    Organizational Development Advisor

    JOB SUMMARY

    Under the supervision of the Chief of Party and in close collaboration with the project countries' teams, the Organizational Development Advisor will contribute to building the capacity, resilience, and effectiveness of the Program's local partners. These partners include grassroots conservation organizations, women's organizations, and networks. He/She will ultimately support to enhance their ability to deliver sustainable conservation initiatives, promote gender equity, and address the challenges posed by climate change and the blue economy.

    PROGRAM SUMMARY

    Mission inclusion, in a consortium with the International Union for Conservation of Nature (IUCN) and local partners, aims to deliver the Regenerative Seascapes for People, Climate, and Nature Program. This program is funded by Global Affairs Canada and has the objective of enhancing the physical and socioeconomic resilience of people living in coastal communities to adverse impacts of climate change in the Western Indian Ocean (WIO) region. Anchored to the WIO-led and Africa-driven Great Blue Wall (GBW) initiative, the establishment of a network of sustainable, resilient, and inclusive seascapes to reduce vulnerability to adverse impacts of climate change of 350,000 persons, including women, men and young people, living in coastal communities in Kenya, Tanzania, Mozambique, Comoros and Madagascar.

    The program is built upon three key pillars: Blue Planet (conservation), Blue Nature (NbS focus), and Blue People (women's and youth leadership in the blue economy). These pillars will be supported by Blue Partnerships, serving as a cross-cutting element. Blue Partnerships pillar aim to cultivate innovative and unconventional collaborations to address climate change impacts and promoting sustainable development and to expedite the attainment of the objectives.

    ROLES AND KEY RESPONSIBILITIES

    • Conduct Organizational Capacity Assessments: Work closely with local partners to assess their existing organizational capacities across various areas, including project management, monitoring and evaluation, accountability and learning, financial and administrative management, procurement, and gender equality. Use appropriate tools and methodologies to identify strengths, weaknesses, and areas for improvement.
    • Co-develop workplans: Collaborate with each local partner to co-develop tailored organizational development and strengthening workplans, which must outline specific strategies, activities, and milestones that address the identified capacity gaps. Revise the workplans annually in consultation with the partners to ensure they remain relevant and responsive to evolving needs.
    • Provide technical training, coaching, and coordination: Offer hands-on technical training and coaching support to enhance the skills, knowledge, and competencies of local partner staff. This may involve addressing capacity gaps directly or coordinating with local consultants to provide specialized expertise. The goal is to empower partners with the necessary tools and knowledge to manage projects effectively, implement monitoring and evaluation systems, improve financial management practices, and mainstream gender considerations.
    • Policy and institutional development: Collaborate with local consultants, as necessary, to review, develop, and revise policies, procedures, and institutional documents of the local partners. Ensure alignment with best practices, legal requirements, and organizational goals. Provide guidance and support to partners in implementing and institutionalizing these policies and procedures.
    • Network identification and accompaniment: Identify relevant networks and platforms in the region that can support the growth and development of local partners. Facilitate connections and accompany partners in engaging with these networks, fostering collaboration, knowledge sharing, and resource mobilization. Foster strong working relationships and collaborations with external stakeholders, including government agencies, NGOs, and academic institutions, to leverage resources, share knowledge, and foster synergies
    • Monitoring: Monitor and track the progress of organizational development initiatives, providing regular updates, reports, and recommendations. Collaborate with the Monitoring, Evaluation, Accountability, and Learning (MEAL) team to develop appropriate measurement tools to assess the progress and impact of capacity building interventions. Ensure that data collection methods and indicators align with the program's objectives and enable effective monitoring of partner organizations' capacity growth and development.
    • Support to Headquarter: Collaborate with the HQ office to provide necessary support and guidance to local partners across various project locations. Ensure effective coordination, information sharing, and alignment with the program's overall objectives.

