Job Summary
- The Monitoring, Evaluation and Learning Officer (ME&L) coordinates various ME&L aspects including data collation, compilation and analysis. In conjunction with the Data Management team, he/she shall manage program-level tracking, review and assessments. He/she will consistently support all the AWARD units, to identify and adapt relevant approaches/tools, ensure high quality and timely inputs to achieve intended outputs and outcomes in support of AWARD’s strategic vision and mission.

Primary Duties and Responsibilities
Under the supervision of the Manager, ME&L and in coordination with the Senior Manager, Programs & Research, the ME&L Officer will specifically:
- Contribute to tracking and assessment of project/program activities; provide regular progress reviews for program improvement, learning and recommendations.
- Support the design, development and effective use of research instruments, data collection, analysis and reporting tools and systems.
- Provide technical support in the design of ME&L strategy, frameworks and systems to improve efficiency and effectiveness through timely identification of challenges and development of related plans to eliminate or minimize such bottlenecks.
- Conduct routine data/indicator quality assessments – in close collaboration with the Data Management team - on project/program databases and provide extensive technical support for planning and implementation.
- Contribute to routine and ad hoc data analysis and interpretation using different statistical and database systems and tools and appropriate presentation formats.
- Identify and suggest innovative research and ME&L ideas, lead the conceptualization and contribute to the planning, implementation and review processes.
- Provide critical inputs, information and statistics for all workstreams pertaining to ME&L including proposal development and mechanisms for technical/donor reporting.
- Contribute to project/program reviews and planning workshops and assist the supervisor in preparing the relevant documentation.
- Contribute to project/ program evaluations and research activities including baseline studies, mid-term reviews, outcome and impact assessments.
- Prepare information products such as briefs and reports and more elaborated manuscripts/working papers for peer-review and publication as well as presentation of key findings in relevant conferences, workshops and symposiums.
- Contribute to staff members and partners’ capacity development on ME&L through sense making sessions, training and other resources.
- Supervise and coordinate unit staff members, interns and consultants as assigned.
- Contribute to solving complex problems, leading and supporting creative taskforce and working groups within the team.
- Perform any other tasks as required.
Requirements
- A master’s degree preferably in development economics, business administration with excellent training in monitoring and evaluation. A specialization in measurement and metrics (statistics) is highly desirable.
- At least five (5) years of experience in the design and implementation of ME&L development projects with consideration of gender, socio-policy and related issues in agriculture and rural development.
- Demonstrated ability to conceptualize, analyse, synthesise and translate data, information and knowledge into useful products, interventions and policies generating positive social impact.
- Demonstrated ability on goal setting, priorities and effective results.
- Working knowledge of donor reporting systems and requirements.
- Fluency in both oral and written English – Knowledge of French is highly desirable.
- Strong background in qualitative and quantitative research methodologies.
- Solid experience in tools/strategy design for data collection, analysis and production of various information products.
- Experience in data management, knowledge of best practices for database development and maintenance, and use of statistical software package such as STATA, SPSS, R, NVivo, etc.

Job Summary

- Lead the development, management and updating of AWARD ME&L tools, strategy/frameworks and systems.
- Coordinate the design, implementation and reporting of ME&L activities under the different AWARD initiatives and programs to achieve desired outcomes and impact.
- Provide technical backstopping for project/program’s progress tracking.
- Review and advise on project/program’s overall approach and adjustments and prepare regular and ad hoc updates.
- Lead the development of sound indicators and ensure data is regularly generated, compiled, analysed and adequate recommendations are formulated.
- Support the implementation of quality assurance and control protocols and ensure internal consistency and validity of project/program’s monitoring checks to enable improved capturing and narration of programmatic results and impact.
- Contribute to sections of internal and external - technical and donor - reporting using appropriate formats to key stakeholders.
- Contribute to proposal development and grants’ negotiations including submission of quality ME&L inputs required to ensure successful proposals.
- Contribute to the review of existing grants’ overall performance and indicators against achieved cumulative results and make useful recommendations for performance improvement.
- Lead the updating and consolidation of knowledge on AWARD initiatives and prepare information products for peer-review and publication.
- Facilitate the interpretation and use of M&E methods, systems, guidelines, data and findings through organised workshops, periodic meetings with partners and stakeholders.
- Coordinate the dissemination of findings/lessons learnt/best practices internally and externally through seminars, international conferences and other relevant forums.
- Supervise and coordinate unit staff members and consultants, contribute to solving complex problems and serve as a role model to others in the unit and overall team.
- Serve as a member of the Senior management and support the strategy design, identification of strategic partnerships in the agricultural research and development sectors.
- Perform any other tasks as assigned.
Requirements
- Master’s or any other advanced degree in monitoring and evaluation, project management or related fields. A focus on gender and policy-related studies will be an added advantage
- Relevant work experience of seven (7) years and above, with not less than 3 years in a management role for ME&L.
- Excellent oral and written communication skills in English and French is highly desirable.
- Fair understanding of gender considerations in agriculture, social and policy-related issues, and opportunities for Africa’s agricultural development.
- Sound expertise in international donor-funded programs/initiatives.
- Extensive knowledge of ME&L concepts/systems/approaches, research design, data management, quality assurance and control procedures.
- Sound experience in technical/donor reporting, knowledge management, capacity building and facilitation.
