well as basic knowledge of the process of preparing and implementing epidemiological surveys and studies;
    • Previous experience in producing epidemiological content reports, surveys, studies or publications;
    • Ability to present data in meetings with clarity and precision;
    • Ability to develop process and result indicators;
    • Basic knowledge of health systems, as well as their design, monitoring and evaluation;
    • Ability to create and offer training on the different components of your area.

    Desirable:

    • Previous training in Field Epidemiology Programs (FETP);
    • Knowledge and skills in one or more of the following areas: epidemiological surveillance in the community and investigation of events, cohort epidemiology (eg HIV/TB, chronic diseases), knowledge in design and implementation of health needs assessment tools, mechanisms for evaluating emergencies and responding to epidemiological outbreaks, novel methodologies for carrying out surveys (GPS sampling, etc.), management and quality of health services.
    • Experience in GIS techniques, development of "dashboards" and use of data collection on mobile devices;
    • Knowledge of qualitative data analysis packages (N-Vivo, Atlas Ti) will be an added advantage.

    Languages:

    • Mandatory fluency in oral and written English.
    • Working knowledge of Arabic considered an added advantage.

    Radio Operator

    Main Purpose

    Operating the VHF and HF radios, in accordance with the MSF security protocols and rules, in order to ensure quality and confidential radio communications for the operational needs of the mission/projects.

    Accountabilities

    • Operating the HF and VHF radios, avoiding using any sensitive or security related information and following the MSF security rules. Ensures radio frequencies’ (HF and VHF) quality and transmission capacity. Installs and programs frequencies in all type of radios when necessary
    • Ensuring that messages are well copied/passed to all people concerned and records the messages on the radio log book. Responding to radio contacts from other approved organizations and forwarding it on the information via this channel.
    • Making radio contacts with reference bases (capital, other sections, field) according to communication rules / schedules and forwards all information concerning the security of the teams to the Project/Capital Coordinator.
    • Monitoring and registering any movement, of people, vehicles, helicopters, airplanes and cargo, (departure, arrival, number of passengers, route taken, standard contact points) and informs line manager of any delays according to the TSF (Travel Security Form).
    • Supervising and monitoring the VHF radio allocation book (handsets) and registering the loan of handsets to all staff, following it up on a regular basis.
    • Installing, operating and performing preventive maintenance checks on assigned equipment, checking that the equipment is working properly and immediately informing the line manager of any damage/loss/theft. Maintaining the equipment, communications room and premises in clean and tidy conditions. Maintaining and supervising HF VHF batteries status in good maintenance conditions. Providing basic radio training when necessary to MSF staff