    EDUCATION AND EXPERIENCE

    • Bachelor's degree in a relevant field such as international development, organizational management, or a related discipline.
    • Training in organization/association management (or a combination of training and relevant experience), law degree a plus.
    • At least 5 years of experience with grassroot organizations or social economy enterprises (governance structure, start-up assistance, business plan development, etc.);
    • Fluency in English and in French is required. Portuguese a plus.
    • Experience in MS Office package and Web Conferencing Applications.

    KNOWLEDGE, SKILLS, AND ABILITIES

    • Demonstrated knowledge of grassroots management, barriers, and gaps.
    • Knowledge of the Western Indian Ocean region context and cultural standards.
    • Knowledge of gender equity, climate change adaptation and blue economy, a plus.
    • Training or experience in capacity building and training methodologies.
    • Training and coaching skills required.
    • Excellent interpersonal and communication (written and oral) skills.
    • Training in effective communication and facilitation techniques is valuable.

    Gender Equality Coordinator

    JOB SUMMARY

    Under the supervision of the Chief of Party, and in close collaboration with the Gender Equality and Social Inclusion (GESI) Senior Advisor based in HQ and the Gender Equality (GE) Officers based in the field offices, the GE Coordinator will develop and oversee the implementation of the Program GE strategy and provide leadership and technical support to the field teams. In that regard, the GE Coordinator will be the thematic specialist on gender equality, human rights (including women’s rights) and social inclusion of people in situation of vulnerability and marginality (PSVM). The position requires to understand and be able to apply an intersectional approach and sexual and gender-based violence (SVBG), sexual and reproductive health and rights (SRHR) and positive masculinities.

    • GE Leadership & Representation: Provide leadership on the GE aspects of the Program. Coordinate GE Officers work for harmonized Program intervention in respect to specific contexts, facilitate mutual learning and sharing of best practices and lessons learned, provide individual and group support and mentorship. Monitor GE officers in their relations with local women's organizations, including organizational capacity building and contribution to the Program's intended outcomes. Collaborate with IUCN gender teams. Identify and participate to regional women's networks. Represent GE aspect of the Program to international and regional events and networks.
    • Technical support: With crosscutting and specific perspectives, research, inform and advice on gender transformative action and women’s leadership. Develop the GE strategy and action plan and coordinate its implementation, monitoring and evaluation. Support an inclusive approach in all component of the project, to encourage women’s agency and leadership. Develop and update gender-based analysis plus (GBA+). Lead, support and review the production of information, education, communication, and advocacy material with evidence-based data.
    • Program: Contribute to the development and review of Program deliverables (Program Implementation Plan, annual action plans, periodic reports and evaluations, etc.) and management tools for systematic integration of GE component. Coordinate, compile and write the GE section of the Program deliverable. Contribute to the feminist monitoring, evaluation, accountability, and learning (MEAL) tools and processes, as an integral part of social change. Actively participate in punctual and annual review and planning workshops. Knowledge is a source of power and project participants, especially women and vulnerable groups, must be valued as contributors and be included in restitution of collective learning.
    • Capacity building: Develop and implement GE capacity building plan for team members and stakeholders to contribute to the Program results and managements. Develop GE training tools. Provide GE trainings and continuous support.
    • Outreach and visibility: Develop and support the production of GE public engagement material (for local and international public), tools and events. Collect success stories, contribute to media campaign. Ensure that all produced material and events are accessible to women and vulnerable groups to include them in public activities and advance women-led perspectives and solutions and support their voice.

    EDUCATION AND EXPERIENCE

    • Bachelor’s degree in Gender Study, International Development, Social Sciences, Climate Justice, or a relevant technical area.
    • At least 5 years of experience in GE coordination or advisory roles as well as technical experience working with Programs that are of a similar scope and scale to this Program.
    • At least 2 years of experience within major donor funding, including multi country grants. Knowledge of Global Affairs Canada’s rules (Canada’s Government), regulation and procedures preferred.
    • Excellent analytical understanding and demonstrated experience/knowledge in the areas of gender, social inclusion, women's rights, youth rights and climate justice.
    • Fluency in English required. French, Kiswahili and/or Portuguese a plus.
    • Experience in MS Office package and Web Conferencing Applications.

