    Environmental Specialist

    Specific tasks and responsibilities:

    • Contributing to the work of the Steering Committee of the EU-funded pilot project in identifying needed locations for use in the monitoring of gases controlled under the Montreal Protocol.
    • Using existing simulations, assess the feasibility of using identified locations for monitoring controlled gases under the Montreal Protocol. These locations will be fewer than ten and will be proposed by the Steering Committee.
    • Carry out sub-sampling of existing high-frequency data from Advanced Global Atmospheric Gases Experiment (AGAGE) stations to mimic obtaining various frequencies and time of flask sampling from the same sites; compare the modelled emissions fluxes, mapping and uncertainties based on the sub-sampled measurements with those based on the full high-frequency measurement data; document the work through clear and concise reporting including recommendations for next steps.
    • Prepare a final report based on the assigned tasks, including the key outcomes and pertinent recommendations for future work.
    • Consult effectively with the Steering Committee and other scientists involved in the project to assist in the development of a robust approach to implement the tasks assigned. Of particular interest to the Steering Committee is the use of the subsampled modelling results for cost/benefit analyses of flask sampling at various frequencies compared to high-frequency in-situ measurements in future locations of sampling stations.

    Qualifications/special skills

    • An advanced degree in atmospheric science or related field is required.
    • A minimum of 10 years of professional experience working in a field relevant to climate change, ozone depletion, and air pollution is required.
    • Extended knowledge in the area of ozone layer protection and climate change and relevant atmospheric physical and chemical processes with particular emphasis on quantification of emissions is required.
    • Demonstrated expertise in atmospheric modelling with proven ability to develop and implement inversion techniques to estimate concentrations and emissions of ozone-depleting and/or greenhouse gases from atmospheric observations is required.
    • Demonstrated ability to develop and validate modeling methodologies, analyze atmospheric data, apply emissions quantification techniques, and integrate multiple data sources for comprehensive analyses is required.

    Security Risk Assessment Consultancy

    Specific tasks and responsibilities:

    • Produce a detailed assessment and review of current arrangements (Including communication, warden system, planning and execution of missions including convoy management, etc) at HQ, regional and country projects, and processes with UNDSS.
    • Develop a set of recommendations to review and establish an appropriate security management system at UNEP.
    • Prepare detailed Standard Operating Procedures (SOPs) for relevant security-related functions, with particular attention to the level of coordination with UNDSS, in Nairobi and other duty stations.
    • Produce a Security Management Plan (SMP) governing the interdependent nature of processes between UNEP HQ and UNDSS.
    • Develop relevant guidance, templates and communication material for security focal points/senior management and UNEP personnel from global HQ perspective.
    • Training on various security arrangements, including on Warden system, security communications and others as identified and delivered.

    Qualifications/special skills

    • A master’s degree in security management, business administration, political/social science or international relations, police/military science or other relevant field with focus on security and security management may be considered as a substitute for 4 years of work experience
    • A minimum of 8 years’ experience in national/international security management, civilian police or military is required.
    • Direct experience with the United Nations Security Management System is a strong advantage.
    • Experience with writing reports and developing Standard Operating Procedures (SOPs). Experience in conducting Security training is an advantage.

    Programme Management Expert

    • The incumbent will carry out the following functions:
    • Review, analyse, and evaluate progress and identifies trends, using various research methodologies and sources of information, including the Regional Office reporting against the corporate biennial programme of work and budget, and the New Delivery Model Policy.
    • Support regional contextualization of policy development by identifying gaps and issues to be addressed and proposing and tracking corrective actions; prepares, or oversees preparation, of various written outputs, such as background analyses, reports and studies, inputs to publications, etc.
    • Support UNCTs and other country partners to suitably integrate environmental dimensions of 2030 Agenda for Sustainable Development in national development planning, prioritization, and programming processes.
    • Participate in the development and maintenance of environmental data and statistics platforms and repositories for enriching environmental facets of Common Country Analyses (CCA) and UN Sustainable Development Cooperation Framework (UNSDCF) processes.
    • Conduct outreach activities; conduct of training workshops and seminars; make presentations on assigned topics/activities, especially relating to CCA and UNSDCF.
    • Research and analyses science-policy related issues, including the review and analysis of issues and trends, preparation of assessments or other research activities and studies, that may be requested by UNCTs from time to time.
    • Support the preparation and services consultative and other meetings, workshops, conferences, etc.: develops agendas, identifies and liaises with participants, prepares relevant documents and presentations at regional level, prepare meeting reports and readouts.
    • Support the production of briefing notes, speeches, regional political briefs that highlight key environmental developments in the region.
    • Targeted information products supported with graphs, charts, tables and reports using data visualization methods to enable data-driven planning, decision-making, presentation and reporting.
    • Prepare strategic policy and political briefs for strategic engagement with members states by the Regional Director and the Executive Office.
    • Provide pertinent input to administrative processes in particular budgetary and funding matters (programme preparation and submissions, progress reports, financial statements, etc.) and prepares related documents/reports (pledging, work programme, programme budget, etc.

    Qualifications/special skills

    • Advanced university degree (master’s degree or equivalent) in environmental management/governance/policy related fields, sustainable development related fields is required.
    • A minimum of five (5) years of progressive experience in environmental policy development and associated natural resource and ecosystem management is required.
    • Experience in the UN system’s reform process, including the UN Resident Coordinator System (UNRC) and Regional Collaborative Platforms (RCPs) is required.
    • Experience and good grasp of UN 2.0 and UNEPs ‘New Delivery Model Policy’ is desirable.
    • Within the five years required, a minimum of two (2) years or more of experience in UN Sustainable Development Cooperation Frameworks is desirable.
