    Fiscal Analyst III

    Duties and responsibilities

    • Collecting and collating budgetary information from various sources for analysis;
    • Maintaining relevant statistics on public revenue and expenditure figures;
    • Carrying out commissioned budget research on specific areas of interest;
    • Assisting in preparing budgetary information reports to MPs and relevant House Committees;
    • Assisting in workshops planning;

    Requirements for Appointment

    For appointment to the grade of Fiscal Analyst III, a candidate must:

    • Have a degree in Economics or its equivalent from a recognized University;
    • Kenya Certificate of Secondary Education (KCSE) mean grade C+ (plus) or its approved equivalent with a C+ (plus) in Mathematics;
    • Be team player with good communication and interpersonal skills.

    Hansard Reporter III

    Duties and Responsibilities

    • Ensuring timely and accurate transcription;
    • Undertaking independent verbatim reporting of parliamentary proceedings and those of relevant committees/functions within or outside Parliament;
    • Assisting in drafting duty schedules for Hansard Reporters;
    • Preparing transcripts for editing;
    • Sorting, checking transcripts from junior officers and amending as necessary;
    • Assisting in classification, custody, archiving, retrieval and cross-checking of documents against references.

    (b) Requirements for Appointment

    For direct appointment to the grade of Hansard Reporter III, candidates must be in possession of a Bachelor of Arts degree in Linguistics majoring in English and Kiswahili from a recognized university/institution or a Bachelors Degree in any of the Social Sciences plus at least a C+ in both English and Kiswahili in the Kenya Certificate of Secondary Education Examination or its equivalent qualification.

    Duties and Responsibilities

    This job exists to streamline procurement processes and procedures for effective and efficient utilization of the Parliamentary Service Commission’s resources in order to ensure proper procurement and management of goods, services and works.

    Requirements for Appointment

    For direct appointment to this position a candidate must have: –

    • A Bachelor’s degree in Procurement/ Supply Chain Management or Economics, Commerce, Business Administration or its equivalent;
    • Served in the grade of Procurement Officer III PSC 8 or in a comparable relevant position for a minimum period of three (3) years;
    • Must be conversant with and knowledgeable on public procurement procedures and systems;

    Transport Officer III

    Duties and Responsibilities

    • Supervise drivers in their day-to-day duties;
    • Allocate vehicles and duties to drivers;
    • Prepare maintenance / repair schedules for vehicles;
    • Ensure all vehicles are kept in good condition;
    • Analyze work-tickets and ensure compliance;
    • Receive and compile motor vehicle statistics for management use;
    • Manage motor-vehicle file registry and maintain motor-vehicle fleet register;
    • Coordinate the ordering of new vehicles;

    Requirements for Appointment

    For appointment to this grade, an officer must have

    • Bachelor’s degree in Fleet Management / Automotive Engineering/ Logistics and Transport or its equivalent; OR
    • A Bachelor’s degree in any Social Science and a diploma in Fleet Management/ Automotive Engineering / Logistics and Transport or its equivalent;
    • A valid driving license free from any current endorsements and valid for any of the classes of vehicles which the officer is required to drive;
    • Defensive driving certificate from Automobile Association (AA) of Kenya or its equivalent qualification from a recognized institution;
    • Passed the Occupational Test I for Drivers; and, (vi) Show ability as reflected in work performance and results.

    Duties and Responsibilities

    • Processing of the necessary documentation relating to hotel reservations and travel arrangements;

    An Inspector I (Buildings) will be in charge of building works in a large unit and will be responsible for;

    • Construction and maintenance of buildings including walls, joinery, masonry, architectural fittings, furniture, roofs, painting, and car parking;

    Inspector II (Buildings)

    • Kenya Certificate of Secondary Education, C+ (plus), or its equivalent with a Minimum of C+ (plus) in Mathematics, Physics, Chemistry or Physical Sciences and English; and
    • National Ordinary Diploma in Architectural, Building Construction or Civil Engineering from the Kenya National Examinations Council, or other approved equivalent qualification.

    • Have satisfactorily served as Inspector I PSC 8 or its equivalent for at least three (3) years; and
    • Have a minimum of three (3) years’ experience in areas of building construction and maintenance.
