    Head Office Construction - Environmental Impact Assessment Expert

    Scope of Consultancy

    The Lead Consultant will conduct the study and produce an EIA study report as is legally required. The scope of work of this EIA study is as follows:

    • Conduct site reconnaissance visits to establish an updated baseline and collect data.
    • Review existing information and identify environmental issues based on baseline data concerning the area's environmental, economic, and social conditions.
    • Identify key environmental and socio-economic components of the project.
    • Analyze significant environmental issues emanating from the development, focusing on long-term impacts.
    • Assess potential impacts on key environmental and socio-economic components.
    • Evaluate risks and hazards associated with the project’s physical structures.
    • Conduct public consultations at proposed sites as is legally required.
    • Prepare a comprehensive ESMP detailing potential adverse environmental effects and proposed mitigation measures.
    • Create an impact list of un-remedied effects and identify steps for project sustainability.

    Methodology

    The NEMA Lead Consultant is required to provide a straightforward methodology and detailed work plan for conducting the assignment while observing NEMA regulations.

    Deliverables

    • Inception Report: containing a brief progress report, to be submitted within 5 days after signing the contract.
    • Draft EIA study report: soft copy for proponent review and endorsement at the end of the study.
    • FINAL EIA Report.
    • Submission to NEMA: Ensure the EIA report is duly received and acknowledged by NEMA.
    • NEMA Approval and License: Obtain necessary approval for project commencement

    Head Office Construction – Landscape Architect

    Overall duties of the Landscape Architect

    Working directly under the Project Manager’s Architect (Lead Architect), the Landscape Architect will oversee the day-to-day execution of Landscape Design aspects of the project, ensuring that milestones are met within the agreed timelines, budgets are adhered to, and quality standards are maintained. S/he will also ensure that there is harmony in the drawings from all consultants to avoid conflicts during construction. The duties of the Landscape Architect will include the following:

    • Site Analysis and Planning: Landscape architects will analyze the site and identify its strengths, weaknesses, opportunities, and constraints. They evaluate the site's topography, soil type, drainage, climate, vegetation, and other natural features. Based on the Project Architects and Engineers Drawings and details, they will develop a design plan that meets the needs of the client, the users, and the environment.
    • Design Development: Once the site analysis is complete, landscape architect will develop design concepts that respond to the site's unique conditions and the client's objectives. S/he will create plans, elevations, sections, and details that show the proposed layout of hardscape, softscape, water features, lighting, and other design elements. S/he will also select materials, colors, textures, and plant species that are appropriate for the site and climate.
    • Construction Documentation: After the design is finalized, the Landscape Architect will prepare construction documents that specify the technical details and requirements for the project. These include detailed drawings, specifications, cost estimates, and project schedules. S/he will work closely with engineers, contractors, and other professionals to ensure that the project is built according to the design intent and meets the required standards.
    • Project Management: Landscape architect, working with the Project Manager and other consultants, will oversee the construction process from start to finish, ensuring that the work is progressing according to schedule, budget, and quality standards. S/he will coordinate with contractors, suppliers, and inspectors to resolve any issues that may arise and make adjustments as necessary to ensure that the final product meets the design specifications.
    • Maintenance and Management: Once the project is complete, landscape architect will be responsible for its ongoing maintenance and management. This includes developing maintenance plans, scheduling periodic inspections, and supervising the maintenance staff. They will also provide advice and guidance to clients on how to care for their landscapes and ensure that they remain healthy and attractive.

    Detailed Design and Tender Action

    Based on the submission drawings to the County, the Landscape Architect will produce tender drawings for the landscape, including detailed designs and construction specifications. Such construction working drawings, shop drawings and specifications, must be harmonized with all other consultants outputs, including the architects Details, the QS Bills of Quantities, Service Engineers Drawings and Specification, and landscape Architects Drawings and specifications, among others.

    Construction Detail Drawings

    • Provide detailed construction information (comprehensive set of working drawings for landscape design, to be approved by the PM’s Lead Architect), including material specifications and installation instructions, to aid the tendering and construction process.

     Construction Supervision

    The Interior Designer plays a pivotal role in supervising the construction phase, ensuring that all aspects of interior architecture are delivered according to the construction details, shop drawings and specifications.

    Contract Administration

    • Working under the Lead Architect from the Project Manager’s team, the Landscape Architect will oversee execution of all interior design components of the project of the construction contract, ensuring that all work is carried out according to the contract terms.
    • Report construction process of the project interiors, process and quality to Lead Architect.

    Site Visits

    • Conduct regular site visits to inspect progress, ensure adherence to quality standards, and address any arising issues on site in consultation with the Lead Architect.

