    Junior GEF Climate Change Specialist

    Specific tasks and responsibilities

    • The consultant will undertake the following duties:
    • Review and finalize submission packages for GCF concept notes and GEF PIFs, PFDs and CEO Endorsement requests. ii. Provide input to UNEP and GEF review processes and address comments.
    • Provide input to PPG processes, including internalization.
    • Prepare documentation needed for the internalization process of CEO endorsed projects.
    • Review progress and financial reports of assigned ongoing projects.
    • Compile information and review reports related to upcoming Mid-Term or Terminal Reviews and Evaluations
    • Provide input and review of GCF Full Proposals.
    • Coordinate the Unit’s input for IPMR, including requesting and coordinating inputs from Unit colleagues, providing training to colleagues on how to input information, undertaking quality control and quality assurance of data provided, and preparing management reports on the Unit’s status on IPMR. i
    • Liaise when requested with the other relevant stakeholders within UNEP, especially the Cities team, the Sustainable Mobility Unit, the Research and Market Branch and the Regional Offices

    Qualifications/special skills

    • Master’s degree in environmental policy, international affairs, engineering, environmental sciences, economic or in close-related field is required.
    • A first level degree with additional two years of qualifying experience maybe accepted in lieu of an advanced university degree;
    • Minimum of 6 months of technical / evaluation experience is required, preferably including evaluating large, regional, or global programmes and using a Theory of Change approach is required.
    • A good understanding of the buildings and construction sector is desirable.
    • Excellent writing and analytical, as well as research skills and good understanding of GEF project cycle and policies.
    • It will be an asset to have experience with GEF projects and/or UNEP projects is desirable.

    PPG Consultant for the Development of CEO Endorsement Request Package for Caribbean CBIT Project

    Specific tasks and responsibilities:

    • For the development of each CEO endorsement request package and in consultation with UNEP, the lead GEF consultant, the lead national ministry and key stakeholders should undertake the following tasks:
    • Lead the preparation of the CEO endorsement document and its attachments.
    • Coordinate the development and implementation of the Stakeholder Engagement Plan.
    • Be responsible for the design of all substantive elements of the CEO endorsement document and its annexes, including the log-frame, budget, indicators, baseline scenario, alternative scenario, stakeholders, risks, consistency with national priorities, institutional arrangements, gender action plan, knowledge management, theory of change (ToC), and monitoring and evaluation.
    • Prepare an outline of the strategy and methodology to develop such elements, including a provisional timetable.
    • Ensure that the substantive elements are aligned with national strategy and planning documents though the consultation of national expert..

    Qualifications/special skills

    • ACADEMIC
    • Advanced university degree in engineering, economics, environmental sciences, management, or a related discipline is required
    • A first-level degree with an additional two years of qualifying experience may be accepted in lieu of an advanced university degree.
    • Minimum of 5 years experience in developing, assessing, evaluating or managing projects in the field of climate change, renewable energy, environment or development, is required.
    • Experience in drafting project proposals and assessing project documents, including concepts, progress reports, work plans, and financial documents (budgets and expenditure reports) is required.
    • Experience working with GEF or UNEP projects is desirable.
    • Experience in working for multilateral or bilateral funding entities in the field of climate change, renewable energy environment or development is desirable.

    Communications Specialist

    Duties and Responsibilities

    • The Regional Seas Branch responsible for supporting implementation of the UNEP Regional Seas Programme is seeking a highly skilled and experienced Information Communication and Technology expert with a minimum of 6 years of hands-on experience in content management and web design.
    • The consultant will support the Regional Seas to implement a knowledge management and information sharing platform, support regularly updating of the UNEP Regional Seas Programme website and produce communication materials to enhance the delivery of Regional Seas Programme. The consultant will report directly to the Programme Management Officer in consultation with SAPPHIRE Project Manager for the respective outputs, under the overall guidance of the Head of the Regional Seas Branch and will carry out the following tasks.
    • Develop and implement content management strategies to ensure accurate, timely, and relevant information is available on all UNEP Regional Seas Programme digital platforms.
    • Carry out analysis of existing content and knowledge management analysis, and support todesign and develop a new structure to showcase UNEP Regional Seas Programme work at a glance; and
    • Collaborate with relevant teams to gather requirements and implement the new web design template and support to review and drafting of content for web.
    • Regularly update the UNEP Regional Seas Programme website and suggest areas of improvement to enhance communication Deliver communication materials to enhance Regional Seas impact and visibility including the preparations for UNOC3
    • Develop an Inception Report outlining the planned process for developing the online SAPPHIRE Dashboard
    • Develop the Dashboard for SAPPHIRE investments over its implementation period
    • Launch the Dashboard at an appropriate regional meeting of project Focal Points and other stakeholders

    Qualifications/special skills

    • Advanced University degree in computer science, information technology, communication, or a related field is required.
    • A minimum of 4 years working experience on communication related to ocean governance is required.
    • Working experience in data manipulation tools and website management, coastal and marine environment, GIS, strong knowledge and experience with reporting packages and database applications (Microsoft Excel, Microsoft Access, Microsoft Sharepoint, Tableau, SQL, XML) is required.

    Intern for Programme and Administrative Support

    Responsibilities

    • Administrative support
    • Support the EOU Procurement Focal Point at their request and under their guidance. Support in the procurement of all office equipment for the EOU including IT equipment, office furniture, office supplies and consumables. Provide assistance, on request, in preparing scope of work and specifications of goods and services and identify and liaise with sources of procurement. Assist, under guidance, with procrement documents (e.g. Purchase Orders, Requests for Quotations, etc).
    • Support the EOU IT Focal Point at their request and under their guidance. This includes supporting record keeping for all official equipment issued to EOU Staff, managing Security Gate Passes for IT equipment taken off-site, monitoring EOU usage and storage space on the EOU SharePoint / OneDrive, identifying ICT-related capacity needs; and facilitating the provision of specialized software on a needs basis. c. Support the EOU Security Focal Point at their request and under their guidance. Support record keeping of EOU staff contact details for security purposes and arrangements for access to the UNON compound for all offical external visitors to the UN compound.
    • Support processes related to the EOU office space, equipment and services’ needs and support on all related matters.
    • Evaluation Function support a. Ensure that the format and presentation of evaluation reports are in-line with EOU requirements prior to their finalization. Ensure report filenames are correctly formulated and that evaluation reports are filed in the correct SharePoint locations.
    • Disseminate finalized evaluation reports to relevant managers, respondents and stakeholders.
    • Provide logistical support to Evaluation Managers, including setting up appointments for evaluators to conduct in-house interviews with UNEP staff, book meeting rooms for EOU staff or EOU consultants. Assist the Director and Senior Evaluation Officer in making appointments as required. d. Assist with ad-hoc tasks to support the evaluation function as and when required and at the request of the Senior Evaluation Officer.

    Qualifications/special skills

    • Undergraduate studies in Environmental Management, Development Studies or International Policy. Applicants must meet one of the following requirements: 
    • be enrolled in, or have completed, a graduate school programme (second university degree or equivalent, or higher);
    • be enrolled in, or have completed, the final academic year of a first university degree programme (minimum bachelor's degree or equivalent) Proficiency in Microsoft Word, Excel and PowerPoint and demonstrable skills in organizing, methodical follow-up and tracking knowledge is required.
    • Applicants must have good organizational skills, excellent attention to detail, confidence in the use of modern software and ICT platforms, resourcefulness, strong interpersonal skills, ability to work independently and in a team and the ability to establish effective working relations with others across gender and cultural barriers.
    • Applicants to the UN Internship Programme are not required to have professional work experience.
