    Director, Internal Audit & Risk Assurance

    Job Purpose

    Responsible for the provision of independent and objective assurance and advisory services in internal audit and risk assurance to enable achievement of the Authority’s strategic objectives

    Job Requirements

    1. A Bachelor’s Degree in any of the following disciplines: Commerce, Business Administration, Business Management (Accounting Option) or equivalent qualification from a recognized Institution;
    2. A masters degree in business administration (Finance or Accounting option) or equivalent qualification from a recognized institution;
    3. A Certified Internal Auditor – CIA;
    4. A Certified Public Accountant - CPA or Association of Chartered Certified Accountants – ACCA;
    5. Certification in information System Audit – CISA;
    6. Certification in Risk Management Assurance Professional – CRMA;
    7. Member in good standing with Institute of Internal Auditors (IIA), Institute of Certified Public Accountants (ICPAK) and any other professional body;
    8. At least twelve (12) years’ relevant work experience with at least five (5) years’ experience in a managerial role;
    9. A certificate in leadership from a course lasting not less than four (4) weeks;
    10. Demonstrated merit and ability as reflected in work performance and results;
    11. Proficiency in Computer Applications; and,
    12. Fulfil the requirements of chapter 6 of the Constitution.

    Job Specifications

    1. Overseeing planning, designing, developing, implementing and monitoring the annual and three years rolling strategic risk-based Audit Services work plan;
    2. Providing independent and objective assurance and advice on the Enterprise Risk Management policy framework;
    3. Developing and monitoring the directorates’ budget and performance management of the Internal Audit Team;
    4. Overseeing the review and development of the Internal Audit policy documents to conform with the prevailing professional standards and regulations;
    5. Initiating development and implementation of the Audit, Risk Management & Governance Committee and Internal Audit charter;
    6. Providing secretariat services to the Audit, Risk Management & Governance Committee of the Board;
    7. Coordinating with external auditors and other assurance providers and advisors as necessary;
    8. Reviewing and providing assurance on the annual Board statement on enterprise risk management;
    9. Coordinating provision of advisory services as requested by Management and or the Audit & Risk Management & Governance Committee; and,
    10. Reporting to the Audit, Risk Management & Governance at the required intervals on the progress of the annual audit work plan, investigations, enterprise risk advisory work or any other ad hoc activity.

    Director, Supervision

    Job Purpose

    The Director, Supervision is responsible for regulating and supervising the establishment and management of retirement benefits schemes

    Job Requirements

    1. Bachelors Degree in any of the following disciplines: finance, law, economics, commerce, actuarial science, business administration, social security or its equivalent qualification from a recognized institution;
    2. Masters Degree in any of the following disciplines: finance, law, economics, commerce, actuarial science, business administration, social security or its equivalent qualification from a recognized institution;
    3. Relevant professional qualification and membership to a professional body, in good standing, where applicable;
    4. At least twelve (12) years’ relevant work experience with at least five (5) years’ experience in a managerial role;
    5. A certificate in leadership from a course lasting not less than four (4) weeks;
    6. Demonstrated merit and ability as reflected in work performance;
    7. Proficiency in computer applications; and,
    8. Fulfill the requirements of Chapter 6 of the Constitution.

    Job Specifications

    1. Advising the Board of Directors and Management on matters related to supervision and licensing of retirement benefits schemes;
    2. Developing, reviewing and implementing prudential and conduct guidelines for the retirement benefits industry;
    3. Formulating and implementing effective strategies and programs for registration of retirement benefits schemes and service providers;
    4. Formulating and implementing effective strategies and programs for monitoring and surveillance of the retirement benefits industry to ensure compliance with the regulatory framework;
    5. Ensuring the enforcement of all sanctions provided under the Retirement Benefits Act and the Regulations;
    6. The determination of levy, fees and penalties as prescribed under the Retirement Benefits Act;
    7. Ensuring the review and maintenance of a database of all schemes, trustees and service providers and regular publishing of a register of retirement benefits schemes and service providers;
    8. Oversight in the reviewing and approval of applications by employers to contract out of making Tier II contributions as provided for under the National Social Security Fund Act; and,
    9. Monitoring and reporting on quality management systems, performance progress and risk mitigation activities in the Directorate.
