    Nutrition Officer -Dadaab

    Reporting to:              

    Nutrition Coordinator

    Job Location:       

    Dadaab

    PURPOSE:

    The Officer will be responsible for implementation of nutrition projects in collaboration with other health staff, to increase Nutrition-Health integration. The Officer will facilitate good practice and ensure compliance to applicable implementation guidelines.

    Key Responsibilities

    • Plan and organize OTP and SFP at designated health post in liaison with nutrition incentives.
    • Work closely with CHP and MIYCN counsellors to ensure all aspects of the program are understood and agreed and appropriate referrals take place to and from the OTP and the program is well integrated into the health systems.
    • Supervise the activities of the IMAM program.
    • Work closely with the teams to ensure all children are screened correctly, all criteria are understood by the teams, including admission, discharge and transfer to and from the OTP/SFP.
    • Ensure the correct clinical diagnosis at the time of assessment according to the IMAM protocols are adhered to so that the patient receives appropriate treatment in the relevant program.
    • Ensure timely identification of complications, non-responders, and referrals to the SC.
    • Ensure correctness, consistence and completeness of the information in the nutrition registers.
    • Ensure adequate availability of food supplies and stock is pre-positioned as planned by discussing with logistics
    • Through liaison with the community mobilizers and nutrition volunteers, provide effective follow up of all cases: particularly tracing of children who are absent from the program, sick children, long stay children, children not gaining weight and children with social problems.
    • Provide key health and education messages to beneficiaries based the protocol and guidelines.
    • Respond to inquiries regarding the technical aspects of the program admission and discharge whenever necessary at the OTP/SFP sites.
    • Follow-up and ensure the field team interacts with the beneficiaries properly
    • Submit daily stock report, weekly HIS report and weekly health post report

    Minimum Qualifications 

    • Diploma/Degree in Nutrition from a recognized college/University
    • Must be registered by Kenya nutritionist and dieticians institute
    • At least one (1) years’ experience of working in a refugee set up or a similar context under the IMAM program.
    • IMAM and MIYCN training is an added advantage
    • An understanding of the UNHCR HIS system will be an added advantage.

    Medical Offier - Dadaab

    PURPOSE:

    Responsible to the Medical Officer In Charge, the medical officer is a General Practitioner, appropriately qualified and registered medical professional with knowledge and skills to provide personal, family and community orientated comprehensive primary and secondary health care services to individuals. MO is responsible for providing patient-centred, culturally appropriate, and individual holistic care to a defined population.

    Key Responsibilities

    • Review program activities and priorities on a regular basis updating the Medical Officer – In Charge on gaps and/or provide recommendations on how to improve quality of services
    • Attend to urgent medical services including resuscitation, stabilization and assessment and diagnosis, treatment and referral as necessary
    • Assess the urgency and severity of presenting problems through history taking, examination and investigation.
    • Recommending and, where appropriate, undertaking treatment options and carrying out/referring for appropriate interventions and procedures, including but not limited to prescribing, minor surgery and other general practice procedures, counseling, psychological interventions, advising and education.
    • Provide timely clinical and culturally appropriate health services through appropriate evidence based screening, risk assessment and early detection of illness, disease and disability.
    • Working with public health providers in the prevention and control of communicable diseases for individuals and families.
    • Provide ongoing care and support for people with chronic and terminal conditions to reduce deterioration, increase independence and reduce suffering linking, where relevant, with appropriate service providers.
    • Comply with established health and safety policies with regard to handling of instruments, storage of drugs and disposal of sharps and other potentially dangerous equipment and substances.
    • Liaise with nursing staff regularly to check on patient progress, or more frequently if their condition necessitates.
    • To see patients at the request of nurses in charge and carry out examinations of patients.
    • Supervise the daily clinical management of all patients in conjunction with the nurse team leaders and attend all post-operative patients on day of operation and every day following.
    • Conduct daily ward rounds in the hospital, and regular reviews of in-patients where necessary.
    • Ensure patient management is in line with the set MOH, WHO and NACADA guidelines and protocols.
    • Conduct special outpatient clinics in the hospital on the allocated days every week i.e. SOPC, GOPC, HRC, POPC, and MOPC.
    • Attend to all medical legal cases, including filling of P3 forms and attend court sessions as required.
    • Attend to sexual assault survivors on a timely basis in the GBV Support Centre.
    • Monitor closely the morbidity and mortality trends together with all the other health indicators in the HMIS to ensure that prompt actions are taken.

