Role Purpose
Save the Children International Cambodia (SCI) is seeking an Education Manager and Team Leader to lead the education programme and manage “Building the Climate Resilience of Children and Communities through the Education Sector Project (BRACE)”, which is funded by the Green Climate Fund (GCF). The BRACE is five-year project that will be co-executed by Save the Children in Cambodia and the Ministry of Education, Youth and Sport (MoEYS).
The BRACE project focuses on enhancing the climate resilience of the education sector and addressing risks and impacts from droughts, heat stress, and floods.
- Component 1: BRACE will be implemented in Cambodia combining climate-resilient interventions at national, sub-national, and school levels.
- Component 2: BRACE will work directly with the Ministry of Education in the three target provinces to strengthen their access to climate finance through the preparation of easy-to-use guidance and engagement in National Adaptation Planning processes.
- Component 3: BRACE will strengthen coordination on climate change and education with a focus on financing to support the sustainability of the interventions in Cambodia.
- The Education Manager and BRACE Team Leader is a technical leadership and project management role for the overall education program, including inclusive Basic Education (IE/BE), Early Childhood Development (ECD) and Special Education (SE) and climate-smart education. The role plays as an education strategic goal owner for strategy development, innovation, technical expertise (TE), project design using SCI Common Approach, proposal development, mobilizing adequate resources and sound project management in line with SCI Project Management Methodology (PMM), Project Reporting Information, Management and Evidence System (PRIME) for education programme. The post holder will ensure full compliance with the GCF and SCI’s rules and regulations.
- The post holder is a member of the Extended Senior Management Team, represent Save the Children internally and externally, initiates and actively engages in education policy or strategy dialogues organised by the government, Development Partners and CSOs and leads advocacy at all levels with stakeholders to improve climate-education resilience and quality in Cambodia.
- The postholder will lead and manage BRACE project for setting up, planning, managing staff and work closely with the Accredited Entity and Executing Entity Partner for implementation and ensuring overall quality assurance of the project. The team leader will also ensure that the project regularly interacts with the BRACE’s core support team and works in close collaboration with BRACE’s Project Secretariat as well as technical department officials.
- In the event of a major humanitarian emergency, the role holder will be expected to work outside the normal role profile and be able to vary working hours accordingly, such as participating in the emergency response team and carrying out responsibilities outlined in the ERT Operation Platform and/or assigned by the line manager.

Team and Job Purpose
- The Legal Compliance Team protects SCI and enables it to reach the world’s most vulnerable children in complex operating environments by providing practical legal advice and setting clear control frameworks. Role purpose

Principal Accountabilities
Serious Incident Reporting (‘SIR’)
The Charity Commission, the UK regulator of charities, requires charities to provide prompt, full and frank disclosure of serious incidents that arise in connection with their work. As a major UK charity with international operations in the parts of the world where children most need assistance, SCI regularly deals with incidents arising in its operations, and where appropriate, reports those identified as serious incidents to the Commission as well as to its Board and Board Committees, SCI’s auditors and law enforcement authorities. In managing this important and fast-paced work, the role holder will:
- Review reports in the organisation’s secure reporting platform and assess the seriousness of an incident against the Charity Commission’s reporting guidelines and SCI’s internal guidelines;
- Liaise with internal stakeholders in making the determination around reporting, as well as on details to be provided to the Commission in any reporting;
- Draft serious incident reports for review by Legal Counsel;
- Draft reports/disclosures to Board Committees and the Board and manage the Board reporting process to ensure timely delivery of accurate and informative reports;

Support Legal Counsel in advising on export controls, sanctions, terrorist financing and other aid diversion and compliance risks
- A key responsibility of the SCI Legal Compliance Team is to provide advice and support on managing SCI’s risks on export controls, sanctions, terrorist financing and other aid diversion and compliance matters.
- As a paralegal in the team, the role holder will support senior lawyers in advising country offices on the export controls, sanctions and/or terrorist financing restrictions which apply and on applying those restrictions to the activities of the country offices.
Compliance Projects and Other Paralegal Support
The SCI Legal Compliance Team provides advice and support on a diverse range of issues that affect our international operations. As a paralegal in the team, the role holder will, from time to time:
- Support various Legal Compliance projects on areas of fraud, terrorism financing, bribery and corruption, anti-money laundering, sanctions, export controls, modern slavery, data protection and other applicable regulatory regimes;
- Update key legal and regulatory compliance policies, under supervision;
- Conduct ad-hoc paralegal tasks such as legal research, drafting, and filing; and
- Carry out any other paralegal duties either additional to or instead of those outlined above which may be reasonably required.
