    Chief Accountant (Grade 13)

    Description

    Our Client, National Housing Corporation (NHC) is a statutory body established by an Act of Parliament Cap. 117 whose mandate is to implement the Government’s Housing Policies and Programmes. NHC is seeking to recruit results-driven and highly motivated individuals to fill the following exciting and challenging positions of Chief Accountant.

    The Finance Division has the overall responsibility of undertaking the following functions: formulation and implementation of financial policies and procedures, budgeting and budgetary control, financial control, financial resources mobilization, accounting of the Corporation’s funds, maintaining accurate and up to date books of accounts, and other financial records, ensuring independent auditing is carried out, and ensuring compliance with statutory financial requirements.

    Reporting to the General Manager Finance, the Chief Accountant will be responsible for all accounting aspects which include the preparation of timely and accurate financial reports and accounts in accordance with guidelines and timelines prescribed both internally and externally by the National Treasury. He /she will be responsible for the Corporation’s financial records and ensuring accounts are prepared in accordance with IAS accounting standards.

    Key Duties and Responsibilities

    • Undertake financially analysis and assessment of the Corporation’s financial base and generate reports to Management for review;
    • Prepare timely and accurate financial reports and accounts including quarterly accounts and reconciliations as well as journal entries;
    • Coordinate all budgetary processes in the Corporation;
    • Effective management of the Corporation’s cash flow and reconciling cash books and bank balances; including monitoring expenditures, analyzing revenues and determining budget variances, then reporting the same to Management;
    • Supervision of staff in the Accounts section of Finance Division;
    • Handle all tax matters for the Corporation;
    • Respond to accounting inquiries from Management and responses to audit queries; and
    • Monitor creditors and ensure that payments are processed on time.

    Requirements

    Job Specifications

    • Be a holder of a Bachelor’s degree in Commerce (Accounting or Finance), or Business Administration;
    • Be a holder of a Master’s degree in Business Administration, Finance or Accounting;
    • Possess a Chartered Public Accountant (CPA(K)) qualification, or equivalent;
    • Should be registered with the Institute of Certified Public Accountant of Kenya (ICPAK) for a minimum period of seven (7) years with good standing; and
    • Have twelve (12) years experience as an Accountant of which six (6) should have been served at a senior management level.

    Assistant Architect (Grade 8)

    Description

    Senior Estates Officer (Marketing & Valuation) (Grade 11)

    Description

    The Estates Division’s main purpose is that of managing all NHC-developed projects and properties. Its overall responsibility includes administration maintenance and undertaking repair works of all Corporation schemes and properties, regional coordination, marketing, and sales of NHC developed houses as well as carrying out valuations, feasibility, and market studies for the Corporation.

    Reporting to the General Manager Estates, the Senior Estates Officer will be responsible for the management and administration of NHC developed properties and assets, including those repossessed from various local authorities, in collaboration with all other divisions of the Corporation. The officer will also be responsible for valuation and marketing, estate management, maintenance, and regional coordination. He/she will:

    Key Duties and Responsibilities

    • Undertake matters of Estates administration including, leasing, letting, and advising on property trends and prices in consultation with the General Manager Estates;
    • Responsible for advertising and marketing of properties developed by the corporation including preparations of letters of offer and leases in liaison with Legal section and opening of accounts for new tenants;
    • Undertake valuation of properties and Corporation’s assets for all intents and purposes including insurance, sale, and disposal;
    • Undertake estates management functions related to letting and sale of properties and rent default enforcement;
    • Advise Management on letting and allocation of rental, commercial, mortgage, and tenant purchase schemes; including rent determination, enforcing collection and accounting thereof in collaboration with Finance division;
    • Negotiation and supervision of service contracts as approved by Management;
    • Maintenance and repair of NHC buildings, estates as well as undertaking user reaction surveys and all other incidental matters; and
    • Ensure payment of statutory (land rates, land rents) and utility bills (water and electricity)

    The ICT Unit is mandated to undertake the following functions: ICT policy and strategy development and implementation, provision of hardware and software support, automation of core services, maintain server functions for email, internet, databases, file storage and administration; data management services; and website design and development.

    Reporting to the ICT Manager and is responsible for the identification of network security requirements for all ICT systems in the Corporation and providing support to end-users. The successful jobholder will:

    • Provide guidance to the Corporation for the creation and implementation of a corporate-wide network security program; including measures to protect data, software, and hardware and ensure that periodic security risk assessments are conducted;

    • Have a minimum of three (3) years successive working experience in design, specification, installation, administration, and support of Local/Wireless and Wide area computer networks;