    Minimum Qualifications 

    • Bachelor of Medicine and Surgery from a recognized college/University
    • At least two (2) years’ experience of working in a busy hospital
    • Valid practising licence with the Kenya Medical Practitioners and Dentist Board

    Logistics Officer -Dadaab

    PURPOSE:

    Responsible to the Senior Logistics Officer for developing strategic plan and budget for responsive distribution and transportation system to ensure timely delivery of materials, goods and supplies according to order specifications aimed at supporting programme implementation.

    Key responsibilities

    • Develop, implement and evaluate strategic plan and budget for the acquisition, repair and maintenance of the Society’s fleet of motor-vehicles and related equipment in order to ensure efficiency and economy of operations.
    • Design, develop, implement and evaluate transport fleet management policy on fleet utilisation, maintenance and repair to provide transportation of supplies including continuous improvement of safety and service quality
    • Develop and implement adequate logistics preparedness through contingency planning and continuous review of logistic operations
    • Coordinate the implementation of a computerised transport fleet management information system aimed at maintaining motor-vehicle inventory as well as monitoring, tracking and controlling operating costs.
    • Coordinate loading of materials, goods and supplies from the headquarter warehousing and storage for distribution according to order specifications
    • Coordinate deployment of motor-vehicle drivers to provide efficient and safe transportation as well as obtain optimum use of transport resources.
    • Develop and implement a planned preventive and curative maintenance programme aimed at ensuring that the Society’s fleet of motor-vehicles are routinely maintained according to prescribed standards.
    • Initiate investigations into causes of accidents in conjunction with traffic police, examine and inspect motor-vehicles to identify extent of damage, evaluate and estimate repair costs and recommending appropriate action.
    • Confer with traffic police and insurance companies to ensure proper documentation of accident reports and following up to establish the extent and implications of accident liability against the Society
    • Coordinate the repair and maintenance of motor-vehicles in authorised garages against approved requisitions. Also follow up to ensure that motor-vehicles are repaired to the highest standards of quality and within budget limitations
    • Analyse monthly motor-vehicle returns and maintain a record on fuel and oil consumption, repairs and maintenance as well as accidents and safety.
    • Develop, coordinate and implement the registration, insurance and licensing of motor vehicle transport systems
    • Participate in the performance evaluation exercise by monitoring and evaluating the performance of individual Drivers against defined targets and objectives.
    • Assess training needs as well as implement on-the-job training programmes aimed at equipping Drivers with the necessary knowledge and skills to drive motor-vehicles safely and to undertake routine maintenance.
    • Represent the Society at meetings, conferences and workshops and other forums to promote the activities of KRCS and articulate humanitarian relief issues
    • Prepare concept papers, periodic progress reports and annual reports showing achievements of the Logistics unit against planned targets as well as providing justification for performance variances

    Minimum Qualifications 

    • Bachelor’s degree in Business Administration or equivalent qualifications plus membership to a relevant professionally body in Transport Fleet Management
    • Over three (3) years’ experience in logistics and transport management
    • Proficiency in ICT

    Key Competencies 

    • Principles, methods and techniques of optimizing transportation, distribution, maintenance and repair of motor vehicle fleet.
    • Knowledge of methods, techniques and procedures involved in maintenance, repairs and replacement.

    Lab Technologist - Dadaab

    PURPOSE:

    The overall objective of the position is to ensure smooth running of laboratory services in the hospital. He/she will also ensure accurate processing and timely dissemination of results.

    Key Responsibilities

    • Coordinate day-to-day operations to ensure quality laboratory services are delivered to beneficiaries.
    • Provide medical laboratory diagnostic and therapeutic information, products and services by establishing specimen preparation procedures, developing and implementing analytical procedures, evaluating laboratory information and reporting results according to protocols.
    • Maintain medical laboratory equipment performance by establishing quality standards, developing operations, quality and troubleshooting procedures, certifying instrument performance, arranging equipment replacement, service, and repair.
    • Maintain medical laboratory supplies inventory by checking stock to determine inventory level, anticipating needed supplies, placing and expediting orders for supplies, verifying receipt of supplies.
    • Maintain medical laboratory productivity by monitoring workload of functional areas, identifying peak and slack periods, making operational adjustment.

    The Health Information System officer will be responsible for providing leadership for the data management and improving data quality and ensure the same is reported into the County and National HIS while collecting information, to optimize the use of that data for decision-making.

    Health and Nutrition Manager - Dadaab

    PURPOSE:

    The Health and Nutrition Manager is responsible to the Head of Operations, Dadaab for providing safe health and nutrition services, targeting the most important causes of illness and death among the refugee population. This position exists to ensure smooth running of the camp and efficient services of the same at Dadaab.