    Head Office Construction - Change of Use / Extension of Use Expert

    Scope of the Consultancy

    The Consultant will prepare Extension of Use Report as required by the Physical Planning Act, 2019. Further the Consultant shall undertake the following in order to achieve the Extension of Use Approval:

    • Advertisement and Recommendations: The Consultant will advertise the intended Change of Use / Extension of Use
    • The Consultant shall collect recommendations from members of the public and relevant line ministries, facilitated by the County Government.
    • Application Initiation: The Consultant shall submit an application for the change of user using the PPA 1 form, duly signed by the physical planner.
    • Public Notices: The Consultant shall facilitate the publication of notices regarding the proposed change of user / Extension of User in two daily newspapers, inviting objections from the public for a minimum period of 14 days. Further the consultant shall put up site notice on the property as required.
    • Planning Brief/Report: The Consultant shall prepare a planning brief/report for the site, explaining the alignment of the change of use with planning policies and its lack of adverse effects on the land and neighbouring properties.
    • Payments: The Consultant shall facilitate the payment of the required fee by Nairobi County Government, and attach the receipt to the planning brief/report as is required.
    • Submission: The Consultant shall submit the planning brief/report to the County Government’s Department of Physical Planning for approval, along with any public objections received.
    • Review and Resolution: The Consultant shall follow up with the County Government and address any concerns the Planning Department may raise.
    • Permission Issuance: The Consultant shall follow up on the issuance of the Change Extension of use permits and provide that to the Client tp enable subsequent submission of Architectural and Structural Drawings to the County.

    Consultancy Requirements

    • Identifying specialist interior sub-contractors and vendors to implement design ideas, such as Carpenters, Painters, Plumbers, Electricians and Artists

    Overall Role of Project Mechanical Engineer

    Construction Supervising Architect

    Overall duties of the Supervising Architect

    Working directly under the Project Manager’s Architect (Lead Architect), the Supervising Architect will oversee the day-to-day execution of architectural aspects of the project, ensuring that milestones are met within the agreed timelines, budgets are adhered to, and quality standards are maintained. He will also ensure that there is harmony in the drawings from all consultants to avoid conflicts during construction. The duties of the Supervising Architect will include the following:

    • Production Drawings / Architectural Details: The Supervising Architect will produce a set of construction details from the Scheme Designs and Submission Drawings, which have already been developed by the Client.
    • Design Coordination: Ensuring that architectural Detailed Designs is aligned with other construction details, namely Structural Designs, Mechanical Designs, Electrical Details, Interior Designs, Landscape Details, etc.
    • Cost Controls. Align specifications, material selection with overall project costs in consultation with Project Manager and the Quantity Surveyor.
    • Supervision of Architectural Works: In collaboration with the Project Manager, overseeing the on-site management of contractors and subcontractors, executing architectural works, ensuring compliance with contractual agreements, safety regulations, and industry standards. The Supervising Architect will directly supervise all stages of actual construction, from foundation to finish, in collaboration with, and on behalf of the Lead Architect.
    • Compliance and Quality Assurance: Ensuring that all project activities comply with local regulations, industry standards, and contractual obligations. The Supervising Architect will ensure that all site requirements by different regulators, e.g. National Construction Authority, Nairobi County, National Environmental Management Authority, Labour, etc. are strictly adhered to.

    Reporting and Communication: The Supervising Architect will report to and will execute all architectural works as directed by the Project Manager’s Lead Architect.

    Detailed Design and Tender Action

    Based on the Submission Drawings to the County, the Supervising Architect will produce tender drawings including Detailed Designs, Construction Specifications, Shop Drawings, etc. Such construction working drawings, shop drawings and specifications, must be harmonized with all other consultants outputs, including the QS Bills of Quantities, Service Engineers Drawings, Interior Designers Drawings and Specification, and landscape Architects Drawings and specifications, among others.

    Construction Supervising Structural Engineer

    Overall Roles and Responsibilities of the Structural Engineer

    Working under the Project Manager’s Lead Structural Engineer, the Supervising Structural Engineer will be responsible for accurately working out the structural designs for the proposed construction, ensuring it meets both regulatory, safety standards and value engineering as necessary. The Supervising Structural Engineer will undertake the following duties:

    • Using computer modeling simulations to predict how structures will act under relevant, and varying loading conditions.
    • Calculating loads and stresses on structural foundations, beams and walls, as required by building regulations.
    • Ensuring the structure meets legal, environmental, health and safety standards.
    • Delivery of approved Structural Drawings by the Nairobi County.
    • Advising on suitable materials for building structure and civil works.
    • Preparing structural information to be used for detailed Bills of Quantities for Tender purposes.
    • Developed detailed structural drawings for execution of structural works.
    • Supervision of structural works, including undertaking of various tests for structural materials and elements.
    • Delivering progress reports on structural integrity of the construction.

    Reporting and Communication

    • The Project Structural Engineer will provide regular progress reports to the Project Manager’s Structural Engineer. This includes detailed updates on structural milestones, analysis of test results, risk assessments, and any challenges that may require high-level interventions.

    Submission of Drawings to County

    • At this stage, the Structural Engineer will coordinate with the appointed Project Manager’s Lead Architect/Structural Engineer to submit all necessary drawings to the local authority for approval in compliance with local building regulations and laws.

    Approval Requirements

    • Advise on and ensure compliance with all local building regulations and approvals required by relevant authorities.

    Preparation of Drawings (Structural) and calculations.