    Monitoring, Evaluation, Accountability and Learning (MEAL) Coordinator

    JOB SUMMARY

    Under the supervision of the Chief of Party, and in close collaboration with the Monitoring, Evaluation, Accountability and Learning (MEAL) Senior Advisor based in HQ and the MEAL Officers based in the field offices, the MEAL Coordinator will develop and oversee the implementation of the Program MEAL system and provide leadership and technical support to the field teams. The position requires to have extensive experience with MEAL methodologies and tools, and results-based management (RBM). The program wishes to promote feminist MEAL, as an integral part of social change, which includes being inclusive in data collection with innovative activities to push power relations in communities, share knowledge with women and vulnerable groups targeted by the project in order to promote transformation in power relations.

    • MEAL Leadership: Provide leadership on the MEAL aspects of the Program. Coordinate MEAL Officers work for harmonized Program intervention in respect to specific contexts, facilitate mutual learning and sharing of best practices and lessons learned, provide individual and group support and mentorship. Explore innovative activities for gathering evidence and questioning knowledge, meaning, and power within communities. Guide MEAL officers to become facilitator who understands relationships of power in communities, how to work with local teams in their relations with local organizations and communities, including organizational capacity building and data collection. Provide and supervise MEAL processes with a feminist approach and RBM coaching to the MEAL officers, local teams, and local organizations.
    • Actualization* and Implementation of a MEAL Plan***: Ensure the MEAL Plan is updated and effectively implemented, taking into account a feminist perspective. Ensure that the Program Measurement Framework (PMF) is understood and embraced. Develop MEAL tools, strategies, and processes that are customized to the unique context of the program, including the establishment of an online database, creation of indicator reference sheets, utilization of data collection tools, and other necessary resources.
    • Monitoring and evaluation: Following the developed MEAL Plan, coordinate, and oversee the data collection, analysis, monitoring and review of disaggregated quantitative and qualitative with the different MEAL officers, local teams, and local organizations.
    • Reporting: Oversee and compile the PMF for every operational and annual reports. Highlight collective local knowledge. Ensure the effective overall quality and use of MEAL and RBM standards and best practices. Ensure the overall demonstration the Program’s impact and outcomes by collecting case studies, stories of change, examples, citations, etc.
    • Learning and knowledge strategy: Develop learning and knowledge strategy to facilitate the identification, capitalization, and dissemination of lessons learned and best practices. Knowledge is a source of power and project participants must be valued as contributors and be included in restitution of collective learning.
    • Accountability: In collaboration with the Gender Equality Coordinator, and team, develop and implement context-specific complaints and feedback mechanisms including Protection from Sexual Exploitation and Abuse (PSEA).

    EDUCATION AND EXPERIENCE

    • Bachelor’s degree in Monitoring-Evaluation, International Development, Social Sciences, Climate Justice or a relevant technical area.
    • At least 5 years of experience in MEAL coordination or advisory roles as well as technical experience working with Programs that are of a similar scope and scale to this Program.
    • At least 2 years of experience within major donor funding, including multi-country grants. Knowledge of GAC’s rules, regulation and procedures preferred.
    • Demonstrated experience of MEAL and RBM (methodologies and tools).
    • Fluency in English required. French, Kiswahili and/or Portuguese a plus.
    • Excellent computer literacy: Experience in MS Office package, Information management systems and Databases as well as Web Conferencing Applications.

    KNOWLEDGE, SKILLS, AND ABILITIES

    • Experience in designing, monitoring and evaluating climate change adaptation project with a gender focus, ideally with a feminist approach.
    • Strong strategic, analytical, systems thinking, and problem-solving skills, with capacity to see the big picture and ability to make sound judgment and decisions.
    • Excellent ability to produce reports and analyze statistical data.
    • Strong training, coaching and communication skills.
    • Excellent oral and written communication skills.