    In addition the Health and Nutrition Manager shall be responsible for the overall designing and implementation of the health program that encompasses Nutrition, HIV, CHP, BCC and Clinical Services sectors. S/he will also be responsible for implementing evidence based primary health care service delivery. He/she shall be expected to monitor and ensure improvement and maintenance of the entire health indicators as per SPHERE/UNHCR/WHO standards at the Camp.

    Key responsibilities

    • Work with KRCS Senior Management team to ensure Dadaab health program objectives are achieved
    • Directly supervise officers responsible for Clinical Services, Reproductive Health, Community
    • Health, TB/HIV, Mental Health, Nutrition and Health Information Systems
    • Prepare proposals and budgets in liaison with Operations Manager, and other program staff for funding and oversee the implementation of programmes in line with approved plans of actin and budgets;
    • Ensure appropriate monitoring and evaluation systems are in place for all health sectors in the camp;
    • Ensure that the level and quality of health services are in line with the recommended standards and in compliance with the National guidelines and protocols.
    • Maintain accurate and up to date health profile of Dadaab refugees and respond in timely manner to any infectious or epidemic disease outbreaks;
    • Supervise preparation of weekly, monthly and quarterly reports to UNHCR and other donors as applicable and ensure that such reports are timely, accurate and representing the KRCS work.
    • Provide the required leadership, support while carrying out internal and external evaluations, surveys, and participate in review of reports and other documents generated from such work.
    • Overall responsible for commodity security for drugs and hospital supplies. Comply with established health and safety policies with regard to handling of instruments, storage of drugs and disposal of sharps and other potentially dangerous equipment and substances.
    • Oversee the implementation of respective programmes including reproductive health, community health, clinical services, and nutrition among others and ensure targets are achieved and indicator maintained within acceptable range.
    • Authorize medical evacuation of staff;
    • Supervise the implementation of referral and reverse referral in line with UNHCR referral guidelines.
    • Monitor usage of health supplies and assets in accordance with donor regulations;
    • Assist in the management of Human Resources in all matters relating to Performance management, training needs identification and adherence to code of conduct and codes of professional practice.
    • Ensure budget spending according to approved budgets, review and analyse budgets versus actual expenditures and take remedial measures;
    • Recommend appropriate budget revisions to ensure maximum use of financial resources;
    • Provide overall leadership and supervise health program staff in development and implementation of procurement and spending plans.
    • In coordination with the Head of Operations, determine health program staffing needs and ensure such positions are filled in timely manner;
    • Ensure the implementation of the staff health policy in collaboration with the HR department

    Minimum Qualifications 

    • A Medical Doctor/Officer preferable with a Masters in Public Health or equivalent qualifications
    • Three (3) years’ experience in planning, implementing and evaluating integrated community based health programmes in emergency/relief context
    • Knowledge of Health Services Delivery in a Refugee Camp will be an added advantage

    Clinical Officer Anesthetist

    Overall Purpose:

    Working under the guidance and supervision of the Health and Nutrition Manager, the Clinical Officer Anesthetist is responsible for providing anesthetic management to all patients undergoing surgical procedures, both emergency and elective, at the IFO Hospital.

    Program management:

    • Formulating department objectives with the help of Health and Nutrition Manager.
    • Ensure use of standard operating procedures, protocols and guidelines in management of patients is followed.

    Program activities:

    • Responsible for giving anesthesia to all emergency and elective cases conducted in theatre, both minor and major surgeries.
    • Assist in management of very sick patients in the ward when called upon e.g. patients who need urgent resuscitation and intubation.
    • Be part of the emergency trauma team and called upon in case of an accident with mass casualties.
    • Ensure all medication, equipment and supplies required for anesthesia are ordered in good time.
    • Ensure the anesthetic machine and operating table are well maintained and report any fault, need for repair or maintenance in good time.

    Reporting and Coordination:

    • Ensure proper documentation of all anesthetic procedures, and condition of the patient including vital signs and medication given

    Clinical Officer - Dadaab

    PURPOSE:

    The Clinical Officer's main objective is to provide quality health care both outpatient and in-patient units through patient clerkship, diagnosis and treatment of diseases based on clinical signs and symptoms and available laboratory findings.

    Key Responsibilities

    • Clinical assessment and prescription of treatment to all patients according to the MOH/WHO guidelines.
    • To ensure that all patient registers and files are accurately filled and updated regularly.
    • Maintain high standard confidentiality to all patients and treat all patients with respect and dignity.
    • Conduct minor surgical procedures at the work station.

    Minimum Qualifications 

    • Diploma in Clinical Medicine and Surgery from a recognized institution
    • Registered with Clinical Officers’ Council of Kenya and possess a valid practicing license
    • Minimum of 2 years working experience preferably in a refugee setting.