    • Oversee the preparation of structural drawings, including plans, sections, and elevations, to meet Nairobi County approval requirements.
    • Undertake structural calculations as is required for a development of this magnitude.

    Submission & Follow- up

    • Submission of structural drawings by the Structural Engineer, ensuring they meet legal and safety standards.
    • Submit and monitor the progress of the approval process, addressing any queries from the authorities, ensuring the timely issuance of permits and approvals.
    • Present to the Client a Complete Set of Approved Structural Drawings by Nairobi County.

    Detailed Design and Tender Action

    • Once all required approvals have been secured, the Structural Engineer will finalize detailed designs and issuing construction specifications for purposes of tendering for the construction works.

    • Collaborate with consultants (Architect, QS, Engineers) to review and finalize drawings and technical specifications.

     Construction Supervision

    • The Project Structural Engineer plays a pivotal role in supervising the construction phase, ensuring that all the structural aspects of the project are delivered according to specified quality and standards.
    • The Structural Engineer will also be responsible for tests that will be ongoing during construction to ensure that the structural design standards are met.
    • Further the Engineer will issue reports of the Structural Integrity of the Structure during construction for the use of the Client.
    • Design and confirm the shop drawings of various structural elements, from beams, columns, roof trusses, etc.Conduct regular site visits, at least once every two weeks, including preparation for all project milestones, to inspect progress of structural works, ensure adherence to quality standards, and address any arising issues on site.

    Construction Project Quantity Surveyor

    Overall Role of Quantity Surveyor

    As the project cost consultant, the Quantity Surveyors will ensure the best value for money for this project. S/he will oversee the day-to-day execution of the project, ensuring that budgets are adhered to. Their duties extend across several domains, including:

    • Prepare rates and prices for use in project cost estimations.
    • Preparing preliminary estimates for budgeting purposes and carry out value engineering exercises.
    • Attending meetings and negotiations with construction professionals, such as site managers, project managers, site engineers, and other stakeholders.
    • Preparing Bills of Quantities for building, civil and other works, works based on standard methods of measurements.
    • Prepare tender and contract documents based on standard templates.
    • Assist in tender evaluations and reporting.
    • Carry out site visits for the purpose of monitoring and evaluation of construction costs.
    • Prepare valuation reports for issuance of interim payment certificates
    • Administer contract conditions including managing and valuation of contractor’s claims.
    • Advise on any suggested variations in terms of cost impacts.
    • Prepare final accounts for the purposes of issuance of construction completion certificates.
    • Undertake any other tasks that may be requested by the Project Manager and Client in line with the professional obligations of the Quantity Surveyor.

    Reporting and Communication:

    • The Quantity Surveyor will provide regular progress reports to the Client, the Project Manager and Consultants. This includes detailed updates on milestones, budget utilization, risk assessments, and any challenges that may require high-level interventions.
    • The Project QS will work on the cost estimates provided by the Project Manager’s QS.
    • The Project QS will work with and will be supervised directly by the Project Manager’s QS.

    Detailed Design and Tender Action

    • Project QS will develop a comprehensive Bill of Quantities (BoQ) and issuing construction specifications based on detailed designs from the Architects, the Structural Engineer, the Electrical and Mechanical Engineers, Interior Designer and Landscape Architects. The outputs are tabulated below.

    Specifications & Drawings -

    In consultation with the Project Manager:

    • Collaborate with consultants (Architect, QS, Engineers, Interior Designer, Landscape architect, etc.) to review and finalize drawings and technical specifications.
    • Obtain quotes for specialized work.
    • Develop detailed Bill of Quantities for the project.
    • Develop Schedule of Materials and Schedule of Labour, in case of Labour Contract.

    Contract & Contractors

    • In consultation with the Project Manager, advise on contract types (e.g.,lump sum, cost-plus), and identify potential contractors, subcontractors, and suppliers for the project.

    Construction Supervision

    • The Project Quantity Surveyor plays during the construction phase, ensuring that all aspects of the project are delivered according to the approved timeline, budget, and quality standards. The tasks include Financial Appraisals, Valuations for Purposes of issuance of certificates, and costing of variations, if any.

    Site Visits

    • Conduct regular site visits for the purposes of measurements of works.

    Cost Controls

    • In consultation with the Project Manager, provide periodic financial reports, monitor construction costs, and assess the financial implications of any changes or variations.

    Completion of Works

    • In consultation with the project Manager, undertake final measurements for the purposes of administration of final completion certificates.

    Application Requirements

    Interested Individual consultants/consultancy firms are expected to submit the following:

     Technical Proposal (Not more than 30 Pages excluding annexes/attachments)

    • Understanding of the Project Quantity Surveyor’s Role.
    • Proof of experience in handling similar projects by providing a list of past and present clients for which the consultant conducted similar projects.
    • Indicate years of experience in the field of construction, the minimum experience post registration is Ten Years (10 Years).
    • Submit CVs, academic, professional certificates.
    • Up to date Practice License from the Board of Registration of Architects and Quantity Surveyors.
    • Submit at least three Certificates of completion/recommendation letters from previous most recent clients and include contract information.
    • Any other information to support your proposal.
